RULES
F. No. Q/CAD/611/2/2010:- The rules for a Grade-I of General Cadre of Indian Foreign Service 'B'
Branch (Under Secretary) Special Limited Departmental Competitive Examination for Scheduled
Caste/Scheduled Tribe Candidates to be held by the Union Public Service Commission in 2013 for
additions in the Select Lists for the years 2009, 2010, 2011 are published for general information.
1.
The number of persons to be selected for inclusion in the Select List will be specified in the
Notice issued by the Commission.
2.
The examination will be conducted by the Union Public Service Commission in the manner
prescribed in the Appendix to these Rules. The dates on which and the places at which the
examination will be held shall be fixed by the commission
3.
Any Officer whose name has been included in the Select List of Integrated Grades II & III of
the General Cadre of the Indian Foreign Service 'B' and who belong to Scheduled Castes/Scheduled
Tribes and satisfies the conditions regarding length of Service i.e. should have rendered not less than
4 years' approved and continuous service in the said grade on the crucial date as under;

Note (1) - Officers of the Integrated Grade II & III of the General Cadre of Indian Foreign Service
'B', who are on deputation to ex-cadre posts with the approval of the competent authority, shall be
eligible for the said examination if they are otherwise eligible. Provided that it shall not apply to an
Officer who has been appointed to an ex-cadre post or to another post on transfer and does not have a
lien in the respective grade.

After the notification of the Rules of the Examination in the Gazette of India by Ministry of
External Affairs and Notification of Examination by the Commission, the candidates will be required
to apply through online on the UPSC’s website and thereafter submit a hard copy of the online
submitted Application, along with the copies of all the testimonials to the Ministry of External Affairs
authorities for verification and onward transmission to the Commission on or before the closing date.
The scrutiny of application for deciding the eligibility of the candidates with reference to the
eligibility conditions will be done by the Ministry of External Affairs. However, the decision of the
Commission as to the acceptance of the application of a candidate and his/her eligibility or otherwise
for admission to the examination shall be final.
5.
The candidate applying for the examination should ensure that they fulfill all the eligibility
conditions for admission to the examination. If, on verification, it is found that they do not fulfill the
eligibility condition, their candidature for the examination will be cancelled.
6.
e-Admission Certificate of the admitted candidates to this examination will be uploaded in the
UPSC website at least two weeks before the date of examination and can be downloaded by the
eligible candidates. No paper Admission Certificate will be issued by the Commission. Candidates
shall not be admitted to the examination unless he/she holds a downloaded e-Admission Certificate.
7.
A candidate who is or has been declared by the Commission to be guilty of:(i) Obtaining support for his/her candidature by any means; or
(ii) Impersonating; or
(iii) Procuring impersonation by any person; or
(iv) Submitting fabricated documents or documents which have been
tampered with; or
(v) Making statements which are incorrect or false, or suppressing material information; or
(vi) Resorting to any other irregular or improper means in connection with his/her candidature
for the examination; or
(vii) Writing irrelevant matter in the script(s); or
(viii) Misbehaving in any other manner in the examination hall; or
(ix) Harassing or doing bodily harm to the staff employed for the conduct of
examination; or

(x) Violating any of the instructions issued to candidates along with their e-Admission
Certificate permitting them to take the examination; or
(xi) Attempting to commit or, as the case may be, abetting the Commission
any of the acts specified in the foregoing clauses.

