Context The following table indicates where Key Decisions relating to the Place Scrutiny Commission portfolio are scheduled on the Mayors Forward Plan. Title and Summary of Decision Decision taker & meeting where decision will be taken ELENA programme (total value of £140m) Mayor - at Multiple decisions pertaining to Cabinet the various delivery strands within the ELENA programme have been through various Cabinets (October 2013, January 2014, July 2014 and October 2014) and scheduled for Cabinets in February 2015 and July 2015. The programme is now delivering and a final completion report is expected to come back to Cabinet in December 2016, after the programme close in June 2016 and the subsequent completion /outcome report being Anticipated Date of Decision Pending Place Scrutiny Commission Input Item on Work Programme in December 2014 and will return for regular future updates written over summer 2016. Establishment of an energy and technology company To agree the establishment, ownership approach, and governance arrangements of an energy and technology company, including the overarching work streams and company growth strategy. Update of the Climate Change & Energy Security Framework (to adopt an updated Climate Change and Energy Security Framework) Community Transport Commissioning – part 2 Discussions are continuing with the Community Transport sector over the introduction of the strategy for CT service provision that was previously consulted on. Consideration is being given to broadening the scope of the strategy and early work is progressing on this. If, as is anticipated, the strategy is to be introduced from April 2016, then a Cabinet decision will be required later in 2015. Highways maintenance contract consolidation The procurement of a new highway maintenance contract(s) for commencement in April 2017 will require a key decision towards the end of 2015. The options for the type of contract arrangement are currently being developed using expert advice and with input from Place Scrutiny. Waste disposal treatment contract To approve a waste disposal treatment contract.
