Thorhild students, emergency services play key role in ice storm scenario
Thorhild County emergency services personnel and Thorhild Central
School drama students were part of
the simulated disaster exercise held
by Alberta Emergency Management
last week.
Local emergency responders
trained with about 80 Canada Task
Force 2 volunteers at the Thorhild
site of the province-wide exercise.
The students played the part of disaster victims, and their screams and
calls for help provided another level
of urgency to the training.
This exercise used the scenario of
an ice storm. Ten municipalities in
Alberta activated their Emergency
Operations Centers (EOCs) to deal
with a variety of ice storm created
emergencies, everything from
extended power outages to traffic
snarl-ups requiring the rescue of 200
people from impassable highways.
The Thorhild site exercise used the
former Thorhild Elementary School
as a location to stage a collapsed
school with people trapped inside.
The premise for the event is that staff
and students were at the school
overnight, holding a fundraiser
wake-a-thon, when the accumulating
ice collapsed the roof. The next day
four family members entered the site
and became trapped. Rescuers found
one deceased victim and had to perform an on-site amputation.
Participants put in two full days of
training. The teams went through
two 12 hour rescue missions on Feb.
25 and continued that training Feb.
26.
Volunteers with Thorhild emergency services had the opportunity to
train with the task force members,
doing fire fighter survival training
and advance search techniques. They
also provided logistical assistance
during the exercise and were able to
observe the task force training.
“We’re extremely grateful to the
town (Hamlet) of Thorhild,” said
Tom Sampson, deputy chief of the
Calgary Emergency Management
Agency. “Special thanks to (fire)
Chief (Nick) Kuzyk.”
Alberta’s Canada Task Force 2 is
one of four such units in the country.

$140,000 but the value it gives is
immeasurable.
“What we’re going to take from
this is priceless,” he said.
The task force serves as support to
local agencies during emergencies
too large for local resources to handle. It provides trained volunteers to
assist at scenes and in EOCs.

deploy from Calgary within two
hours with full activation taking
place within six hours. Members go
to the site of an emergency with
materials, food and equipment to be
self-sustaining for two weeks.

Bus driver of the year has transported WORLD DAY

1,500 students over 41 years
Eddie Andruchow of Radway won the
2015 Alberta School Bus Driver of the
Year award. He will be honored at the
annual Alberta Student Transportation
Advisory Council convention in March.
Andruchow has been driving students
to and from school for 41 years and
presently has third generation passengers
on his bus to Thorhild Central School
(TCS).
“Mr. Andruchow has always demon-
strated a genuine care for all of his passengers,” said TCS principal Kim Carson.
“Regardless of their age, he builds a positive, meaningful and respectful rapport
with each child.”
“He is kind, gentle and has a terrific
sense of humor,” said AspenView Public
Schools Transportation co-ordinator
Dianne Harkness. “Eddie’s personality,
experience and enthusiasm for life has
earned him the greatest respect from his
students (present and
past), the staff and
his fellow drivers.”
Andruchow began
his school bus driving career in 1974 as
a driver for Allan
Holt Sr. in Radway.
“I didn’t have a
Class II license,”
recalled Andruchow.
“He took me to Redwater to get it.” He
passed the test on his
first try and was
soon on the road in
his big yellow bus.

On Tuesday, March 10th, 2015 the
Smoky Lake Agriculture Conference
Planning Committee in partnership with
the Smoky Lake County Agriculture Services Board and other sponsors will be
hosting Learning Today for Farming
Tomorrow. The conference will highlight
today’s issues and offer an opportunity for
locals to first hand benefit from the
knowledge and experience of industry
professionals.
This is the third year for the much anticipated Learning Today for Farming
Tomorrow agriculture conference. This
single day conference is a chance for
farmers and business people to be presented with new trends and ideas to take their
business to the “next level”. Topics such
as Maximizing your Banking Relationship
in the New Environment, Working the
Ones You Love and New Media for a Traditional Profession. The afternoon will
include presentations by world class agriculture professionals as well as an agriculture tradeshow and large door prizes.

day and will also oversee the speaker

Speaker Ed Knash was born and raised
on a mixed farm in Saskatchewan, he went
on to pursue an education in a Bachelor of
Science in Agriculture and a Bachelor of
Education at the University of
Saskatchewan. Knash brings his extensive
professional and agriculture experience to
the third annual Learning Today for Farming Tomorrow presenting on “Strategies
and Tactics to Maximize your Banking
Relationship in the New Environment”.
The presentation will include the current
commodities environment, including
energy.
Among the speakers is Gordon
Colledge a mediator, facilitator and a certified farm advisor. Colledge is currently
a member of the Canadian Association of
Farm Advisors based out of Lethbridge.
He takes a new look at the way families
run their farm operations. He advises that,

must look at the values, shared meanings,
aspirations, and personal style of the family.”

help better prepare Alberta for future disasters.