may, in addition to rendering himself/herself liable to criminal prosecution, be liable:(a) to be disqualified by the Commission from the examination for which he/she is a
candidate; or
(b) to be debarred permanently or for a specified period:(i)
by the commission, from any examination or selection held by them;
(ii) by the Central Government, from any employment under them; and
(c) to disciplinary action under the appropriate rules. Provided that no penalty under this rule
shall be imposed except after:(i) giving the candidate an opportunity of making such representation in
may wish to make in that behalf, and
writing as he/she
(ii) taking the representation, if any, submitted by the candidate, within the period allowed to
him/her, into consideration.
8.
The names of the candidates who are considered by the Commission to be suitable for
selection on the results of the examination shall be arranged in the order of merit in a single list for
candidates belonging to both the Scheduled Castes and Scheduled tribes and in that order as many
candidates as are found by the commission to be qualified, shall be recommended for inclusion in the
Select List, up to the required number of SC/ST vacancies separately. No waiting list shall be drawn.
Vacancies which do not get filled in for any particular recruitment year will be carried forward as
backlog vacancies to the following recruitment year.
NOTE: Candidates should clearly understand that this is a competitive and not a qualifying
examination. The number of persons to be included in each select list on the result of the examination
is entirely within the competence of Government to decide. No candidate will, therefore, have any
claim for inclusion in the Select List on the basis of his performance in this
examination, as a
matter of right.
9.
The form and manner of communication of the result of the examination to individual
candidates shall be decided by the commission in their discretion and the Commission will not enter
into correspondence with them regarding the result.
10.
Success in the examination confers no right to selection unless Government are satisfied
under such enquiry as may be considered necessary, that the candidate, having regard to his conduct
in the service, is eligible and suitable in all respects for selection.
Provided that the decision as to ineligibility for selection in the case of any candidate
recommended for selection by the commission shall be taken in consultation with the commission.
11.
Candidates who after applying for admission to the examination or after appearing in it
resigns or otherwise quits the service or severs his connection with it or whose services are
terminated by his department or who is appointed to an ex-cadre post or to another service on
'transfer' and does not have a lien in the grade as mentioned in Rule 3 above will not be eligible for
appointment on the results of this examination. This, however, does not apply to a person who has
been appointed on deputation to an ex-cadre post with the approval of the competent authority.
12.
The list of finally selected candidates would be forwarded by the Commission to Ministry of
External Affairs for issue of offer of appointment to the post of Under Secretary(Grade-I) of General
Cadre of IFS(B), Limited Departmental Competitive Examination for Scheduled Caste/Scheduled
Tribe candidates.
13.
No TA/DA/ Journey expenses will be allowed to the candidates for attending the exam at
any stage.

APPENDIX
The examination shall be conducted according to the following plan:Part I
(a) Written examination carrying maximum of 500 marks in the subjects as shown in para 2 below.
Part II
Evaluation of record of service carrying a maximum of 100 marks and conduction of Interview
carrying a maximum of 200 marks of candidates:(i) who obtain such minimum qualifying marks in the written examination as may be fixed by the
Commission in their discretion.
Note : Marks obtained in evaluation of record of service and interview will be counted for ranking;

3. Penalty for wrong answers (in Objective Type Papers)
THERE WILL BE PENALTY (NEGATIVE MARKING) FOR WRONG ANSWERS
MARKED BY A CANDIDATE IN THE OBJECTIVE TYPE QUESTION PAPERS.
(i) There are four alternatives for the answer to every question. For each question, for which a wrong
answer has been given by the candidate, one third (0.33) of the marks assigned to that question will
be deducted as penalty.
(ii) If a candidate gives more than one answer, it will be treated as a wrong answer even if one of the
given answers happens to be correct and there will be same penalty as above for that question.
(iii) If a question is left blank, i.e., no answer is given by the candidate, there will be no penalty
for that question.
4. Syllabi for the Examination will be as shown in the schedule.
5. Candidates will be allowed the option of writing the Essay Component in English or Hindi
(Devanagari), but the medium of Précis Writing and Comprehension components will be in
English only. Paper I & Paper II of the syllabus will be set both in Hindi (Devanagari) and
English.
Note 1: Candidates will be required to indicate the medium of writing the Essay Component in
the attendance list and on the answer book. The option once exercised shall be treated as final
and no request for alteration in the said column shall be entertained.
Note 2: If a medium other than the one indicated by the candidate in the application form is
used to write the answer in the examination, the paper of such candidates will not be evaluated.
6. Candidates must write the papers in their own hand. In no circumstances they will be allowed the
help of a scribe to write the answers for them.
7. Appearance of candidates in all the three papers is a must for qualifying in the examination. The
commission has the discretion to fix minimum qualifying marks in any or all the subjects of the
examination.
8. Marks will not be allotted for mere superficial knowledge.
9. Deduction upto 5% of the maximum marks in the written subject will be made for illegible
handwriting.
10. Credit will be given for orderly, effective and exact expression combined with due economy of
words in the subjective paper.
11.
Candidates should use only international form of Indian numerals (e.g. 1,2,3,4,5,6 etc) while
answering Paper-III.

