INSTRUCTIONS TO INTERESTED APPLICANTS
Operation of Autonomous Vehicles (AVs)
1.
The operator shall be able to monitor the safe operation of the AV, and capable of
taking over immediate manual control of the AV in the event of an autonomous technology
failure/disruption or other emergency.
Vehicle Safety Assessment & Inspection
2.
The vehicles are required to pass LTA’s vehicle safety assessment (Please refer to
paragraph 7 for the list of documents required for this purpose).
3.
As part of the vehicle safety assessment, the applicant is required to demonstrate and
explain the safety and autonomous operation features of the vehicle which are under
development or newly developed in an environment whereby access by public road users
are restricted.
4.
At any point during the trial period, LTA may call upon the applicant to furnish
supplementary information or conduct demonstrations for the purpose of ensuring safety.
AV Trial Approvals
5.
All approvals granted for participation in the AV trial shall be valid up to 1 year from
the date of approval or up to the duration specified in the license/approval granted by LTA
and JTC, whichever is shorter.
6.
If longer test duration is required, a renewal request indicating the length of
extension (up to maximum of 12 months) is to be submitted to LTA and JTC and/or the
relevant authority/organization at least 2 month before the expiry of the existing
approval/license.
Documents Required
7.
Please submit the following documents to LTA for vehicle safety assessment1.
a) Technical specifications of the new technology vehicle/product, which shall
include a list of major vehicle components, a schematic diagram showing the
layout of these components, etc.
b) A brief description of the relevant standards which the vehicle and its components
have been designed to or complied with.
c) Manufacturer’s certification or report of the type of safety tests which the vehicle
or its components have undergone.

d) Manufacturer2’s certification/declaration that the vehicle is safe for the types of
test-bedding activities to be conducted here.
e) Supporting documents/certificates of tests conducted on the vehicle or its
components issued by government or accredited independent testing laboratories.
f) Supporting documents/certificates showing the acceptance of the vehicle issued by
the certifying authority/authorities in the approving country/countries.
g) The additional built-in safety features of new technology vehicles, relating to the
use of high voltages, high temperatures and high pressure system, to ensure safe
operation of the vehicle.
h) Supporting documents/certificates that the vehicle has a mechanism to engage and
disengage the autonomous technology that is easily accessible to the operator.
i) Supporting documents/certificates that the vehicle has a visual indicator inside the
cabin to indicate when the autonomous technology is engaged.
j) Supporting documents/certificates that the vehicle has a system to safely alert the
operator of the AV to take control of the AV if a technology failure is detected.
k) Supporting documents/certificates that the vehicle allows the operator to take
control in multiple manners, including, without limitation, through the use of the
brake, the accelerator pedal, or the steering wheel, and it shall alert the operator
that the autonomous technology has been disengaged.
l) Supporting documents/certificates that the vehicle has a separate mechanism, for
example an event data recorder or black box, in addition to, and separate from, any
other mechanism required by law, to capture and store the autonomous technology
sensor data for at least 30 seconds before a collision occurs between the AV and
another vehicle, object, or natural person while the vehicle is operating in
autonomous mode. The autonomous technology sensor data shall be captured and
stored in a read-only format by the mechanism so that the data is retained until
extracted from the mechanism by an external device capable of downloading and
storing the data. The data shall be preserved for three years after the date of the
collision.
m) Supporting documents or evidence that the applicant has tested and reasonably
determined that the AV can operate safely in autonomous mode in conditions that
are representative of Singapore’s public roads

Black Box Data Recorders
8.
All vehicles approved under this scheme are required to be fitted with black box data
recorders that will record information of the tests, including the following:

The data captured by the black box should not be edited.
10.
LTA, JTC or any other public authority/agency in Singapore, in the course of
discharging its statutory functions and duties, has the right to request for the data at any
time. Applicants are required to provide the (PC-compatible) black box data reader
programs to LTA and/or JTC at no cost so that the data can be viewed when required.
11.
Black box data should be archived for the duration of the trial and for at least 3 years
after the trials so that they can be retrieved for viewing when required. Data related to any
accident/incidents involving the AV may be required to be stored beyond the specified
period.
Insurance Coverage
12.
For the period of trial, there must be a policy of insurance (at least third party liability
against death of or bodily injury to any person, including property damage) in force for each
approved vehicle.
Public Service Vehicles
13.
If the vehicle is approved for use for on-road testing and to carry passengers for
reward purposes, the vehicle shall be subject to our Public Service Vehicles (PSV) regime
and a PSV licence is needed.

