POSITION DESCRIPTION Directorate: Division: Position Title: Position Number: Classification: Chief Minister, Treasury and Economic Development Directorate Access Canberra Chief Operating Officer, Access Canberra E784 Executive 2.6 Directorate Overview CMTEDD leads the ACT Public Service (ACTPS) and provides strategic advice and support to the Chief Minister, Treasurer, Minister for Economic Development and the Cabinet on policy, financial and economic matters, service delivery and whole of government issues. The Directorate facilitates the implementation of government priorities and drives many new initiatives. The Directorate is also responsible for Shared Services which provides financial, ICT and HR support across Government. The Director-General of CMTEDD is also the Head of Service. Division Overview Access Canberra is an agency within CMTEDD responsible for administering the shopfronts and a range of regulatory arms from across the public service, which forms a ‘one-stopshop’ to make it easier for business, community organisations and individuals to work with the ACT Government. The agency comprises: shopfronts services; building and utilities regulation; electricity and natural gas, water and sewerage industry technical regulation; environment protection and water regulation; fair trading and registration, inspection and regulatory services; occupational licensing; public health protection regulation relating to food services; public unleased land permits; gaming and racing regulation; road safety and driver and vehicle licensing regulation, and WorkSafe ACT. The Role The Chief Operating Officer (COO) has operational responsibility of Access Canberra and will be required to provide leadership, management and the vision necessary to ensure that Access Canberra has the proper operational controls, administrative and reporting procedures, and people systems in place to ensure operational efficiency. The COO will also work in partnership with executives in CMTEDD and across the ACTPS to foster a high performance culture that is innovative, dynamic and customer focussed. GPO Box 158 Canberra ACT 2601 | phone: 132281 | www.act.gov.au The COO should have a proven record, as well as demonstrable skills, in change management, service delivery reform, non-government sector development, financial acumen and effective leadership. In particular, he or she should have: demonstrable skills in strategic thinking, change management and effective leadership; system design, business planning and workforce capability development; high level negotiation and communication skills and stakeholder engagement; proven experience in the provision of evidence based advice to government; demonstrated high level leadership in organisational best practice, which models excellence in person-centred service delivery and community engagement; demonstrated knowledge, and ability to implement, the stated direction of the ACT Government, in particular its social policy goals; and extensive knowledge of, and senior executive management experience in, the human resource management. The COO is responsible for: managing the day-to-day operations of Access Canberra and the core relationships with business and the community; leading staff in the organisation to successfully achieve the vision of Access Canberra; overseeing the delivery of customer services including; o adopting a client-centric approach o digital transformation of services o maintaining customer service accountability levels and other obligations • people development including coaching, mentoring and development and organisational capability development; • risk and quality management practices are in place across the services provided by Access Canberra; and • ensuring that supervisory and management practices are in line with public service human resource management practices, including employment equity, antidiscrimination, occupational health and safety and ethical behaviour. Selection Criteria A commitment to public service integrity and people management is essential. Applicants should be able to demonstrate their capacity to be responsive, manage a diverse workload with competing priorities to meet to tight deadlines, and to contribute to and support various activities across the Directorate including direct support to the Deputy DirectorGeneral Access Canberra. The successful applicant will be engaged under an executive contract. Prospective applicants should be aware that individual contracts are tabled in the ACT Legislative Assembly. Tertiary qualifications in a relevant field will be highly regarded.
