BUSINESS MANDATE
The Representative for Children and Youth, an independent officer of the B.C. Legislature, works to
influence positive change to the province’s child and youth serving system. The Representative’s
office provides advice and advocacy support to people dealing with the service system, monitors
and reviews government services to children and youth, and reviews deaths and critical injuries of
children and youth who are receiving services.
PRIMARY PURPOSE OF POSITION
As the Chief Information Officer for the Office of the Representative for Children and Youth, the
Manager, Information Technology provides information technology operational and application
management expertise to staff in three geographic locations. Reporting to the Deputy
Representative, the Manager provides business analysis and technical expertise on system
initiatives and development matters both in general and unique to the Representative’s operations.
The position is also responsible for advising senior Executive on and implementing policies and
procedures to safeguard highly confidential and sensitive data. Working with cross-program area
teams and liaising with shared services and contracted resources, the position co-ordinates
systems development, implementation, maintenance and support, including for the CITAR case
management system.
PRIMARY ACCOUNTABILITIES
Acts as Chief Information Officer for RCY








Develops and implements a vision and strategic plan for information management for RCY
that aligns with the RCY Service Plan and ensures compliance with BC Public Service
information management policies and standards
Oversees accountability for information technology budgets, information security, information
privacy, electronic services, business architecture, line of business applications, information
technology infrastructure, disaster recovery and business continuation plans
Directs the development, implementation and administration of IM/IT related policies,
procedures, standards and quality assurance measures
Responsible for integrating IM/IT practices and technologies with business priorities. Ensures
that appropriate design guidelines are developed and updated, reports are provided, and
system designs will achieve business unit goals
Ensures information, application and technology architectures and strategies are consistent
with corporate government practices and represent best possible scenarios for the ongoing
use of information technology at RCY
Provides authoritative advice and recommendations to the executive regarding systems,
budgets, issues and strategies relating to the business needs and critical success factors for
RCY clients
Advises executive on emerging information management and information technology issues,
legislation, policies, standards, toolsets and best practices
Leads the development and maintenance of the technical and operational facets of RCY line

Exercises spending authority as custodian and manager of the RCY IM/IT capital and
operational budget
Approves IM/IT implementation strategies and timetables and identifies technology costs and
funding requirements. Participates in the development of new technology approaches to
conducting RCY business
Supervises professional staff and contractors including assignment of work, providing
direction, and acting as an escalation point. Develop and evaluate performance plans
(EPDP’s) and approval of leave where there are direct reporting relationships. Direct, assign,
and monitor tasks; engage, inspire and lead teams.
Provides policy and procedure advice and maintains IT and information protocol
agreements
 Working with Executive and appropriate management staff, develops and maintains
corporate technology standards, information technology and security polices and
procedures for data management and software applications, including documentation and
agreements between other vendors and support organizations (e.g. WTS)
 Advises Executive and other senior management staff on the technical aspects of
information protocols between RCY and external organizations for access to highly
sensitive and confidential data; monitors data transfer procedures for compliance and
assists with resolving issues
 As required, provides technical support to the request for information process, including
maintaining effective relationships with ministry contacts, making and tracking requests,
ensuring effective management and disposal of records as appropriate
Identifies business needs and implements system changes
 Conducts business needs identification, analyses current systems and work processes to
determine improvements to address issues and new business requirements
 Provides advice and recommendations regarding feasibility/viability of system changes, and
develops business cases for decision by senior Executive
 Provides change management expertise (buy-in, training, communication to staff) during the
implementation of system and process changes
Carries out and supports systems programming projects and enhancements, including the
CITAR case management system
 Provides technical advice and guidance to other staff on systems programming requirements,
performance impacts and implementation schedules
 Participates as a member of the cross-program area CITAR development team
 Clarifies and documents requirements for CITAR design and development
 Analyzes, documents and makes recommendations to solve business process problems
 Liaises with WTS and contracted resources regarding issues related to RCY’s case
management system
 Coordinates system testing to ensure business requirements are met
Provides hardware, software, network, application and programming expertise to RCY
 Identifies, diagnoses and resolves user problems with hardware, software and corporate
applications; diagnoses and recommends replacing/servicing of equipment
 Resolves majority of problems including restarting software, performing software
maintenance, checking, stopping and restarting printers and batch queues
 Escalates, tracks and follows up on unresolved problems with application support staff,
vendors or systems specialists
 Provides an interface between end users and vendors and support staff (such as WTS) for
the resolution of system or application problems and for access to new software or
techniques
 Researches and provides recommendations on how to improve operating systems

Analyzes, plans and implements systems configuration upgrades, changes and set up
Provides user support services
 Conducts internal and external user needs surveys
 Keeps users aware of software and hardware upgrades
 Records and refers user requests for service for new hardware and software
Facilitates and monitors access requirements of staff to corporate, government and other
data
 Under direction of Executive and appropriate management staff, authorizes systems access
for new and temporary employees and revokes access for employees leaving RCY
 Manages user system profiles for RCY
 Monitors effectiveness of security measures and ensures users adhere to RCY and
government security standards
 Manages the set-up, maintenance and access to RCY LAN folders and systems.
Assists RCY staff in learning how to use information technology
 Delivers assistance to users of standard software, network access/security and custom
applications
 Assesses and identifies training needs
 Refers users to training courses, on-line training or on-line information as appropriate

 Participates as a member of RCY’s web planning team to oversee the development and
operation of RCY’s internal and external websites
Performs other related duties
