Thorhild County administration is
advising council that because residents
are calling contractors to ask about why
they are doing certain work “it is not portraying a positive image to the outside
world.”
CAO Betty Kolewaski’s report going
to council Feb. 24 states, “In the future, if
residents continue to harass contractors,
we may have difficulty finding contractors.”
She is also advising council that over
the Family Day weekend “there were
some acts of vandalism to equipment at
the TES (Thorhild Elementary School)
abatement site.”

Redwater considering proposal for small lot development
Town of Redwater council gave first
reading to a bylaw rezoning land on the
north side of town for a small lot residential subdivision. A public hearing on the
proposed rezoning will be held March 17.
During the Feb. 17 council meeting
town manager Deb Hamilton advised that
developer Don Oborowsky applied to
redistrict one hectare (Ha) from urban
reserve to single family small lot residential. The parcel, phase two of Golfside
Estates, is north of 54 Avenue and west of
46 Street.
Hamilton reported that most of the
town’s residential lots are a minimum of
5,000 square feet. The small lot district
has a minimum size of 3,710 square feet.
“These smaller residential lots should

be comparatively lower priced, therefore
likely appealing to a younger, working
class demographic and contributing to the
diversity of our population,” said Hamilton.
Council passed first reading without
discussion.
This parcel is owned by the Town of
Redwater and is not yet subdivided out of
NE30-57-21W4. In Jan. 2014 the town
and Oborowsky entered into an agreement
under which Oborowsky has until April
2015 to purchase up to two Ha of this
land, rezone it, have a subdivision
approved and enter into a development
agreement.
The proposed subdivision is consistent
with the land use framework in the Municipal Development Plan, so consultation
with the Capital Region Board is not
required.

Town trying to reduce water loss
The Town of Smoky Lake
will spend up to $6,000 on
leak detection equipment to
help reduce water loss from its
distribution system.
During 2014 the town had
an average water loss of 23
percent. That totalled over
33,000 cubic meters of water
which resulted in a loss of
$59,000.
“Part of the variance might
have to do with when the
meters are read,” said CAO
harvey Prockiw during the
Feb. 4 council meeting. Town
staff have taken steps to reduce
water loss and would like to
update their leak detection
equipment.
“Well, we’ve got to do
something,” said coun. Randy
Mykitiuk.
“If the curling rink doesn’t
have a meter, we don’t know
how much they use to make
the ice,” commented mayor
Ernie Brousseau.
The town will try out basic
and enhanced listening devices
for leak detection before making a purchase. Prockiw said
the average water loss for
communities is around 10 percent.

and brown. “It’s gorgeous,” said Hedch. It took Walker 30
hours to make the rug. The Friends of the Redwater Library
raised over $600 by raffling it, and members appreciate the
community support for their event.

Simple solutions to save on your wedding
Couples in the midst of
planning a wedding often find
themselves overwhelmed by

Two buried schools next challenge on TES site
Thorhild County council approved spending about
$7,000 for a preliminary environmental site assessment of two ‘humps’ in the former Thorhild Elementary School (TES) grounds which are believed to contain the buried rubble of two older former schools.
Council passed a motion Feb. 10 by Coun. Larry
Sisson to direct administration to go ahead with having JADA Solutions (HSE) Inc. conduct the Phase 1
Environmental Site Assessment on both old school
sites at Thorhild Elementary School Property at a cost
of no more than $7,146, according to draft minutes.
The concensus was that savings would
result by having the assessment done
while the company is currently at the site
doing work related to the demolition of
the existing Thorhild Elementary School.
Administration raised the issue stating
that a hump in the school yard is believe
to be an old school, which would have
had a coal furnace so it is likely that it
would contain hazardous material.
Administration suggested doing the environmental assessment to determing if the
debris can just be excavated.
Sisson advised there are actually two
mounds in the school yard and each one
contains an old school so both need to be
done.
Coun. Shelly Hanasyk suggested the
cost of removing the hazardous waste
from the existing school and the potential
cost of the two buried schools could run
up to $750,000. She noted the existing
school could have been renovated to business standards, with the asbestos remaining sealed in the construction and have
been a lot cheaper.
Reeve Wayne Croswell suggested the
cost could go to a million dollars and
councillor Dan Buryn stated simply,
“government should not be in the real
estate business.” He said there should
have been a hazardous assessment before
the first stroke of paint was put in the
building.

The previous council had bought the building and
site from Aspen View School Division for $173,000
and planned to turn it into a business centre.
Coun. Kevin Grumetza questioned what the plan
was for the site now that the school is being demolished and the grounds are being excavated.
Croswell responded that it is prime real estate so
the County can sell it. Compared to a lot of other
property, he felt the school site would fare well for
either residential or business.

The pipeline containing new
antibiotics is rather uncrowded right

researchers to come up with at least 10
new antibiotics by 2020. That was in
2010 and so far there has been only
three approved. A Canadian researcher
has found a possible new one in a
Nova Scotian soil fungus. It shows
promise but time and money will tell.

