ST. PETERSBURG SHINES DEVELOPMENT UPDATES 2014 2014 was another banner year for development activity in St. Petersburg with nearly $400 million in projects permitted for construction. Downtown, the building boom continued with approximately 1,200 residential units completed or under construction. In our annual “Development Updates” edition, we capture some of the top development projects, spanning a variety of sectors and locations citywide. Sundial opened after $30 million in renovations by owner Bill Edwards, who reconfigured the former Baywalk space with new façade and functionality improvements creating a sleek and contemporary architectural addition to downtown. Within the 80,000 SF complex, tenants include: Locale Market and Farm Table Kitchen, The Shave Cave, Marilyn Monroe Glamour Room, Muvico 19 + IMAX, Diamonds Direct Fine Jewelers, Tracy Negoshian & His, lululemon, Juxtapose Apparel & Studio, Chico’s, White House Black Market, Florida Jean Company, L.O.L Kids, Jackie Z Style Co., Tommy Bahama, Swim ‘n Sport, and Happy Feet. Businesses opened in phases beginning in May with restaurants Ruth’s Chris Steak House and Sea Salt set to open in early 2015. (Commercial; Downtown) Sundial St. Pete LumaStream, a low-voltage LED lighting solutions provider, relocated its manufacturing facility from Canada to St. Petersburg’s Dome Industrial Park, opening their new headquarters at 2201 First Avenue South in May. The company anticipates expanding its workforce from 25 to 200 over the next five years. A collaborative effort with St. Petersburg College will provide workforce training, specialized to the manufacturing industry. (Commercial; Midtown) South St. Petersburg CRA (proposed plan): On June 20, 2013, the St. Petersburg City Council established the South St. Petersburg Community Redevelopment Area (CRA), one of the largest CRAs in Florida. The area is generally bounded by 2nd Avenue North, I-275, I175, and Booker Creek on the north; 4th Street South on the east; 30th Avenue South on the south; and 49th Street North and South on the west. The nearly 4,700 acre CRA consolidates four existing CRAs and is home to 14% of St. Petersburg’s total population. On June 3, 2014, the Pinellas County Board of County Commissioners (BCC) delegated certain redevelopment authority to the City. The South St. Petersburg Community Redevelopment Plan is expected to be adopted by the City Council and the BCC in 2015. (Midtown) Staybridge Suites, a new 119 room hotel, opened in May. The hotel offers full kitchens, complimentary parking and shuttle service is pet-friendly and features 2,900 SF of full service meeting space with an Executive Chef on property. The project is located at 904 Fifth Avenue South, within the City’s Medical District, near I-175 and Dr. Martin Luther King Jr. Street South. Menna Development and Property Management, Inc. developed the property at a $20 million construction value. (Commercial; Downtown/Dr. MLK Jr. Street) Modera Prime 235 is a $39 million project encompassing the 300 block of 3rd Avenue North, just northwest of Sundial. The 324 unit, eight-story apartment complex, which opened in April, includes a mix of one and two bedroom units, studios, a clubhouse, courtyard, and a seven-story enclosed garage. (Residential; Downtown) St. Pete Brewing Modera Prime 235 Craft Brewery Scene: Following the 2013 wave of new craft breweries opening throughout St. Petersburg, 2014 saw a couple more players join the scene. After much anticipation, St. Pete Brewing Company opened at its new stand alone location at 544 1st Avenue North in downtown St. Petersburg in April, after earning a reputation through its availability in other pubs in the city. In Spring 2015, Pinellas Ale Works is set to open as St. Petersburg’s sixth craft brewery at 1962 1st Avenue South. The project is transforming a former auto repair shop into a brewery, beer garden, and taproom with 12 taps. (Cultural; Downtown/Midtown) TEC Garage, the Technology and Entrepreneurship Center, debuted in October as a new incubator and co-working location in downtown St. Petersburg providing entrepreneurs with tools for creating a business from an idea or taking businesses to the next level. (Commercial; Downtown) 1 Great Bay Distributors, one of the largest distributors of Anheuser-Busch products in Florida, is constructing a new 270,000 SF facility on 96 acres along I-275 in Gateway St. Petersburg. The facility will include the state’s largest private solar system when completed in 2015. (Industrial; Gateway) CORRIDOR REVITALIZATION: Maxi-Blast, Inc., a manufacturer of industrial applications with a 30 year history in St. Petersburg, is developing a five acre site on Gandy Boulevard to expand its operations. The new two-story, 40,000 SF, $5 million facility on Gandy Boulevard will include an underground conveying system. (Industrial; Gateway) Maximo