TENDER NOTICE
Sealed tenders are invited for printing, supply and scanning of OMR sheets (as
per scope of work), from reputed and experienced firms who have been involved in
scanning and evaluation of responses of any Board/University since last three years.
Firm should not be blacklisted/debarred by any Board/University/Govt. Deptt.
Tender documents can be had (free of cost) from the office of the Asstt. Secretary
(Special Examination), Board of School Education Haryana, Bhiwani during office
hours (9:00 AM to 5:00 PM) on any working day ( 5 days week) and can be
downloaded from Board’s website www.bseh.org.in . Tender should reach on or
before 09-03-2015 by 1:00 PM in the office of the Joint Secretary, Board of School
Education Haryana, Bhiwani along with an earnest money of Rs. 20000/- in shape of
Demand Draft in the favour of Secretary, Board of School Education Haryana,
Bhiwani. Tender should be completed in all respect. Tenders received after date and
time, will not be entertained & rejected straightway. Tenders will be opened on the
same day in the presence of the tenderers/ authorized representatives who may
wish to be present.
Tender envelope should be marked as “Tender for Printing, Supply & Scanning
of OMR Sheets” on the top.

Terms & Conditions for executing the job of printing, supply & scanning of OMR Sheets
1. Minimum experience of three year with proven track record of OMR scanning.
2. Firm/Agency/Tenderer should have minimum average annual turnover of 30 lacs or
more for the last three financial years and should not be blacklisted/ debarred/depaneled by any Board/University/ Govt. Agency during last five years.
3. The job will have to be completed within a maximum period of five days from the
date of handing over the documents/OMR. However, in view of exceptional
circumstances considered as beyond the control of the Firm, the Secretary of the
Board may grant extension of time period to the maximum of three days. The
Secretary reserves the right to impose penalty to the tune of at least Rs 500/- per
day or more as he deems fit taking into consideration the delay and loss cause in the
completion of works.
4. Only such Firm will be considered for allotment of work who are having in their
possession adequate infrastructure as indicated in the under mentioned condition
(Own hardware), experienced and qualified manpower.
5. Successful tenderer shall have to make entire arrangements to undertake the job at
the premises of Board.
6. Successful bidder will be required to submit an agreement on non-judicial stamp
paper of Rs. 100/- and earnest money deposited with the tender will adjusted
against performance security. Earnest Money will be released after completion of
job with satisfaction of the Board.
7. Apart from maintaining secrecy, accuracy and efficiency are the major requirements
of the work and therefore successful agency shall have to maintain secrecy and
provide 100% accuracy in Data/reports to be supplied as per scope of work. For all
type of checking work the concerned party shall be responsible. For each wrong
tabulation (final result) penalty @ 1000/- shall be imposed. It shall be the
responsibility of the firm to keep the data/report strictly confidential and the firm
through any of its representative/worker shall in no case, pass it on or transfer it to
any other firm whatsoever, to any third party. Failure to comply with this condition
shall make the party liable to legal action and other damages as may be fixed by the
Secretary.
8. The Secretary reserves the right to accept or reject any or all the tenders without
assigning any reasons.

9. Conditional tender will not be accepted and offer shall remain valid for a period of
six months from the date of opening of tenders.
10. In the event of any tenderer withdrawing after submitting the tender without
sufficient reasons acceptable to the competent authority or/and refuses to execute
the allotted work or delays the work unnecessarily, the earnest money may be
forfeited and the firm may be blacklisted for a suitable period. The decision of the
Secretary in such cases will be final and binding upon the tenderer.
11. The payments will be paid on the basis of actual number of sheets printed or number
of OMR sheets scanned. The 100% payment shall be made within 20 working days
after completion of work with satisfaction in all respects and on submission of bill.
12. In the case of any dispute or any other point not covered under the above terms &
conditions, the case will be referred for arbitration to the Sole Arbitrator i.e.
Adminsitrative Head of the Board whose decision shall be final and binding on both
the parties.
13. The rates of the successful tenderer will remain valid for the period of one year.
14. For any dispute arising out of it, the Courts at Board’s shall only have the
jurisdiction.

Scope of Work
1. Printing of OMR sheets of size A-4 105 GSM single side magenta colour.
Vol. 6000 sheets (as per sample).
2. Printing of variables in OMR sheets (6000) as per Database supplied by the
Board before date of examination.
3. Post scanning of 1.2 Lac +6000 OMR sheets at Board’s premises, prepare to
two different Data tables.
4. Evaluation of above two data tables applying answer keys supplied by the
Board.
General Conditions :
The approved rates should remain valid for a period of one year. During the
period, such type of printing/scanning job, will have to be done by the Firm at the
approved rates.
