Teachers again offered $35,000 for early retirement
Aspen View Public Schools (AVPS) is
offering an early retirement package to
teachers again this year.
Following discussions during its Jan. 22
and Feb. 5 meetings, the board of trustees
voted to offer an early retirement incentive package (ERIP) for the fourth consecutive year. It provides a single payment of
$35,000. A maximum of six applications
to the program will be accepted. This
retirement incentive is not expected to be
offered next year.
Superintendent Mark Francis explained
that this is being done both as a cost saving measure and as a way to keep more
teachers long term. During times of budgetary restraints or declining enrolments,
the number of new teaching positions
becomes limited. Because few new teachers are being hired, the average age of
teaching staff steadily increases. ERIP
offers older teachers the opportunity to
retire early and creates employment
opportunities for beginning and relatively
new teachers.
A third year teacher makes about
$26,000 less than a tenth year teacher. If
three to four teachers take ERIP, the savings between their top-of-the-grid salaries
and new teachers’ salaries is enough to
cover a teaching position. Francis said this
is particularly important given that the
spring provincial budget is expected to be
lean.
He estimated that even if provincial
funding to the school division stays the
same, the combination of reduced enrolment and increased costs will create a negative $800,000 impact on the division
budget.
Board chair Dennis MacNeil asked
what the maximum for ERIPs Francis recommended.
“Six at the most,” said Francis. If more
than that apply, some will be selected
based on meeting the ERIP criteria and
then on which schools need to reduce
staff. To qualify for ERIP, a teacher must
have been employed by AVPS a minimum
of 10 consecutive years and be at least 55
years of age.
The board briefly discussed wording of
the ERIP document and decided to change
the application so it reads only the super-
intendent can accept or deny an ERIP
application. The board is the appeal body
and should not be listed as a decision
maker.
AVPS has 181 teachers of which 113
are at the top of the grid. The ERIP will
enable more younger teachers to become
long term staff members, because if staff
must be reduced and there are no retirements, the last-hired teachers will be the

Hall hits 20,000 km milestone as a runner

“I started getting my wife to

from home,” he
said. “I had to get
myself home.”

any weather. Looking back at those notes
is very motivating.
In the spring of 2008 Hall signed up for
the five km run that is part of the Edmonton Police Foundation Half Marathon.
“I thought I was going to die,” he said.
“I couldn’t fathom that people could run
21 kms.” He decided he wanted to try it,
so he trained hard all summer and in the
fall participated in the Edmonton 21 Half
Marathon. He finished in one hour, 51
minutes.
Hall’s latest accomplishment was the
October 2014 Grizzly Solo Ultra
Marathon in Canmore. “It was my biggest
one yet,” he said of that mountain run.
Now he is looking forward to St.
Albert’s Run Wild marathon which raises
funds for the Zebra Child Protection Centre and the St. Albert 50+ Club. As someone who works with at-risk children, this
fundraiser is close to his heart.
Running is a solo sport, as are the snow
shoeing and skiing Hall enjoys, but having
a supportive family makes it easier.
“It takes a very understanding wife,”
Hall said. “She’s been most supportive.
She encouraged me to go for it.”

