Charles told me they received a letter in the mail that was dated 01/28/2015 from the State of Ohio Taxation Department. This letter is an identity confirmation quiz letter that the state is sending out to residence who have filed their state taxes. Charles and Deborah have a joint account and they really did not think anything about this letter until Charles tried to file his state taxes through Turbo Tax which came back stating "You have already file your taxes" . Charles tried to complete this quiz but was not able to because he has no idea how much money he is getting back. Charles called the the state and spoke with a male by the name Larry. Larry advised Charles that someone has already filed his State of Ohio taxes at they end of January. Larry advised Charles to file a report with our office and also told Charles what other state forms they needed to complete and file with the states office. Charles advised that they had filed their taxes with Turbo Tax for the last 10 years. Charles feels that when Turbo Tax got hacked these unknown people took their Identity. The males identified themselves as working for UPS; however, were driving an unmarked vehicle. Ms. Shonk feels the men are suspicious and would like to speak with a deputy. Dispo: I responded to the residence and made contact with Ms. Shonk. Upon speaking with her, she states that at 1000 hrs, two men wearing UPS jackets and UPS identification arrived at her residence. Ms. Shonk says the two said they were evaluating the performance of their drivers and questioned Ms. Shonk if she had a package delivered today. Ms. Shonk said that she did not have a package delivered today, but answered the questions asked of her anyway and the men left. What struck Ms. Shonk as suspicious was the fact that the men were driving, what appeared to her to be, a black Ford truck with no UPS markings. A short while later, the men returned to the residence and advised Ms. Shonk they had made a mistake and the address they were looking for was "300". I made contact with the residents of 300 Plumb St who stated they did not receive a package and were gone from their house all day. The resident at 320 Plumb St, Richard Mishler, advised that he did receive a package and his 28-year-old daughter did speak with the UPS personnel in question without incident. Units responded and made contact with the complainant Jonathan Parks at the residence. Jonathan stated that he had been in his residence when he heard what he believed to be a subject on his porch loading a weapon. Jonathan stated that he had taken cover and called the Newcomerstown Police Department. When units arrived on scene Jonathan came out of the residence with a baseball bat and a hammer. Jonathan dropped the items and advised units that the subjects that had been at his residence, but had since left. Jonathan was not able to advise units who the subject was at the residence. Jonathan stated that his brother in law was still reportedly hiding under the bed in the residence and he claimed that he was still there. Units cleared the residence and did not locate anyone inside of same. Jonathan appeared to be under the influence or suffering from some type of medical issue. Tri-County Ems responded and checked Jonathan and could not locate anything wrong with him and he refused to be transported. Units checked with neighbors in the area and did not obtain any information that substantiated Jonathans claims that someone was at the residence. The foreman Fred Edwards reported that he further checked the property and noticed that, there was diesel fuel missing, along with a electric water pump. Writer responded and met with Fred at the Oxford Mining location at 2663 Dutch Valley Rd in Uhrichsville. Fred stated that he had been made aware by an employee that someone had cut the lock on the gate leading onto the job site. Fred stated that he had further checked the property and noticed that the locks that had been on the diesel fuel tanks, that is used for the equipment, had been tampered with and there was around 150 gallons of diesel fuel missing. Fred stated that he had also noticed that a Honda water pump was also missing. Fred stated that the last time someone was at the worksite was on 02-08-15 and an employee noticed that the gate was open and thought that someone else had been in the mine working. Fred does not suspect anyone of committing the act and there are no suspects at the current time. Dispo: Mary Brown said she had given her home-health aide two checks and her drivers license to purchase her groceries for her. The aide advised that she lost her wallet and Mary's drivers license was in the wallet. Mary feels the aide should be responsible to replace her driver's license. R/o informed Mary this was a civil issue and that she could contact the home-health agency and discuss that with them or take the aide/agency to civil court for the replacement cost. They agreed to meet at the Country Side Apartments located in Bolivar, Ohio. He stated they met in the parking lot. He stated she told him she needed $40.00 dollars to pay for the babysitter and she would pay him back later tonight. The payment for the babysitter was so they could go out on a date this evening. He stated this was an agreement they talked about, and he gave her the $40.00 dollars. He stated she then went around the corner of the apartment complex and never returned. He stated he has been here since 12:30 pm today attempting to find her. I asked him if he thought he was scammed. He stated yes! He was able to show deputies a picture of the female with the name of Laren. Deputies spoke with the caller, Jeana Heldt. She was appeared very nervous and annoyed. She stated she does not know who the guy is and he has been knocking on the doors to the apartments looking for her. She stated the picture is her, from her Face Book. After speaking with both parties separately, Jeana Heldt was positively identified by Benjamine as the female who in fact was deceived out of $40.00 dollars. The vehicle is registered to his father, Dan Boyd. Roy stated the truck was taken sometime last night. The keys were in the ignition and doors were unlocked. The truck was last seen around 11:30 pm. Written statement was obtained. After Central Dispatch placed a BOLO for the vehicle. Canton PD contacted our office and advised that the truck is in their Police Impound. They further stated around 07:00 am Canton PD was alerted to a stolen vehicle out of Stark County Sheriff's Office. They located the stolen vehicle and it was observed to be located with Three individuals and Mr. Boyd's truck. Canton PD advised that the truck, along with Roy Boyd, were involved in another stolen vehicle and were seen removing items from it to the truck Roy Boyd was driving. Canton PD advised Roy fled the seen while the other two suspects were apprehended and are currently incarcerated. Deputy Stocker responded to Trinity Hospital E.R. and spoke to Ms. Stevens. Ms. Stevens initially stated that she did not wish to give a statement to what had caused her injuries. Deputy Stocker observed several bruises on Ms. Stevens arms, legs and observed that her right and left hands were swollen. Ms. Stevens later stated that she was assaulted by her live-in boyfriend, Jeremy Helsel. Ms. Stevens stated that deputies responded to her residence around 9:30 AM on this date. She advised the deputies that she had sustained her injuries by falling while taking out the trash. Dispo: Sgt. Hamilton, Deputy Stocker and Deputy Shott responded to the call and spoke to several individuals who had witnessed the physical altercation. Alissia Smith of 6295 Tracy Dr. Uhrichsville and Lisa Cline of 31700 Moravian Trail, Tippecanoe were the two females which were involved in the physical altercation. Ms. Smith was struck multiple times in the head with a beer bottle and was transported to Trinity Hospital for treatment. Cline also suffered minor injuries, however; denied the need for medical treatment. Both parties were placed under arrest for disorderly conduct by intox. and were transported to the Tuscarawas County Justice Center on an eight hour hold. Due to both parties wishing to pursue charges of assault, a report will be sent to the prosecutor in that regard. Deputies found Tom inside vehicle in a field near the F-150. The driver of the F-150, Jason Brown, advised that he had stopped to help believing Tom had his vehicle stuck in the field. Jason did not leave the area after he recognized Tom. Jason waited in the his vehicle for Deputies to arrive on scene. Deputies spoke with Tom. He stated that Jason had intentionally blocked him from leaving the field. Tom advised that he and Jason have and on going problems. Tom did confirm that he had been threatened by Jason that day. Tom advised that he had would be seeking at protection order against Jason. Tom and Jason were advised to stay away from each other. Eric stated that there had been an old dryer in the garage area at the 2 apartments that belongs to his aunt Vicki. Eric claimed that he was told by Vicki that he could obtain the non-working dryer and try to repair same. Eric claimed that he had arrived at the residence on todays date to try and obtain the dryer. Eric stated that Daryl had came out of his apartment and confronted him with a baseball bat and told him that he was not taking the dryer.
