08.08.2013 की ओय आकवषात ककमय जयतय है । कययगो सॊबयरने हे तु भयॊगे जयने वयरे टै रयप दयों भें ऩययदशिातय
रयने के शरए कधथत अनुदेि जययी ककए गए थे पजससे दे म िुल्क ऩय प्रय्त शिकयमतों कय ननवययण ककमय जय
सके। तदनुसयय सीभयिुल्क ऺेत्र ववननमभ, 2009 के कययगो सॊबयरने के ववननमभ 6(3) के अनुसयण भें उऩमक्

अग्रेषकों द्वययय भयॊगय गमय अधधकतभ प्रबयय बी व्मयऩयय सुववधय भें सूधचत ककमय गमय है ।
Attention of Importers, Steamer/Shipping Agents, Console Agents/Freight forwarders
Customs Brokers and public is invited to the Trade Facility No.24/2013 dated 08.08.2013
issued by this Custom House, regarding the charges leviable by the Console Agents/ Freight
forwarders, on account of handling of import consignments and baggage. The said instructions
were issued to bring transparency in the tariff rates chargeable for handling the cargo, so that
the grievances on the charges so payable are redressed.‍Accordingly, it was directed in the
aforesaid Trade Facility that the Console agents/ Forwarders shall display the schedule of
charges for the various services provided by them in their respective websites, in pursuance of
Regulation 6(3) of the Handling of Cargo in Customs Areas Regulations 2009. Such
information, in turn, are displayed in the weblinks in the Cochin Custom House website also
(www.cochincustoms.nic.in) The Trade Facility also mentioned the maximum charges that
would be leviable by the Console Agents/ Freight Forwarders.
तत्ऩश्चयत कॊसोशरडेटसा असोशसमेिन ऑप इॊडडमय, कोधचन चय्टय से उक्त अनुदेिों के कयमयान्वमन के
फयये भें कुछ अभ्मयवेदन प्रय्त हुए थे। 16.07.2014 को आमोपजत ऩी.टी.एप.सी. फैठक भें मह ववषम चचया के
शरए उठयमय गमय थय। कॊसोशरडेटसा असोशसमेिन ऑप इॊडडमय के प्रनतननधधमों ने सूधचत ककमय कक कॊसोशरडेटसा
असोशसमेिन ऑप इॊडडमय, कोधचन चय्टय के 17 प्रचयरकों भें से 10 ने अऩने वेफसयइट भें कययगो सॊबयरने कय
अऩनय टै रयफ़/दय दियामय है । उनके द्वययय दियामे गए व्मयवहयरयक कदठनयइमों को ध्मयन भें यखते हुमे औय उस ऩय
चचयाओॊ के फयद प्रकिमयओॊ को ननम्न रूऩ भें सॊिोधन कयने कय ननणाम शरमय गमय है :
Subsequently, certain representations were received from the Consolidators Association
of India, Cochin chapter about the implementation of aforesaid instructions. The matter was
discussed in the PTFC meeting held in the Custom House on 16.7.2014.‍The representatives of
the Consolidators Association of India informed that presently, 10 out of 17 operators of the
Consolidators Association of India,‍ Cochin chapter have published their tariffs/rates for
handling the cargo, in their websites. In view of the practical difficulties cited by them and the
discussions thereon, it is decided to revise the procedure as below:-
(a) कॊसोर एजेंट/ भयर बयडय अग्रेषक पजन्होंने अऩने वेफसयइट भें प्रिुल्क दियामय है औय पजसकी सूचनय
सीभयिुल्क गह
ृ वेफसयइट भें ददमय गमय है को व्मयऩयय सवु वधय सॊ.24/2013 ददनयॊक 08.08.2013 भें
ननधयारयत िुल्क से छूट ददमय जयएगय।
The Console Agents/Freight forwarders who have displayed their tariff in their websites
about which information is given/furnished in the Custom house website will be
exempted from the rates as prescribed in the Trade Facility No.24/2013 dated
08.08.2013.
(b) कॊसोर एजेंट/ भयर बयडय अग्रेषक पजन्होंने अऩने वेफसयइट भें प्रिुल्क दियामय नहीॊ है मय पजन्होंने अऩने
वेफसयइट भें प्रिुल्क दियाने के सॊफॊध भें सीभयिुल्क गह
ृ को सूधचत नहीॊ ककमय है को व्मयऩयय सुववधय
सॊ.24/2013 ददनयॊक 08.08.2013 भें ननधयारयत िुल्क से सॊचयशरत ककमय जयएगय।
Console Agents/Freight forwarders who have not published their tariff in their
websites , or have not informed the Custom House regarding publishing of tariff in their
website, will be governed by the rates as prescribed in the Trade Facility No.24/2013
dated 08.08.2013.
(c) कॊसोर एजेंट/ भयर बयडय अग्रेषक पजन्होंने अऩने वेफसयइट भें प्रिुल्क दियामय है , वे, सीभयिुल्क गहृ को
ददमे गए अनुसयय उसी वेफऩेज भें प्रिुल्क सॊिोधन कय सकते हैं। इससे हट कय मदद कुछ कयें तो
सीभयिुल्क गह
ृ को सूधचत कयके ही ककमय जय सकतय है ।
The Console Agents/Freight forwarders who have displayed their tariff in their website
may make amendments, if any, in the tariff, in the same webpage as furnished to the
Custom House. Any deviation from the same may be done only under intimation to the
Custom House.
उक्त के अनस
ु यय व्मयऩयय सवु वधय सॊ.24/2013 ददनयॊक 08.08.2013 भें ऩरयवतान ककमय गमय है । उऩमक्
ुा त
के कयमयान्वमन ऩय मदद कोई कदठनयइमयॉ हो तो उसे अधोहस्तयऺयी के ध्मयन भें रयमय जयमे।
The earlier Trade Facility No.24/2013 dated 08.08.2013 stands modified to the above
extent. Difficulties, if any, on implementation of the above may be brought to the notice of the
undersigned.
