Parish Council News
Parish Council meeting held 4 September 2014
Items discussed included the following:
1.Progress Reports since last meeting
● The success of the Speed Watch pilot scheme which is now to be spread
across Warwickshire and West Mercia. More volunteers would be welcome.
● The numbers of residents now taking advantage of the Bulk Oil Buying scheme
continues to rise.
● Our Vehicle Activated Sign has now been returned from loan to Peopleton.
Possibility of siting speed sign at bottom of Crowle Bank would not fit the criteria.
● Thanks were expressed to organisers of the Crowle & the Great War event
which was a resounding success. Also thanks to all involved.
2.Reports from the Field Management and Land Management Committees.
3.The forthcoming opening of the Crowle Community Tea Shop.
4.The demise of this year's Produce Show and housing of trophies.
5.Planning issues including the South Worcestershire Development Plan and housing
numbers needed in Wychavon district to complete 5 year housing stock.
6.Finances
● Approval of payments by Council.
● The proposal to purchase a laptop for use by Clerk and Councillors.
7.Highways issues
● The continued deterioration of Froxmere Road surface. County Councillor
Adams to be asked for help in getting this rectified.
● Severn Trent officers to investigate running water on Old Turnpike Road and
state of sewer in Netherwood Lane.
Draft minutes can be viewed on www.crowle-online.co.uk
Planning Decisions
There have been no further planning applications this month.
W/14/01504/PN - Mr I Lamb, land adjacent West Wyche, Netherwood Lane. Amended
design to original planning approval W/13/01752/PN. Approved.
W/14/01190/PP - Mr D Williams, Tywell Cottage, Sale Green. Single storey extensions
to side elevation for lounge and conservatory and first floor balcony and new dormer
window to rear. Approved.
Small gate at allotments
At a recent meeting of the Field Management Committee it was proposed that the height
of the small gate, on to the allotments, be raised to the same level as the adjoining hedge.
It is hoped this will deter anyone from climbing over to enter the field after dark when the
main gate has been locked - this has been reported to have happened on several
occasions recently. The proposal was approved by a majority decision by both the Field
Management Committee and the Parish Council.
The future of Crowle Produce Show
As you are all aware there has not been a Produce Show this year. What a shame it will
be if we are unable to stage this great community event in the future. What we need are
volunteers to form a working group to organise something for next year. Is there anybody
willing to be part of this group? Maybe it is time to look at doing something different, who
knows. If you would like to get an idea of what is involved please phone Sharon Brett,
381430 for further information. Looking forward to hearing from you.
Page 3
Wychavon Update
Joint Chief Executive Proposed
Discussions are continuing into the possibility of appointing a joint Chief Executive
shared by Malvern Hills District Council and Wychavon District Council. The
principle has been approved by both councils as a long term cost saving measure.
The proposal has been supported by a grant from the Government to meet the initial
costs should a redundancy arise. Any arrangement such as this will not affect the
independent identity of the two councils.
Mobile Libraries Review
Worcestershire County Council is undertaking a consultation on their mobile library
service. There are proposals for changing the vehicle routes and stopping off
points. Whether you are happy with the present arrangements or would like to see
changes, please let the Council know by either completing an online questionnaire
at www.worcestershire.gov.uk/librariesandlearning or completing a hard copy of the
questionnaire which is available from any library. The consultation will end on 31st
October.
Individual Electoral Registration
Until new legislation was introduced in 2010, one person in every household was
responsible for registering everyone else who lived at that address. Unfortunately
this has been shown to be open to electoral fraud. From June 2014 every person
is now required to register individually. It is also now possible to register online
which makes the system quicker and easier for many people.
As part of the transition, anyone already registered to vote has had their details
checked against their details on the Department for Work and Pensions database.
Using this together with local data, 94% of existing electors in Wychavon have been
transferred automatically to the new register.
If you have received a letter asking for more information you will not have been
matched in this way and you will need to supply further information to be included
on the register.
The revised register of electors will be published on December 1st and this will be
the register used for the 2015 elections. Anyone not on the register at that point
can still apply to be registered at any point up to 12 working days before the
elections. Anyone newly applying to vote by post or proxy must be registered
individually.
Advertisements must reach the Editor by the 12th
of the month preceding publication. They may
be amended at the Editor’s sole discretion and
an acknowledgement will be sent on receipt.
The Crowle Cryer and Crowle Parish Council
accept no responsibility for the pursuit of any
advertisement placed within this publication.

Community Speed Watch
The yellow coats out and about and we are convinced that speeding in Crowle
has been reduced when we are there. Lets hope that this happens at other times!
We are including other venues now. Old Turnpike Road and Froxmere Road are
to be checked. Therefore more help would be good. Do you fancy a half days
training and then about 2 hours a month helping your community?
Details are available from Neil Gow 01905 381470 [email protected]. Or

Walsall and Walsall Leather Museum
Start from junction of Old Turnpike Road and Church Road at 9.30 am.
Members unable to join this trip please ring Olga 381422.
In September we visited the very attractive City of Chester . The weather was
warm and sunny, showing off the quirky two-level shopping streets to perfection.
All this, plus the lovely river, made this one of our best outings. Our next trip is to
the Walsall Leather Museum and to the Town of Walsall, where we are told, they
have a very good market .
If you would like to join us on this our last trip this year, please phone Olga 381422
or Myra 381769 to book a place . Remember, this invitation is open to everyone.

