DESCRIPTION:
Marijuana, also known by many different names, is America’s most used illicit drug today. Twenty plus
states have passed a variety of legislative guidelines making it legal to use for specified medical
conditions and four states have made its recreational use legal; yet marijuana remains one of the most
misunderstood drugs. This presentation will separate fact from fiction, consider its general history,
what the last 20 years have taught us about marijuana and what Ohio citizens will be asking to vote on
regarding related legislation. We will also look at the other agenda of those who have been heading up
the medical marijuana movement.

1:00 – 4:15 Ethical Consideration Diagnosis
DESCRIPTION:
DSM 5 has changed the diagnostic landscape, especially in the treatment of individuals with substance
abuse, addiction or dependence issues. This presentation will define the terms abuse, addiction and
dependence and connect the diagnostic process to clinical pathways. Ethical concerns connected with
diagnosis that lacks specificity will be explored. The dual and sometimes non-complementary roles of
diagnosis as the foundation of treatment planning and diagnosis as a billing requirement will be
explored. The code of ethics for addictions’ counselors will be reviewed and applied to the concerns in
the diagnostic process.
The ADAMHS Board of Cuyahoga County is an approved provider of recognized clock hours for
chemical dependency professionals and continuing education hours for counselors and social workers

About The Presenters
Jim Joyner is a master’s level Licensed Independent Chemical Dependency Counselor Clinical Supervisor
(LICDC-CS) certified by the Ohio Chemical Dependency Professional Board and an Internationally
Certified Clinical Supervisor (ICCS). He has 43 years of professional experience working in the field of
alcohol and other drug prevention, treatment, and training. Mr. Joyner is founder and director of Joyner
and Associates LLC which provides intervention, consultation, education and counseling services for
parents and others who are concerned about a loved one’s alcohol and other drug use, misuse or
addiction. Over his career he has provided educational and consultative services for a variety of
organizations, associations and institutions which include: Cuyahoga County Juvenile Court, MADD of
Northeastern Ohio, County Auditors’ Association of Ohio, Guardian ad Litem Project of the Cleveland
Metropolitan Bar Association, and the Ohio Chapter American Academy of Matrimonial Lawyers.
Jim has received numerous proclamations and awards for his prevention, training and advocacy efforts
including the Cuyahoga County’s Employee Red Ribbon Program Presenter Recognition (1993-2000),
the Alcohol and Drug Addiction Prevention Association of Ohio (ADAPAO) Prevention Award For
Excellence In Public and Organizational Policy 2003, Mothers Against Drunk Driving (MADD)
Exceptional Achievement Award 2005, Ohio Association of Alcohol and Drug Addiction Counselors
(OAADAC) Advocate of the Year Award 2008 and the Northeast Ohio Recovery Association and
ADAMHS Board of Cuyahoga County’s Cuyahoga County Advocate Award 2013.
Mr. Joyner believes that the consequences associated with the use of alcohol, tobacco and other drugs
represent the single greatest negative factor on the quality of life that touches every man, woman, and
child in this country today. He further believes that through effective education, prevention, and low risk
life style choices these problems can be arrested. He is dedicated to that belief.
John Lisy has a Masters in Social Work from Case Western Reserve University. He is a Licensed
Independent Chemical Dependency Counselor-Clinical Supervisor, an Ohio Certified Prevention
Specialist II, a Licensed Independent Social Worker – Supervising, and a Licensed Professional Clinical
Counselor– Supervising. He has been the Executive Director of the Shaker Heights Youth Center since
1996. Under his leadership, the Youth Center has seen a 300% increase in funding and a 450% increase
in services. More important than the increase in services is the excellent quality of services the Center
provides to its consumers. The Center received the Exemplary Prevention Award from the Ohio
Department of Alcohol and Drug Addiction Services in 2000 for the Mentoring Program, again in 2001
for the Comprehensive Community and Intensive Prevention Program and a third time in 2004 for the
Academic Success Aid Program. Mr. Lisy received the Advocate of the Year Award in 2005 by the
National Association of Alcoholism and Drug Abuse Counselors at their Leadership Conference in
Washington D.C. He served as Mid Central Regional Vice President of NAADAC and is currently their
Treasurer. His involvement in the Ohio Association of Alcoholism and Drug Abuse Counselors includes
the Presidency, State Legislator Chair, and the recipient of the August Martin Meuli Humanitarian
Award. Mr. Lisy was a founding member of the Coalition for Chemical Dependency Licensure. He
chaired the Ohio Alcohol and Drug Policy Alliance from 1998 – 2000, and coordinated the Alcohol and
Other Drug Workforce Development Project in Ohio for the Ohio Association of Alcoholism and Drug
Addiction Counselors (OAADAC) from 2004 to 2008.