Marina, located in the Skyway Marina District, is undergoing a $25 million renovation to its 50-year old facility. The marina is the largest covered wet slip marina in the State with improvements expected to take approximately five years to complete. (Commercial; 34th Street) Rollin’ Oats, a destination organic grocer, completed a major expansion doubling in size to 15,000 SF at its original location of 2842 Dr. Martin Luther King Jr. Street North. The expansion, which began in late 2013, includes the addition of a meat counter, a 55% increase in parking, an outdoor dining area, more health and wellness products, and a second floor terrace. In June, St. Petersburg Yoga relocated to the building’s second floor and expanded to more than 7,000 SF. (Commercial; Dr. MLK Jr. Street) Water Club, Snell Isle Rollin’ Oats Great Bay Distributors Site Urban Landings/Harbour’s Edge, which celebrated its grand opening in May, is five-story mixed-use project with 125 dwelling units and approximately 6,600 SF of ground floor retail space, located at 424 4th Street South. The project is comprised of both senior (85 units) and market-rate units. The developer was awarded $120,000 of Community Housing Trust Fund grant financing and a onetime reinvestment of $17.6 million in Florida Tax Credits toward the project. (Residential; Downtown/4th Street) Innovation District: In 2013, community stakeholders began discussing what assets the City has that could be maximized for job attraction. Discussions started by the St. Petersburg Downtown Partnership led to the conceptualization of the Innovation District, which has been further defining itself ever since. The Innovation District of Downtown St. Petersburg consists of its major medical facilities, the University of South Florida St. Petersburg, and several environmental and marine science—state and federal affiliated—research centers, collectively known as the St. Petersburg Ocean Team. Today the City’s medical technologies and life sciences cluster employs more than tourism and pays a higher annual wage. (Downtown) EDGE Main Street: The EDGE District was officially designated as a Florida Main Street, joining two other Main Streets in the city: 22nd Street South and the Grand Central District. Stretching between First Avenues North and South from 16th to Dr. Martin Luther King Jr. streets, the area encompasses more than 100 businesses including: Green Bench Brewery, Creative Clay, The Flying Pig Tap House, Enigma, Ricky P’s Orleans Bistro, Red Mesa Mercado, Ferg’s Sports Bar and Grill, and Fusion 1560 apartments. The area is home to Third Thursdays, a monthly market with live music, arts and crafts, and food vendors. (Downtown) Rowland Place is a new condo project located on one half acre at 146 Fourth Avenue NE. The six-story condo project includes 20 units ranging from 1,700 to 2,200 SF. The rooftop terrace and upper floors provide waterfront and North Straub Park views. (Residential; Downtown) Water Club is the first significant condominium development on Snell Isle in more than 40 years. Located at 1325 Snell Isle Blvd NE, two nine-story mid-rise towers include 84 luxury condominiums and 11 two-story townhomes with private two car garages and an on-site marina near the St. Petersburg Yacht Club North Annex. The project held its grand opening in October. (Residential) African-American Heritage Trail This two mile trail, unveiled in August, identifies people and places significant to African-American history in St. Petersburg. The trail traces a 100-year period from the arrival of the first AfricanAmericans to St. Petersburg in 1868 up until the civil rights era in 1968. Twenty trail markers along two sections, 22nd Street South and Ninth Avenue South, provide historical information on landmarks such as the Manhattan Casino, the former Mercy Hospital, the Royal Theatre, and Jordan Elementary School. The trail notes a number of businesses, churches, cemeteries, and recreation areas as well. (Midtown) EDGE District African-American Heritage Trail 2 St. Petersburg Opera opened 10,000 SF of rehearsal space and headquarters in the Dome Industrial Park. The new space includes offices, costume and scenery workshops, a box office, and a 3,700 SF rehearsal room. Founded in 2007, the company holds about 50 performances a year .