Crowle Players are pleased to announce their next production
Trivial Pursuits - a comedy by Frank Vickery
The Crowle Amateur Theatrical Society are about to cast their next production
and Nick their director has to wrestle with some difficult choices in both financing
and casting the production. So he invites a few actors and some of the committee
to a summer barbecue at his home to announce his decision. As the evening
progresses and the alcohol flows, Nick ends up promising a different show and
the lead part to more than one actor! Meanwhile the party goes into the wee small
hours revealing a blackmail plot, a possible affair, an attempted suicide and who
knows what else!
The play is being performed at Crowle Parish Hall on Thursday 27, Friday 28,
and Saturday 29 November 2014. All tickets £7.50 and will be available from the
Crowle Post Office nearer the time. A really great cast, hilarious script, local
references, this promises to be unmissable, so put the date in your diary!

St John the Baptist Church
Dear Friends,
Something has been troubling of late which has not been a problem before. It’s
one of those things that’s crept up on me and has quite blindsided me. Being
an inherently logical person, I’m a mathematician at heart, it shouldn’t be
something that’s a problem as it’s something I’ve been quite comfortable with
since being in Infants’ School. The thing that’s bothered me so much is time.
I’m not talking about telling the time (I’ve always been good at that). It’s not a
problem with the difference between am/pm and the 24 hour clock – although I
prefer the latter. It’s not the fact that there are generally accepted to be 86,400
seconds in a day; although the real answer is a day is 23hours 56minutes and
4.1 seconds so it should be 86,164.1 seconds. The problem I have is that time
is not linear.
Now I know that massive gravitational objects can bend the space time continuum but I’m pretty certain that I’m not one of those. Nevertheless it’s pretty
clear that it’s only 5 minutes since our children were born yet one is now off to
University. Also some of the music that I remember as being modern has suddenly become 10 years old. Does it matter? Not really, it’s probably something
we all experience but it makes me wonder if in the rush of everyday life with
it’s tight, time-bound schedules we need an antidote; and I rather think we do.
Many of us will have learned the poem “What is this time if full of care we have
no time to stand and stare…” (you can fill in the rest…) at school and it contains an important message. After all aren’t we meant to be human beings
rather than human doings?
Yet there are times (that word again), which come unexpectedly and often in
strange places, where there’s a feeling of an infinite timelessness – try watching the sun going down whilst being quiet; it works for me. The name I would
put on that is God, a God who is outside the limitations of time. And if we don’t
have time to experience God like this we are impoverished.
Make space to be still. You never know you might just experience something
incredible.
Love and prayers, Rev David Morris

After our August break, the September meeting was busy. News of all the
courses and meetings members are attending this month was shared, and plans
for the future discussed.
David Berry then talked to us about his experiences as a volunteer in the judicial
system. His stories, some true life, some comedic, explained his role in guiding
witnesses through the pitfalls of what could be a worrying day. We all thoroughly
enjoyed his memories and came away clearer as to the workings of a court.

Are you aware that the current WCC are proposing to reduce the mobile library
service to save money? You may already know that the Library service are

Crowle Parish Council Fuel Oil Buying Scheme
THE ‘PRODIGAL SON’ RETURNS TO CROWLE WITH HIS NEW BAND
As winter draws on are you worried about your heating bills? Do you rely on
oil to heat your home? Do you want to seek to save some money?
‘AUTUMN’
Then look into the Parish Councils oil buying scheme. The scheme is open to all
residing in Crowle Parish who are registered for the scheme. To register, email the
current scheme administrator Neil Gow - [email protected] with the
following information:
- Name, address and postcode
- Tel number in case contact is required (everything is done via email really)
- Your tank capacity (minimum delivery allowed in the scheme is 500lts)
- Does delivery need to be advised? (e.g. locked gates etc)
- Are you a regular customer of Boughton Fuel Oils?
60’s, 70’s & 80’s COVERS
How it is all supposed to work …?
● All registered members of the scheme are emailed a notice on
Friday/Saturday of the week the scheme is running in the month. This advises
dates/deadlines and the maximum price you will pay.
● Your order should be sent by email to the scheme administrator, no later than
5.00pm on the Sunday following to be included in the month’s scheme. You
should receive an email confirming receipt of your order.
● The minimum order you can place is 500 litres. (Please ensure you have that
capacity in your tank).
● Orders are placed on Monday morning for delivery on the Wednesday of that
week. If there are any issues regarding access, payment etc, Boughtons will
contact you direct.
● You must ensure access is possible on the intended delivery day, so please
ensure any locks or other security is ‘off’ if you are not going to be at home.
● You pay Boughtons direct under the terms you have agreed with them.
By ordering oil under this scheme, you are agreeing to bide by the normal Terms & Conditions of Sale for
Boughton Fuel Oils and the strict payment terms and conditions as set out in the Parish Fuel Oil Scheme
document and any updates published in the Crowle Cryer. Crowle Parish Council, the scheme
administrator or Boughton Fuel Oils cannot be held responsible for any aspects in relation to this scheme.
And does it work …?
● Approaching 90 homes have registered for the scheme
● Almost 40,000lt of heating oil has been purchased so far – This has saved in
the region of 50 tanker trips into the parish
● On average around 1.5p/lt has been saved which averages out to about
£10/household/order. Not a fortune but every little helps! One member reported a saving of over 11p/litre on the price they had been quoted. On 40,000lts
that would be a fortune!
So does it work …? You will not know until you try it, so register today and give it a
go! The October dates are likely to be:
Order deadline ~ 5.00pm Sunday 19th October for Delivery day ~ Wednesday 22nd October
