NO. CMD/ISRO-HQ/E/EOI/01/14-15 Dt. 16/10/2014) INTRODUCTION: Department of Space/ ISRO have 22 Centres/ Units located all over India wherein construction activities for space programmes are taking place from time to time. In order to extend reliable power supply to the infrastructure facilities, it is proposed to empanel Electrical LT panel manufacturers and also update the current list of accredited manufacturers. Electrical LT panel manufacturers, already enlisted with Department shall also apply afresh, as a new updated list of panel fabricators/ manufacturers are now being drawn. The LT panel manufacturers who have responded to the earlier EOI No. CMD/ISRO-HQ/E/EOI/01/13-14 dated 10.12.2013 need not apply afresh as the documents already submitted will be processed considering the revised conditions. However, Firms interested to provide additional information if any, may forward the same within the stipulated period. CATAGORY: The Electrical LT panel manufacturers who intend to express their interest shall apply in the following categories: Category ‘A’: Manufacturers of LT Panel upto and including 630A Capacity. Category ‘B’: Manufacturers of LT Panel of all ratings. CATEGORY ‘A’: ELIGIBILITY CRITERIA FOR UPTO AND INCLUDING 630 A CAPACITY: Following are the minimum qualifying requirements for the firms, who intend to express their interest: 1. The firm should be an ISO certified establishment having experience in manufacturing of LT panels for not less than three years. (Supported with copy of valid ISO certificate, Company registration details and major orders/ purchase orders executed in the last three years). 2. Firm shall submit test report for short circuit test of panel as a whole including switchgears from CPRI or any other accredited national test lab (Supported with copies of test certificates not more than ten years old). 3. Firm should have an average annual financial turnover of not less than ` 30 lakhs in electrical LT panel manufacturing business in the last three completed financial years. The details shall be duly fiiled in the enclosed format and duly attested by Chartered Accountant. 4. Firm should have VAT/TAN/TIN, PAN issued by concerned Departments (Copy to be enclosed). 5. Firm should have adequate manufacturing facilities/ machineries for fabricating the LT panels supported by a document listing the machineries (not tools) available. 6. Firm should have in-house seven tank process and powder coating or established and standing tie-up through an MOU with a reputed firm carrying out seven tank process and powder coating. (Supported by documentary proof). 7. Firm should have adequate qualified and experienced manpower for design, fabrication, assembly, wiring and testing of panels. (Supported with list of staff with qualification and experience). Firm shall submit documents in proof of satisfying all the above eligibility criteria. In addition to the above documents, the following details shall also be furnished : 1. List of clients with single order value of more than ` 5.00 lakhs n the last 3 years along with a copy of the completion certificate/performance report by the client shall be enclosed. 2. Details of test facility available at the factory premises for testing of the panel boards. Note : 1. Firms who are outsourcing/have MOU with other agencies for fabrication of panels and firms procuring prefabricated outer shell from other agencies will not be eligible under this category. CATEGORY ‘B’: ELIGIBILITY CRITERIA FOR ALL RATINGS: Following are the minimum qualifying requirements for the firms, who intend to express their interest: 1. The firm should be an ISO certified establishment having experience in manufacturing of LT panels for not less than three years. Step - 2: Subsequent evaluation of the competency will be carried out by a Technical Committee by inspecting the factory premises and inspection of the panels supplied and installed at the locations of client and also obtaining client feedback, if necessary. Factory inspection and inspection of the panels will be carried out for those firms only who qualify in Step-1 of the selection process. Firms who satisfy Step - 1 & 2 indicated above will be enlisted in the list of accredited LT panel manufacturers of the Department.