Community Support Services (FCSS)
grant funds to two community organizations.
During its Feb. 19 meeting council
approved $3,000 for the Vilna FCSS program to help provide seniors with cleaning
services. That will help them to continue
living in their own homes.
The other grant was $2,500 for programming at the Smoky Lake Playschool.
Finance manager Brenda Adamson
advised that the playschool did not receive
an FCSS grant last year.
A third application, from the Vilna
School parents advisory committee for
funding for the students’ trip to Costa
Rica, was not approved for funding. It
does not meet the FCSS grant criteria.
Adamson reported that the county contributed to this trip in January with a $500
donation from the Grants to Groups and
Organizations budget.
The 2015 FCSS budget has $13,900
remaining for community grants.

Redwater wearing pink to oppose bullying
In a campaign against bullying, Redwater is turning pink Feb. 25. People at businesses, schools, organizations and town
staff are participating in the Canada-wide
pink shirt day to support anti-bullying.
A Feb. 19 Town of Redwater press
release encouraged the entire town to take
part in this event. To spread the word
about Pink Shirt Day, town staff will be
taking photographs of the community and
business members wearing pink. The
press release said bullying is a major problem in schools,
workplaces, homes

Smoky Lake proposal has residential, commercial, industrial components
Town of Smoky Lake council is pleased
with and fully supportive of a mixed
development proposed for the sloping
property immediately east of Hwy 28 and
between 42 Avenue and 34 Avenue
(Toporoutz Road).
“I think this is excellent, and I’m sure
we’ll do everything we can to help you,”
said coun. Randy Mykitiuk when Ron
Maine presented the development proposal to council Feb. 18.
“It would be a dream come true,” added
coun. Pat Palechuk.
Maine said the preliminary concept has
commercial-industrial lots, including a
truck stop along Hwy 28 with a service
road to access them from the east. On the
other side of that service road are industrial lots that will be accessed only from that
side.
Facing 42 Avenue are residential and
hotel lots where Maine suggested a 55
plus condominium might fit in well for
area residents who want to retire in town.
He said a certain number of deposits for
the condos will be required to confirm
interest in that project.
Bordering the east side of the parcel,
which follows the curve of the railroad
tracks, the land is designated for large residential lots. They will face the service
road to the west. On the other side of that
road will be a berm and possibly a strip of
trees as a buffer from the industrial lots.
Maine said Smoky Lake is in the perfect
position for commercial businesses and
industrial staging areas. It is one day’s
drive from Edmonton and has much less
expensive overhead and land for companies that need to store completed modules
while other equipment is being done. The
town is also one day’s drive to Cold Lake,
Fort McMurray and Grande Prairie.
“Oil and gas staging yards, that’s what
we’re expecting will drive the demand for
industrial lots,” said Maine. He said that
before additional planning is done he
hopes to receive input from the town and
Alberta Transportation. At this time
requirements for deceleration lanes, an
intersection or a roundabout are not
known.
“I think you’re bang-on with having this
for modules,” said Palechuk. “Council
knows we’re in the center for access.”
Mykitiuk said traffic between Edmonton and Cold Lake tripled in the last few
years, and all the heavy loads need to go
on Hwy 28 to access the bridge over the
North
Saskatchewan River.

will be about one
third of it. The remainder will be built out
over the next five to 20 years, depending
on demand.
“We’ll do everything in our power to
see this comes to fruition,” said CAO Harvey Prockiw.

out the following duties under the direction and supervision of a heavy duty
mechanic:
• Assist in troubleshooting, repairing and maintenance on all heavy
equipment/trucks, trailers, light duty trucks, fire equipment, and agricultural
equipment;
• Assist in all duties as directed;
• Must remain in the apprenticeship program;
• Must participate in the standby schedule on a rotational basis.
Qualifications required:
• Previously registered in a heavy duty equipment mechanic apprenticeship
program.
• A minimum of Grade 12 education or equivalent.

• Willing to train suitable candidate.
• Physical ability and dexterity to perform a variety of manual tasks (heavy lifting,
squatting, bending, twisting and climbing. Work is performed with exposure to
the outdoor elements.
• Possess a valid Class 5 driver’s license.
• Excellent customer service, communication and organizational skills, with the
ability to comprehend and communicate detailed instructions orally and in
writing are essential.
• Experience in operating various power and hand tools and various heavy
equipment.
• Successful candidate will be required to provide a Criminal Records Check and
Driver’s Abstract
This position is included within the scope of the County’s unionized setting (IUOE
Local 955) and is based on a 40 hour work week. Thorhild County also has a

When plowing snow out of your driveway, please push the snow to the right
of your driveway, so that the grader operator can take it away from the
driveway.
DO NOT push the snow across the road as this leaves ridges. If a vehicle
hits these ridges and does damage or gets injured, you the landowner may
be liable.