Energy minister tours Heartland
Industrial growth continues in Alberta’s
Industrial Heartland despite recent challenges to the province's energy sector from
lower oil prices. Alberta’s Energy Minister,
Honourable Frank Oberle, along with local
MLA
Jacquie
Fenske,
Fort
Saskatchewan/Vegreville, toured the Heartland region to witness the steady activity.
Minister Oberle and MLA Fenske also met
with local industry and organization representatives.
“Alberta has the expertise to produce
high energy products and I was pleased to
see firsthand how the Heartland region continues to grow and attract investment. By
working together, we will weather the current low price environment and ensure this
region has a bright future as a leader in
value-added and petro-chemical development”, said Frank Oberle, Minister of Energy.
Industrial Growth Amidst Challenges
As Canada’s largest hydrocarbon processing sector, continued growth in Alberta’s Industrial Heartland helps stimulate
long term investment, jobs and revenue in
the petrochemical and oil sands logistics
sectors. There is currently over $30 billion
invested to date in the region. An additional
$14 billion is under construction or planned
in the near term.
“Our province is facing major challenges
related to the current commodity pricing
cycle, confounded by access to markets,
and other external factors,” explained
Wayne Woldanski, Chair of Alberta’s Industrial Heartland Association (AIHA). “We
discussed with Minister Oberle and MLA
Fenske our support of the province’s continued efforts to open pipeline access to Eastern Canada and international markets. “We
also believe that policies to expand energy
diversification in the province will provide a
host of benefits for all Albertan's - jobs, new
markets, and stable revenue to pay for our
roads, schools and hospitals.”
Stimulating New Investment
New investment is focused on oil sands
logistics, natural gas processing and manufacturing. Part of this expansion is due to
Alberta’s policy and competitive tax
regime. For example, the province’s ethane
extraction program has stimulated over $3.5
billion in direct investment from Dow, Nova
Chemicals and others while encouraging
innovation from mid-stream producers in
Alberta’s Industrial Heartland such a
Williams Energy. Williams captures offgas
from the oil sands and supplies ethane/ethylene from its fractionator in Redwater to
Nova Scotia’s operation in Joffre, Alberta.
“While we are seeing a commitment from
industry to pursue many of their plans for
expansion, further government programs to
encourage value added investment are critical. Policies focused on producing propylene and polypropylene from propane, and
other value chains such as methane will create billions of dollars in future investment,
new products, and long term manufacturing
jobs,” commented Neil Shelly, Executive
Director of AIHA. “There is significant
opportunity with lower cost feedstock from
natural gas, including a range of petrochemical products. With the right policies in
place, the business case for further investment is strong.”
Economic Impact of Development
A study commissioned by AIHA, Economic Impacts of Adding Value to Alberta's
Hydrocarbon Resources Study, prepared by
University of calgary Economist Ron
Schlenker reported on the economic impact
of new value added development. Current
and planned projects will create long term
manufacturing jobs that pay $1.8 billion a
year in salaries, and increase provincial revenue by over $6.5 billion and federal revenue by $10 billion over a 10 year period
respectively.
The report conservatively assesses the
impact of a number of
petrochemical and
hydrocarbon processing projects already
sanctioned or being
considered in Alberta.
Despite the conservative assessment, the
report demonstrates
significant benefit for
long term stable corporate taxes. These
revenues
provide
ongoing
stable
income to all levels of
government and offset
the current and future
fluctuation in oil and
gas commodity prices.
AIHA continues to
work cooperatively
with industry and
other
stakeholders
under the Alberta Plus
campaign,
which
highlights the importance of enhancing the
province's
value
added sector for the
benefit of all Albertans.

Transient facing 10 charges after attempted break-in, altercation with police
A 33 year old male of no fixed address
awaits trial on 10 charges after an incident
that began north of Thorhild and ended
with an altercation with police in
Thorhild.
On Jan. 25 at about 4:00 p.m. RCMP
responded to a report of a suspicious vehicle followed by a report of a break and
enter (B&E) north of Thorhild. Officers
arrived during the in-progress B&E. The
suspect fled and was tracked to a house in
Thorhild.

said a physical altercation ensued between
the suspect and the police officers. The

Mini crime spree
at Half Moon Lake
A small community near the junction of
Sturgeon, Thorhild and Westlock Counties is experiencing its own mini crime
wave.
Overnight on Jan. 29th, a residence
located in Half Moon Lake was broken
into. The suspects gained entry to the residence by kicking in the back door. They
rummaged through the residence, and
stole a television.
In the recent weeks RCMP have
received multiple reports of Break and
Enters to homes in the Half Moon Lake
area.
Police are looking for anyone who may
have observed the incident or can identify
the person involved.

Campsite contractors
selected for Mons, Kaduk
Smoky Lake County contracted Veronica Fox and Donald Holmes to supervise
the Mons and Kaduk lake campsites for
the next five years.
During its Jan. 29 meeting council considered two submissions for supervising
and cleaning the campsites from 2015 to
2019. Fox and Holmes’ proposal to keep
the camping fees and not be paid a wage
by the county was accepted. The contractor provides toiletries and fire wood.
CAO Cory Ollikka said this contract
provides the least financial risk to the
county, particularly if there are lower
camper volumes. “The number of units
has been going down over the years,” he
said.
Mons Lake has eight camping sites and
a boat launch. Kaduk Lake has 14 camping sites, a boat launch area and a day use
area with a camp kitchen. The number of
user units was 572 in 2014, 533 in 2013
and 596 in 2012.
Last year the county received $11,400
in campsite revenue and paid the contractor $10,000. In 2013 the county took in
$10,700 and paid the contractor $10,000.
The other submission for operating the
sites was sent by Trevor Tychkowsky, who
proposed the contractor keep the camping
fees and be paid $6,000 by the county.

nomination for the Wildrose Party.
The President of the constituency association, Cameron Bell, confirms that “Travis
Olson has been selected as the official Wildrose party candidate for our constituency”
and that “Mr. Olson is prepared to serve our
riding and all Albertans with diligence and
integrity”.

charges, gas
disconnection
process
formalized by
Smoky Lake
town council
Town of Smoky Lake council put into legislation when to not bill service charges during renovations and how gas disconnections
are handled.
During its Feb. 4 meeting council gave
three readings to its amended utilities bylaw.
Coun. Pat Palechuk asked if there were
any residents who were presently reconnecting the gas utility and would be impacted by
the change. CAO Harvey Prockiw said no,
but there are some lots that have had the gas
lines removed to the alley. They will be
affected by this change when the owners
reconnect the utility.
Property owners who renovate buildings
and desire to pay only the utility consumption costs, not the monthly service charges,
may advise the town office of the renovation
in order to have the monthly fixed charges
waived while the renovation takes place.
The fees will come back into effect when the
building can again be occupied. The property owner is responsible for advising the town
when the renovation starts and when the
building is ready for occupancy after the
renovation. Prockiw said the town does not
have the staff or time to monitor who is
doing extensive renovations.
Regarding gas lines, the bylaw was
amended to read, “Owners that require any
gas service be removed shall be required to
sign a release form under the natural gas
installation and service agreement fees.”