(Cultural; Midtown) Beacon 430 is a new 326-unit upscale apartment complex on Third Street South. This $55 million project includes a parking garage and resort-style pool on 4.4 acres in downtown St. Petersburg. (Residential; Downtown) Campbell Landings, located at 365 6th Street South, is a 96-unit, five-story senior apartment living complex. Conveniently located near the City’s Medical District, the project has a $19.5 million construction value and received a $120,000 grant from the CHTF. (Residential; Downtown) Grand Villas, formerly the Palazzo Di Oro, underwent a $3 million renovation transforming into a resortstyle assisted living and memory center comprised of 150 units. Located at 3600 34th Street South in the Skyway Marina District, the center’s first floor includes an internet café, library, billiards parlor, barbershop, beauty salon, and dining and activity rooms. (Residential; 34th Street) Ibis Walk is a 21.5-acre, $75 million mixed use project located at 10301 Dr. MLK Jr. Street North. Phase I, consisting of a 13,000 SF restaurant and 24,400 SF of retail space, opened in 2013. Phase II opened in 2014 with 350 apartments and a parking garage. (Mixed Use; Gateway/Dr. MLK Jr. Street) Deuces Live Main Street District: Two historic landmark buildings, approximately 2,000 SF each, have been renovated at 909 22nd Street South. The first building was completed in 2013 and includes a consignment store, ice cream shop, and art space. The second building will soon open as a Cajun and Southern restaurant with an outdoor courtyard. (Commercial; Midtown) American Strategic Insurance (ASI) completed construction of the first of two new buildings and started construction on the second building on its new headquarters campus. The development is located on 13 acres at the northwest corner of Dr. Martin Luther King Jr. Street and 94th Avenue North, When complete, the campus will have a construction value of $58 million and include two office buildings and a parking garage. Each building is three-stories and has 125,000 SF. (Commercial; Gateway/Dr. MLK Jr. Street) A Walmart Neighborhood Market opened in January at Midtown’s Tangerine Plaza, located at 22 nd Street South and 18th Avenue South. City officials, along with Urban Development Solutions, and members of the private development community worked to secure a suitable grocery store for the Midtown community. Along with access to fresh food, this project brought 100+ new jobs to the area. (Commercial; Midtown) St. Petersburg Kidney Care South is building a 7,500 SF office building on 1.14 acres in the Skyway Marina District. The new medical facility is located at 4050 34th Street South. (Commercial; 34th Street) BUSINESS RELOCATIONS: iQor, a global provider of customer contact solutions and product support services, relocated its global headquarters from New York City to downtown St. Petersburg. More than 100 employees will move into One Progress Plaza in January 2015. (Downtown) Valpak, already recognized in St. Petersburg for its 20 acre state-of-the-art manufacturing facility along I-275 in Gateway, relocated its headquarters from Largo to St. Petersburg. An estimated 325 employees moved to 50,000 SF at the Baypoint Commerce Center, with a $5 million build-out investment. (Gateway) EnterpriseHR, a professional employer organization (PEO), relocated to 16,000 SF of office space in the Franklin Templeton building on Central Avenue. The growing company of 35 employees has 900 clients and anticipates $150 million in revenues in 2014. (Downtown) All Covered, a leader in providing IT management and support services, relocated from Tampa to the Gateway area. The company plans to double its staff of 15 in the next two years. (Gateway) Publix Supermarket completed the reconstruction of its store located on the west side of 4th Street North at 38th Avenue North. Opened in October, the new Publix is reminiscent of Key West-style architecture and has an upscale feel featuring more organic and prepared food, (Commercial; 4th Street) Burns Dental Office completed construction of a new two-story, 6,300 SF building at 3100 4th Street North. (Commercial; 4th Street) Azure is a 308-unit apartment complex developed by Hines and located in the Carillon Office Park in Gateway St. Petersburg. It consists of a variety of three and four-story buildings and includes green community features such as electric car charging stations. (Residential; Gateway) American Strategic Insurance (ASI) Headquarters Publix Supermarket at 4th St and 38th Ave North 3 2015 and Beyond The Arlington St. Pete Townhomes is a 34 three-story townhome development located near Mirror Lake at 8th Street and Arlington Avenue North. The contemporary urban units range from 1,700 to 2,100 SF and will include private rooftop decks. The first residents are anticipated to move into their new homes in early 2015. (Residential; Downtown) USF St. Petersburg Kate Tiedemann College of Business Trader Joe’s announced at the end of 2013 it had purchased a parcel located at the corner of Fourth Street North and 28th Avenue. The new 12,500 SF store is nearly complete and is set to open in February 2015. (Commercial; 4th Street) The Hermitage, located at 700 First Avenue South, is under construction and will be 348 luxury apartments ranging from studios to two-bedroom units. Encompassing an entire city block, the $65 million project will be ready for occupancy