- Welfare schemes for vulnerable sections of the populations by the Central and State
Governments in important aspects of governance, transparency and accountability, egovernance.
- Bilateral, regional and global groupings and agreements involving India and / or effecting
India’s interest.
- Effect of policies and polities of developed and developing countries on India’s interest,
Indian diasporas.
- Important national institutions and agencies, their structure and mandate.
- Indian economy and issues relating to planning, mobilization of resources, growth,
development and implementation.
- Government budgeting.
- Effects of liberalization on the economy, changes in Industrial Policy and their effects on
industrial growth.
- Achievements of Indian in Science & Technology.
- Role of external State and non-State actors in creating challenges to internal security.
- Contribution of moral thinkers and philosophers from India and world.
- Machinery of Government, Practice and Procedures in Parliament.
- Knowledge of RTI Act, 2005.
PAPER-II
This paper is intended to be intensive and detailed test in methods and procedure of work in
the Government of India secretariat and attached offices. Detailed knowledge of General Financial
and Service Rules viz., Conduct Rules, Leave Rules, TA Rules, Delegation of Financial Powers Rules
etc. will be tested.
Paper III: Essay Component, Précis Writing and English Comprehension.
This paper shall test candidates’ ability to bring to fore his/ her ideas on the given essay topic,
arrange them in coherent, orderly, concise, understandable and lucid manner in effective and
grammatically correct language free from spelling errors.
Further, this shall test candidates’ ability to understand the given passages for préciswriting and comprehension and their skills to summarize the précis passage and reply to the
short-answered questions on the comprehension passage.
Interview:The medium of interview will be in Hindi or English. The candidates will be
asked questions both in his/her own field as well as matter of general interest to test his/ her
awareness and understanding of bilateral issues and foreign affairs.

पर��ा के प�रणाम के आधार पर चयन के �लए उपयक

्‍ ा के अनुसार, आयोग द्वार अहर् पाए जाने वाले उमम
्‍ ीदवार� के नाम
चयन सूची म� शा�मल करने क� अनुशंसा जाएगी । कोई प्रती सूची तैयार नह�ं क� जाएगी। �कसी वषर के दौरान क� �रिक्तया
य�द भर� न जा सक� तो उनह्‍ � बैकलाग �रिक्तय के रू म� अगले भत� वषर म� आगे ले जाया जाएगा ।

9. पर��ा के प�रणाम क� सूचना प्र‍येक उमम

10. पर��ा म� सफलता प्रा‍त करने मात से �नयुिक् का अ�धकार तब तक नह�ं �मलता जब तक �क सरकार आवशय

के बाद इस बात से संतष

्‍ ीदवार� क� सूची आयोग द्वार �वदे श मंत्रा को अग्रे� कर द� जाएगी ता�क अनुसू�चत
जा�त/अनुसू�चत जनजा�त वगर के उमम
्‍ ीदवार� के �लए अवर स�चव (ग्र-I) भारतीय �वदे श सेवा (ख) सी�मत �वभागीय
प्र�तयो पर��ा के �नयिु क् प्र‍ताव जार� �कए जा सक�।
13. �कसी भी चरण म� उमम
्‍ ीदवार� को यात् भतत

्‍ य का भुगतान नह�ं �कया जाएगा ।

्‍ म केवल अंग्रे होगा। पाठ्यक का प्र‍न पत-I और प्र‍न पत-II �हंद�
(दे वनागर�) और अंग्रे दोन� म� तैयार �कया जाएगा।

्‍ ूनतम अहर् अंक �नधार्�र कर सकता है ।

�ल�खत पर��ा म� अपठनीय �लखावट के अ�धकतम 5% अंक काटे जाएंगे ।