Three arrested
with stolen
BMW on trailer
in Radway
Three persons were arrested after being
spotted with a stolen vehicle in Radway.
Early on Jan. 27 RCMP responded to a
report of suspicious activity in Radway.
The investigating officer determined that a
BMW car on a trailer had been stolen out
of Edmonton. An adult male and female
and a youth, all of no fixed address, were
each charged with possession of stolen
property valued over $5,000.
The male was remanded into custody;
the female and youth were released.

Vilna Ukrainian Catholic Church Descent Of
Holy Spirit celebrates 75th Anniversary.
The first talks to build a Ukrainian Catholic
Church in Vilna started in 1935 with Zenon
Mikitka and Alex Buyar leading the way. Basilian Father Zadon purchased the land and building contractor Frank Wanat was hired to construct our church. Construction started in 1939
and although the church was not fully complete,
church services were held in the fall of 1939.
For the first few years our parish was served by
the Basilian Fathers from Mundare.
We were fortunate starting in 1948 to have
resident priests who lived n Vilna. The church
was active with weekly services and had many
fund raising events in the Grand Hall in Vilna
such as, Dine and Dance, Weddings and
Bingo’s.
We were very fortunate to have an active
Ukrainian Catholic Women’s League which
took on many fund raising projects to support
our church. They also beautified our church
with many emboridered and cross-stitched
linens that are still used in our church today.
Most recently, with Father Don’s guidance,
Alec Barabash spearheaded the project of painting the exterior of our church in time for our
75th Anniversary celebration. This was possible
with the generous donations received from
members and friends of the church.
On October 25, 2014 the Vilna Ukrainian
Catholic Church Descent of Holy Spirit celebrated it’s 75th Anniversary with divine liturgy
celebrated with Bishop David Motiuk; current
parish priest Father Don Bodnar; former parish
priests Father Mark Sych and Father Anton
Tarasenko.
Retired Vilna Roman Catholic priest Edmond
Croteau also helped deliver the divine liturgy.
Also in attendance was former parish priest
Father Myron Pysh along with approximate 70
faithful.
The Knights Of Columbus from Edmonton
lead the solemn entry as Bishop David Motiuk
and clergy entered the church. Frank Pawlowski and Pauline Kucher welcomed and presented Bishop David with traditional welcoming
gifts of bread (Kolatche) and salt which were
placed on the first alter during the mass.
Father Don welcomed everyone to our
Anniversary Celebration and spoke of the
importance of gathering together to remember
and celebrate 75 years of prayer and worship in
our church.
Our current cantor Marlene Rohatynchuk
welcomed and joined the St. Paul Ukrainian
Catholic Church Choir in singing and assisting
the clergy during divine liturgy for the special
occasion.
Following the Divine Liturgy the congregation gathered on the front steps of the church for
a commemorative photo. Everyone then made
the short trip to Stry Catholic Hall for the celebration banquet. Everyone was welcomed by
MC Bernie Buyar who introduced the head
table.
Following the presentation of a bouquet of
roses to Bishop David Motiuk, by Justin and
Nathan Cherniwchan, the Vilna Velselka
Ukrainian dance club entertained everyone with
some excellent traditional Ukrainian dances.
Lauressa Pawlowski-Weinlick then performed a lovely solo of “Ava Maria.” The St.
Paul Ukrainian Catholic Church Chior sang a
beautiful rendition of “Dez Hoda Rodyni.”
After Bishop David gave the blessing, a delicious meal of many traditional Ukrainian dishes were served by Jean Muzyka and her kitchen
helpers.

Rohatynchuk Stry Parish President and Steve
Zarusky Inter-Parish President. The afternoon
ended with people visiting and sharing stories
past and present. The Vilna Parish appreciates
all who attended and made this 75th Anniversary a huge success and hopes to see you all in
25 years time at our 100th Anniversary.

OPEN CALL FOR GRAVEL HAULERS
As per Policy 913, Thorhild County will be opening up its gravel haul to out of
County gravel haulers. Last date to register trucks will be Friday, February
20, 2015
The County will be hauling gravel in March 2015.
Any trucks hauling gravel on the spring haul must be winter equipped with
working vibrators. This mainly applies to clam and belly dumps, which are
prone to plugging in spring gravelling. Any trucks that cannot make their
spreads will not be used.
The County will haul approximately 55,000 tonnes of gravel in March 2015.