early 2016. (Residential; Downtown) St. Petersburg College (SPC) Midtown is a three-story, 45,000 SF facility under construction just south of SPC’s current campus and adjacent to the historic Mercy Hospital site, located on 22nd Street South. The new $14 million facility quadruples the size of the existing campus in Midtown and is expected to be completed by mid-2015. (Institutional; Midtown) Station House Museum of the American Arts and Crafts Movement WATERFRONT PLANNING Downtown Waterfront Master Plan: Creation of the Plan is mandated by a voter-approved, City Charter amendment. The Plan is intended to provide the first integrated vision for the entire downtown waterfront and its many uses by establishing a master plan and policy framework of guiding principles for future decision-making. The Plan will be used as an umbrella policy document and concept plan. During 2014, over 600 people participated in stakeholder and community meetings, walking audits, and workshops. Key elements of the Plan are beginning to take shape with additional meetings and workshops scheduled for 2015. The Plan is scheduled to be adopted prior to July 1, 2015. To learn more and find out about how you can get involved, go to www.stpete.org/ waterfront_master_plan (Downtown) USF St. Petersburg has the funding necessary to go forward with a new $25 million College of Business at 4th Street and 7th Avenue South. The three-story, 66,000 SF building is expected to be completed by fall 2016. The College is named the Kate Tiedemann College of Business in honor of a $10 million gift from Ms. Tiedemann. (Institutional; Downtown/4th Street) Historic YMCA Revival: The 1920s historic YMCA at 116 Fifth Street South has been purchased by developer Nick Ekonomou for $1.4 million. Renovation plans for the 50,000 SF building include a boutique hotel with 30 luxury vacation suites, a restaurant, spa, and brewery. The former gymnasium will be transformed into a ballroom available to rent. Redevelopment is expected to take one year, with the new building set to reopen late 2015 or early 2016 as The Edward Building (Commercial; Downtown) Station House, a 103 year-old structure in the 200 block of First Avenue South, will become a mixed use development with a restaurant on the bottom, a 3,500 SF condominium with 2,000 SF terrace at the top, and 10 to 14 boutique hotel rooms, retail, and co-working space for entrepreneurs filling in middle floors of the five-story, 30,000 SF building. (Mixed Use; Downtown) 330 Third Street South is under construction and, when complete, will be an 18-story tower of 358 luxury apartments ranging from one to three bedrooms. Located on nearly three acres, this $85 million project is expected to be completed in 2016. (Residential; Downtown) The Cove at Loggerhead Marina will be a new 158 two-story townhome community in Pinellas Point with a full service marina and direct boating access to the Gulf of Mexico. (Commercial; 34th Street) Bliss, less than a block from Beach Drive, and currently in the approval process, is a 19-story, 30-unit luxury condominium building with two units per floor and no common walls. Unique features of this building include a rooftop lounge, two vehicular elevators, and 270-degree city and water views. (Residential; Downtown) The Salvador will be a 13-story, 74-unit green-certified condominium building located at Second Street and Dali Boulevard, expected to be completed by fall 2016. Many of this building’s one to twobedroom units will overlook the Dali Museum and Tampa Bay. (Residential; Downtown) Euclid Lofts, currently in the approval process, will transform the former Euclid Elementary School, located at 1090 10th Street North, into 16 boutique, luxury historic lofts. Built in 1925, the school was actively used into the 1980s. Developers plan to retain the building’s historic exterior character and also retain historic interior assets in common spaces of the new property. (Residential; Dr. MLK Jr. Street) ONE St. Petersburg, if approved as proposed, will include the tallest building in the city at 41 stories. Located on the block at Central Avenue and First Street North, this $120 million project will have 253 condos and 174 hotel rooms complemented by two parking garages and retail space on the ground level. Construction is set to begin in 2016 with completion in 2018. (Mixed Use; Downtown) The Museum of the American Arts and Crafts Movement, located at the corner of Third Avenue and Fourth Street North, will be a $35 million, five-story museum on 3.5 acres in the core of downtown St. Petersburg. The 110,000 SF modern building will house a broad collection of works from the American Arts and Crafts Movement. In addition to an extensive gallery, the space will include a restaurant, café, museum store, and library. A four-story parking garage will be located on the site as well.