Test Driver Requirements
14.
The AV test driver must fulfil the following requirements:
a) Have a valid driving licence of the appropriate class for the AV vehicle type he
will be testing, with no demerit points in his driving record;
b) Be an employee/designee/contractor of the company/applicant;
c) Have undergone a training program developed by the manufacturer/company;
and
d) Must not be under the influence of alcohol or any drug or controlled substance
when driving, operating or monitoring the AV.
Progress Reports
15.
Progress reports are required to be submitted at least every 6 months (or at any time
upon request of LTA, JTC or any other relevant public authority) from the beginning of the
trial. The progress reports should include the following contents:
a) Test progress in relation to submitted test programme
b) Performance of AV technology
c) Safety records (including incidents such as unexpected AV failure, disruptions or
disengagements)
16.
While test results remain the property of the trial participant, LTA, JTC and/or any
other relevant authority reserve the right to use and/or share these results on other platforms.
Licensing Requirements
17.
Applicants are required to ensure that the vehicle(s) are not driven outside the
approved AV road segments. Should the vehicle need to exit the approved test site
boundaries, they may need to be transported to and from the site, unless specified otherwise
by LTA.
18.
Approved vehicles that are already registered for use in Singapore and are modified
to have autonomous capabilities are not to be driven outside the approved test route(s) in
autonomous mode. The vehicle should only operate in autonomous mode within the
approved test route(s). Details of the modifications made to the vehicle to enable it to
operate autonomously must be submitted to LTA for evaluation
19.
Approved Vehicles may be issued Special Purpose Licences (SPLs) by LTA.
Vehicles that are issued SPLs are required to abide by the SPL conditions imposed.
Details relating to Special Purpose Licence (SPL)
20.
The SPLs can be renewed for consecutive periods of up to 1 year, subject to
compliance with any new conditions that may be imposed by LTA and/or JTC provided
there had been proper compliance with the conditions of any previous SPL issued by LTA.

21.
The available rates applicable for SPLs (per vehicle) are:
a) $1,600 for 12 months
b) $800 for 6 months
c) $250 for 1 month
d) $30 for 1 day
22.
In addition, an administrative fee of $16.05 (inclusive of 7% GST) is payable for
each SPL issued.
23.
A vehicle number will be assigned to each approved vehicle. Applicants must
fabricate the vehicle number plates according to specifications at Annex A. The vehicle
plates must be sealed at any LTA authorised inspection centres and the seal shall not be
broken without prior approval from LTA.
24.
The vehicle shall not be transferred without prior approval from LTA. If the vehicle
is no longer required for testing, the owner must immediately cancel the SPL and have the
vehicle scrapped or exported within one month of the cessation of AV testing or any further
period as approved by LTA. Please see the application form at Annex B. Any other
arrangements will require the prior written consent of LTA, and adequate notice of at least
[1] month before SPL expiry must be provided to LTA of any such proposal. JTC shall also
be notified upon successful application to cancel the SPL.
25.
The following documents are required for SPL application to LTA (after in-principle
approval has been given):
a) Motor Insurance Cover Note or Certificate of Insurance (Para 12);
b) Vehicle Inspection Certificate (Para 7);
c) Vehicle Number Plate Sealing Certificate (Para 23);
d) Documents such as purchase invoice, bill of lading etc;
e) Singapore Customs Cargo Clearance Permit (if applicable);
f) Public Service Vehicle Licence approval (if applicable) (Para 13); and
g) Cheque payment (Para 21).

Annex C
ADDITIONAL INSTRUCTIONS FOR ONE-NORTH TEST-SITE
Available Road Segments
1. Figure 1 below indicates the road segments identified by JTC and LTA for autonomous
vehicle testing. Applicants shall submit their proposed test route(s) along these road
segments for approval as part of their application. If the application is successful, they
must, unless otherwise notified in writing by JTC and LTA strictly adhere to the
approved test route(s).

2. In the event trial participants wish to deviate from the approved test route(s), they shall
submit a written request with supporting reasons to JTC and LTA for consideration.
Unauthorized deviations from approved test route(s) constitute a breach of the terms of
any approval granted.
3. JTC and LTA reserve the right to amend from time to time the identified road segments
available for AV testing by providing written notice, and trial participants shall update
their test route(s) accordingly to conform to the newly identified road segments.
Changes to Infrastructure
4. Approved trial participants shall not install or modify any road infrastructure and
properties within one-north, without prior approval from JTC.
Termination/Suspension
5. In the event of unexpected developments (e.g. test accidents) or special events, JTC shall
reserve the right to suspend all test activities with immediate effect by giving written
notice.
6. Approved trial participants shall notify JTC and LTA in writing in the event they intend
to terminate their test activities before the expiry of the approved trial duration.
7. JTC may terminate any approval granted for participation in AV testing at any time by
serving written notice at least three working days prior to the date of the intended
termination. The termination shall not affect the accrued rights and obligations of the
parties arising in any way as at the date of such termination, and in particular but without
limitation, the right to recover damages against the other party and all provisions which
are expressed or intended to survive beyond the expiry of the approval.
Decal
8. All vehicles approved to participate in this trial shall sport a decal (see sample in Figure
2) to indicate their involvement in the testing. The final design, its dimensions and
placement shall be finalized closer to the start of the test, as approved by JTC.
