Louks began her career in July 1976 with First Federal of Owosso,
Main at Park, then headed by President Jim Dingwall with Vice
President Gordon Parkinson. On July 7, 1986, she joined Republic
Bank, headed by founder Jerry D. Campbell, at the East office. She
became manager of the North office in 1995 when it was Republic,

Jane Miller, a Flushing native, owned a 7/11 store on Calkins Road
in Flint for 24 years. With the bank for nearly 13 years, she started
at Fenton, then became the East office’s manager for Republic Bank
prior to the merger with Citizens. Earlier this year, she had transferred from the M-52 office to Bristol Road, then was asked to return
to Owosso when Louks’ retirement was announced. “I look forward
to coming to work every day!” said the brightly smiling Miller.
Louks was born in Jackson. Since her father was with Consumers, they moved to Bay City, then when she was 8, to Owosso. She
and her husband Tom, childhood sweethearts, recently celebrated
their 40th anniversary. They have three adopted grown sons and a

LEONARD J. KRAWCZYK I, 72, of Owosso,
died Saturday morning at McLaren Hospital in
Flint. At the time of his death, he had owned
Hillcrest Memorial Gardens in Owosso for
several decades and was co-owner of The Iron
Horse Pub of Durand, also for several decades.
Hillcrest is being operated by its superintendent, Al Langdon of Owosso.
It was 30 years ago, in September 1985, that
he founded The Independent with a News and
Sales office at Ball and Mason in downtown
Owosso and production services through The
AdVisor in Durand. By March 1988, Michael
Flores became a co-publisher and they purchased The AdVisor, merging the operations. In
the late 1990s Leonard’s share of the company
was purchased by Flores, becoming sole Publisher of The Sunday Independent, The Durand
Independent, The Wednesday Independent and
The Perry Independent.
Born in Lincoln Township of Arenac County, he
graduated from Standish/Sterling High School.
He earned an associate’s degree from Delta College, then attended Michigan State University.
He married the former Charlotte Compeau on
July 27, 1963. He resided most of his life in the
Burton (Flint suburb) and Owosso areas.
An active member of the Durand Lions Club, he
was proud of his service with the group. In lieu
of flowers, donations were suggested to the Durand Lions Club. Entombment has taken place
at Hillcrest Memorial Gardens Mausoleum.
His survivors include his wife, Charlotte, of
Burton; son Leonard and Nicki Krawczyk of

Letters to the Editor
Editor, The Independent:
The Owosso Public Schools Board of Education would
like to start out by saying “Thank you” to our community
for their willingness to listen and to respond so readily to
the needs of our students. Our parents, staff, businesses
and citizens have taken our children into their hearts in so
many ways by saying “yes” when they have been asked to
support our students through the gift of their time and resources. Now we are asking for our community to support
our students and our community in a way in which they
have not been asked to do for twenty-seven years (1988
was the last time that our community had any debt payments for Owosso Public Schools facilities).
On Feb. 24, 2015 our community will be asked to vote
on a bond proposal to support the renovation of the existing facilities, and more, for the students and the community of Owosso Public Schools. The bond proposal
has been carefully thought out to meet the needs of not
only our students, but of our community now and well
into the future. We are proud of our school district and
our community for what we have been able to accomplish, but we believe that it is time to give our students
and community the facilities that demonstrate our community pride and that meet the needs of a 21st Century
learning environment. In addition, we are also being
given the opportunity to honor those that said “yes” to
this kind of investment more than 27 years ago by fulfilling their promise to our students and community to
continue investing in the heart of our community, the
students in our schools. This kind of investment continues to reap benefits far beyond any measure.
Again, thank you for all that you do and we look forward
to your support on Feb. 24 as we move our community
forward with yet another resounding “yes” to our students
and community.

Here are several reasons to vote “No” at the special election Tuesday, Feb. 24, on the Owosso Public Schools $54
million, 30-year bond issue carrying a 6.37 property tax
increase this year if it is approved. I have read several letters submitted with varying views of the Owosso Public
Schools bond issue.
I worked for the Owosso Public Schools for 36 years and
I know the infrastructure a lot better than most. Some of
the letters being written seem to think a brand-new building will create better education for students. Letters have
been submitted stating that if we build a Big Bold New
Building we may get School of Choice transfers for students. We may get a few transfers, but at a huge cost to the
taxpayers of this district.
I am sure everyone saw the pages upon pages of homes
that are being sold for unpaid property taxes – and it will

