A new year is upon us and so we begin the countdown to the village’s annual
10k road race and fun runs. We had record numbers last year so let’s see if we
increase on that!

We had 30 parishioners participating in the main race last year so it would be
great to have even more of you joining in this time round. And remember that it
is a day for the whole family with both the 1 mile U16 race and the children’s fun
run (one lap of the playing field).
This year the children’s fun run will be held in memory of Grace Kelly who sadly
passed away in November after a short illness. She was very proud to join in
the run for the first time last May and so this year we will be donating the
proceeds from the children’s fun run to Clic Sargent. This charity has proved
invaluable to the whole Kelly family, and is continuing to offer lots of much
needed support and advice.
However, if running isn’t your cup of tea then please remember that we need
volunteers and help on the actual day itself. Marshaling on the route; helping in
the hall; registering runners; handing out bottles of water – there’s lots to be
done and we really can’t do it without your help. Please consider giving up a
few hours on that Sunday and lending a hand if you can – we’d love to hear from
you if you want to help.

2. Proposed consultation for Pershore High School change of age transfer.
3. Reports from the Field Management and Land Management Committees.
4. Planning issues:
● Applications and decisions during the past two months including approval
of 6 dwelling development on land adjacent to Hackett End, Church Road.
● Forthcoming application to build a further 30 houses in Crowle. Holding
of an open meeting.
● Current bid to obtain NHB money to purchase new picnic tables and
benches.
5. Finances:
● Approval of payments.
● Setting budget for 2015-2016 including setting the Precept (see below).
6. Reports from our County and District Councillors.
7. Police report.
Precept
It was agreed by Council that we apply for an increase in our Annual Precept for
2015-2016, from £20,600 to £23,000. This will be the first increase since 2007. It
is anticipated extra funding will be needed for the forthcoming election, the training
of new Councillors and the possible employment of a part-time Field Manager. If
approved the increase will mean an approx. £5.00 annual Council Tax rise. Any

Wychavon Update
Quieter, Managed, Motorway
We have been promised a quieter motorway surface on the M5 for a number
of years, but only when the motorway required resurfacing. It was announced
just before Christmas that resurfacing with a low noise surface will take place
as part of the introduction of a managed motorways project which involves
controlling the speed of traffic to alleviate congestion. The entire stretch
between junctions 4a and 9 will be resurfaced during the next year. Work
between junction 4a and 6 will commence in June 2015 and continue until
December 2016. The resurfacing will be over all four lanes as the hard
shoulder will be used as a running lane in times of congestion. The
resurfacing is likely to take place under night time carriageway closure.

Community Grants 2015
Wychavon’s Community Grants scheme is now up and running. This year’s
theme is ‘inclusive communities’. This could include the development of new
and improved facilities for the community run by local people such as
workshops for people with dementia; activities for all abilities; village hall
improvements or the provision of play equipment. The project must meet
local needs and benefit the local community, demonstrate support and be
well planned and involve as many people as possible. A total of £50,000 is
available, and community groups can make bids for up to £10,000.

one member of your team should attend one of the information sessions
which will be held at the Civic Centre on 18th February, 4th March and 18th
March, all at 6:30pm in the Council Chamber in the Civic Centre. The closing

As many of you know a group from the Church goes into Crowle School
each month to present Bible stories to the children under the title “ Open
the Book “ and we also involve the children whenever we can.
Our pre-Christmas presentation was held in the Church so that parents
and families could attend. The Vicar, who is now a member of the group,
wanted to be a “baddie” so he was cast as Herod and a very crafty and
cruel character he made. The nativity story was told through the eyes of
the Innkeeper, which though light-hearted, presented a meaningful
depiction of the circumstances of the birth of Christ.

collecting candles, presented at the Christingle Service. This money
supports the Children’s Society which offers help to children in need in
many ways. Well done, children.

Further thoughts on being a Parish Councillor
INVITATION TO A PUBLIC EXHIBITION
Hi! I am Lee Turner, I have been on the Parish Council for 12 years and shall
be standing for re-election again this year. To form the council we need 9
Councillors, if there are 9 or less standing there is no need for an election, 10
or more and we have to have an election. We serve for 4 years.

I am keen to keep Crowle special. Being part of the council means you get to
hear of new ideas and projects that might benefit the parish. The knowledge
I have gained from being on the council helped to get the recent WW1
commemoration off the ground.
The Parish Council are behind the Crowle Cryer, I chair the editorial team and
after all our hard work I cannot believe it when people say ‘Oh, I don’t read
that!’
Planning has been, and still is, frustrating. We always comment on any
submitted plans but are not always heard. Its like all the latest buzz words –
localism SWDP (South Worcester Development Plan) and Neighbourhood
Plan. They sound powerful and should allow the parish to be responsible for
themselves, but that’s not always the case. The Councillors need to be there
to ensure the parish gets the best it can.
Because we batted on about speeding, we were chosen to be the first village
to have Speedwatch. Also the Parish Council helped to improve the
broadband with the instillation of Airband.
The Parish Council owns various parcels of land throughout the village,
including the playing field. This, of course needs managing, so there are two
separate sub-committees – the Field Management Committee which looks
after the field and the Land Management Committee which is responsible for
the other areas. These groups are joined by other parishioners who
represent local clubs or have knowledge that is advantageous.
I enjoy working on the Parish Council, I meet many different people, learn
lots and hopefully help keep Crowle a great village in which to live. We need
new Councillors. Take a moment to think! Then put yourself forward and
help to maintain this great community!

The Parish Council sub committee ‘Crowle the Way Forward’ has purchased a defibrillator
for the Parish Hall with money from the New Home Bonus (NHB). The committee are
proposing to use the remaining NHB to purchase and replace picnic takes and benches for
the playground, field and possible other village locations in response to last year’s
community survey.