Affairs Diana McQueen in a Feb. 23 press
release. “With the learnings from this

FOIP has no provision
for assuming consent
if people don’t object
The Freedom of Information and Protection of Privacy (FOIP)
Act does not say an organization may assume people consent to
have their personal information shared. In other words, Thorhild
County can not assume ratepayers give permission to have their
names and addresses given to a newspaper for a subscription. The
letter the county circulated to most residents stating that if they do
not want their information shared, they should advise the county
does not cut the mustard.
Eoin Kenny, Service Alberta Communications Public Affairs
Officer, said, “There is no ‘negative option’ available under the
FOIP Act with respect to consent. That is, you cannot imply consent of an individual to disclose personal information if the individual does not specifically object to the proposed disclosure.”
Thorhild County believes it has found a loophole in the legislation by just releasing ‘resident’ and then the address details for
all County residents who don’t fill out a form withdrawing their
consent to have their informaton released to a publisher. Reeve
Wayne Croswell had earlier stated that names and addresses are
public information. CAO Betty Kolewaski advised council of the
change in plans on Feb. 24.
Any individuals who feels that a public body has disclosed
their personal information without proper authority may file a
complaint with the Office of the Information and Privacy Commissioner (OIPC). Information on how to do this can be found on
the website www.oipc.ab.ca.
“If taxpayers beleive their information is being disclosed without consent, it is up to them to contact the OIPC,” said Kenny.
He explained that public bodies such as municipalities collect
personal information according to their authority under section 33
of the FOIP Act. At the time of the collection, generally a purpose
for collection is stated.
After collection, public bodies can use that personal information as allowed in the FOIP Act, which includes using it for the
purpose the information was collected (county administration,
utility billings, taxes) or a consistent purpose.
Otherwise the consent of the individual is
required.
Similarly, public bodies can disclose personal information pursuant to any authority in sections 40, 41 or 42 of the FOIP Act. This includes
for the purpose the information was collected or
a consistent purpose, or with the consent of the
individual. There are several other authorities
that come into play in addition to these.
Consent is an authority to use or disclose personal information for purposes not related to the
purpose for which the information was collected; however, the use and disclosure must be
only to the extent necessary to carry out the consnted to purpose in a reasonable manner. ConDennis
sent must be obtained prior to the use or disclosure. There are specific requirements for written Cell: (780) 975-4687

“With respect to the situation relating to the
disclosure of personal information to a thirdparty business for the purposes of obtaining
subscriptions to the third party’s publication on
behalf of residents in a particular municipality,
the public body must have a disclosure authority under the FOIP Act (Section 40-42) to do so,”
said Kenny. “If the public body is relying on
consent, the requirements for consent under the
FOIP Act would need to be satisfied.”

the public body is using, they should contact the
municipality’s FOIP co-ordinator.

Council waiving service charges
Town of Smoky Lake council will consider waiving all or a portion of the over
$1,000 in water service charges accumulated by the Smoky Lake Riding Club.
During its Feb. 18 meeting council
voted to ask the club to send a written
request for it to waive the bill. Meanwhile,
administration will review the bills and
determine what portion is service fees and
how much was charged for water consumption.
CAO Harvey Prockiw said the club had
previously requested the bills be waived.
During its July 2 meeting council accepted that request as information, effectively
shelving it with no action taken.

Smoky Lake

In a split vote during its Feb. 18 meeting, Town of Smoky Lake council
resolved to waive the monthly service
charges on two of the three water meters
serving the Smoky Lake Golf Club.
Coun. Dianne Ross voted against that
action, saying she preferred to have the
town remove two of the meters and consolidate the water service through one
meter.
The three meters are side by side but
serve different areas. Two go to the golf
course, RV park and club house; one goes
to the rodeo grounds. In the past the Riding Club was billed for one meter and the
Golf Club for the other two. Now the Golf
Club will be billed the one service fee
plus all consumption. What the Riding
Club pays to the Golf Club for water will
be worked out between them.
Coun. Dan Kotylak said having the
three meters helps to control water loss.
As an example, he said on one occasion
someone noticed the meter to the rodeo
grounds was moving at a time there was
no activity there. Investigation determined that a toilet was running. He suggested making a policy on services to
nonprofit organizations.
CAO Harvey Prockiw said it is easier
to cancel the monthly service charges on
two of the meters than to physically
remove them and re-route the lines. It also
makes things simpler for the Golf Club
members to bill the Rodeo Club for its
water usage.
Coun. Randy Mykitiuk commented that
there is usually very little water used by
the rodeo grounds.
After a brief discussion regarding residents who have two meters, council
agreed those situations have meters on
separate buildings and none of them are
for nonprofit uses.
“It’s going to cost us,” said Ross. “It
would be better to change to one meter.
Somewhere down the road this is going to
bite us.”
Coun. Pat Palechuk asked how the curling club and agricultural society are
metered. Prockiw replied that they each
have only one meter.