Taxable Value Changes
Notices for the 2015 Taxable Value of property in Owosso will be mailed on Friday, Feb. 20, city Assessor Larry
Cook has told the City Council. Taxable Value is the basis
for millage to be multiplied by in determining property
tax bills for July 1 and Dec. 1.
In his memo to the city council, Cook noted that countywide the average increase is 9.44 percent for Commercial
(stores, businesses and similar uses including restaurants);
3.84 percent for Industrial (specifically manufacturing
plants or any facilities classified as industrial); and 2.02
percent for Residential.
Due to the Headlee Amendment and other state Constitution provisions, the annual increase in Taxable Value
is capped at the Consumer Price Index of 1.6 percent.
That “capped” aspect of property taxes on each parcel is
in place until there is a sale, then it is “uncapped” and
the accumulated change occurs for the new owner. Local
assessors can more fully explain this to property owners
who have questions.

Some counties have put the cost of road patrol on the
townships. Sounds like a good idea to me. The townships
are the main beneficiary of road patrol (if you can call it
that – I, personally have not had much use for them). No
matter how you cut it, it is just wrong that townships have
money to spend on “luxuries,” without voter approval,
while the county is falling apart at the seams.

get worse. Homeowners will see their monthly payment
go up $50 a month to $200 a month if you use the school
district’s formula.
And these costs will be passed on by landlords to their
tenants. They have to. They cannot be expected to take
the heavy hit for this.
The last time we were faced with a similar question, the
economy was at a higher level. There were jobs. This area
has lost thousands of jobs by the closing of factories. Our
local economy is not recovering as fast as other areas.
I understand the School Board members would like to
get their names on a Bronze Plaque at the entrance of
the Big Bold new School. Every school has one of those
plaques – and I think it is nice that a person from another
school district is asking us to vote “Yes” and increase our
property taxes.
It’s absurd to think families will move here because we
have a New Big Bold Building. They may move here for
good middle-class jobs, and to Mr. (Tom) Ford, we have
worked on several projects together in the past, I can
assure you that this work will come from other areas –
Grand Rapids, South Lyon, Saginaw – it will not be local
contractors doing the work. All the Sinking Fund projects
that have been completed, the general contractors came in
from other communities. Mr. Ford, ask the school board
for a list of contractors that have worked on the Sinking
Fund projects.
Here is a question for the Owosso school board: If you
want elementary schools air conditioned, why have Sinking Fund monies not been used for this?

Supports Bond Proposal

The Shiawassee Regional Chamber of Commerce Board
of Directors has chosen to support the Owosso Public
Schools bond proposal, which will be considered by school
district voters in a special election Tuesday, Feb. 24.
It is important to support this initiative at this time for
a number of reasons. The cost of financing is favorable
and the construction industry is recovering, but is still at a
point where cost-efficient bids can be obtained, according
to Jeff Deason, Shiawassee Regional Chamber of Commerce President/CEO. Additionally, the area is rebounding economically and as it continues to do so, the chamber
believes it is important to have school systems that attract
families to the region. Studies have shown that better
school facilities provide an increase in property values,
which benefits all residents, not just those with school age
children, Deason added.
“Another important factor to employers is the ability to
create a talent pipeline from our schools to the jobs in the
region,” Deason emphasized. “Laws regarding Core Curriculum standards in Michigan have changed recently,
giving kids more options to engage in Career and Technical Education (CTE).
“Owosso Public Schools has been actively working with
community business leaders and creating partnerships to
determine the best options for serving our business community. Not every child will go to college, but that doesn’t
mean he or she can’t receive relevant training for technical
and manufacturing jobs that provide good income. Our
desire is to give those kids a reason to stay in our community and raise a family here. That talent pipeline will
become even more important in the next few years as the
baby boomers continue to retire and leave positions that
will need to be filled.”
The chamber sees a great opportunity for redevelopment
of the current middle school facility, an endeavor that would
be cost-prohibitive to the school district but maybe not to a
for-profit investor who could be eligible for different types
of financing. “There have already been some interesting
proposals for re-use of the building,” said Randy Woodworth, president, Woodworth Commercial, “and we look
forward to those possibilities. With the Armory project,

The newly formed Board of Commissioners for Shiawassee County has barely taken their seats and already there
are two commissioners left from the old board that seem
to have only one goal in mind...that is to make this board’s
goals fail, consequently, to make our local county government fail. A loss of power and bruised egos seems to be
the motivation for their behavior.
Commissioners Jeff Bartz of Bennington Township
and John Plowman of Perry obviously are continuing
their disrespect and rudeness to the general public at the
monthly meetings. This past behavior was a major impetus for the People’s Choice Committee to form and elect
new leadership.
This continuing behavior was especially evident at the
last board meeting on Feb. 12. I believe there are two ways
to do things to try to make yourself look good: be an asset
and pat yourself on the back, or knock the other person
down...be a part of the solution, or obstruct anything positive. What we critically need now is cooperation and an
ability to rise above petty anger.
In addition, their angry refusal to give this new board
a chance to govern and do the necessary work is purely
counterproductive. We need all seven commissioners doing the work (not five, as is currently being done), and
representing the constituents who just re-elected them. If
they find that this is personally impossible for them to do,
then they need to exercise the only decent option left to
them...please, do all of us a huge favor, and resign from
their public office.
There are many citizens in our county who still see this
as an honorable position, and would be more than willing
to represent their constituents. This county government’s
last decade has shown a steady decline in accountability/
ethics and common sense.
Give this new board a fighting chance, or walk away!

quilts. Her subject matter, which includes birch trees, flowers, ferns, sunsets, sparkling water and snow, along with a good use of color, gives her designs a punch. She also uses batik
fabrics, yarns, tulle, angelina fiber and thread for texture and depth in her work. Her techniques include “confetti” (mosaic-like, fusible applique), “impressionistic” (layered fabrics
under black tulle) and Collage (fusible web applique with free-motion machine stitching).
Working from photographs, many of them taken by Steve, Ann creates realistic landscape scenes using any of the three quilting techniques she has developed. She was the
2013 First Place Award winner in the Grand Rapids ArtPrize Competition receiving
$200,000 with her four-panel art quilt, “Sleeping Bear Dune Lakeshore.” She states, “My
art quilts are a perfect expression of my lifelong love of fabric, sewing and nature. I hope
to inspire and share my passion with others.”
*Steve is showing his Northern Michigan photographs next to the work his wife has
depicted in her art quilts. Growing up in Traverse City and a graduate of Northern Michigan University in the Upper Peninsula with a Fine Arts degree in Cinematography, Steve
has always loved movies. His father was an amateur photographer who taught him the
basics of black and white photography in a makeshift darkroom in their basement. After
graduation, he delved more deeply into darkroom photography and photo serigraphy. In
2001 he converted to digital photography. He explains, “I love to enjoy the outdoors and
beauty of Michigan so photographing it is a strong interest for me. I try to photograph
the sounds, smells and feelings as well as the vision of what I am experiencing. I don’t
like to include people in my photography as a general rule. People are visual noise to me
but can, on occasion and sometimes by accident, add a positive dimension to an image.”

‘Beautiful Baby’ Planning
The Curwood Festival will be holding its annual Beautiful Baby Contest on April

EXPANDING THEIR SERVICE – “Throughout the school year, students at St. Paul
Catholic School in Owosso serve those in need through local food drives, clothing drives,
blanket drives, raising money for charitable organizations, etc,” said teacher Brandi
Schueller. “Students are taught the importance of not only serving locally, but to expand
their services.
“The middle school students did that when they took their services to In the Image, a
center that offers new and gently-used clothing, house wares, furniture and appliances
to people in need. Those who receive the items do not have to make any type of payment.
The students, along with their teachers and some parents, helped sort and fold the clothing. Everyone worked very hard and the employees at In the Image were grateful for the
help they received. This service activity was part of a November field trip to the Gerald
R. Ford Museum in Grand Rapids.

of a home only on the day of collection – not left there
after the day of collection, or placed in front of a home
the day before collection, or for several days. Enforcement may be done by police under the Code. Violation

Scouts Connect with Nature
at the Harris Nature Center
The Harris Nature Center, 3998 Van Atta Road in Meridian Township, has badge programs for Webelos Cub
Scouts and Junior Girl Scouts this spring. This is an opportunity for scouts to earn their outdoor badges from the
professional staff at the Harris Nature Center. Scouts may
enroll as individuals or as a troop or den. The fee is $4.50
per scout.
Webelos Cub Scouts can earn their Geologist pin March
14 and Junior Girl Scouts can earn their Flowers Legacy
Badge April 18. Both badge workshops are on Saturdays
at 10 a.m. and last two hours.
“Boy Scout and Girl Scout programs are rich with outdoor experiences for children,” said Kati Adams, Park
naturalist, “and the Harris Nature Center is pleased to be
able to help them with that by teaching many of the outdoor and nature badges.”
