Course Description
This course focuses on oil field onshore and offshore
health, safety and environmental management. The
course cover codes of practice, safety management systems and correct procedures to follow as well as helping
to stay up to date with all of the latest health, safety and
environment legislation affecting the oil and gas industry.
Course Objectives
On successful completion of this training course, delegates should be able to:
n The basics of oil field production facilities.
n Differentiate between Hazard and Risk in order to assess their potential loss, and to set control measures
for safe work implementation.
n Evaluating risk mitigation probabilities and consequences and hence the urgency of the corrective
actions and precautions.
n Review the data, drawings of new projects and modifications design parameters needed to identify the
accidents causes.
n Fully aware about HAZOP methodology, qualitative
and quantitative methods for HAZOP, risk assessment, regulations, etc.
n Identifying and analyzing risks associated with a
recommended change to help ensure the minimum
losses to your company (this is the heart of any management of change MOC system).
n Know the basics of Environmental Impact Assessment
EIA as operated internationally.
n Know the basics of HSE auditing
n Collect and analyze evidence objectively
n Evaluate and report the results of an audit
n The basics of HSE MS in oil industry

HAZOP definition, What if techniques, Different comparisons between HAZOP & What if, Human errors,
Consultant roles and limitation, HAZOP Objectives,
HAZOP limitations, Root Cause Analysis, EPA Regulations and guidelines, Team members qualifications and
responsibilities, Lines of communications, Efficiency
Factors, Management Support, What If applications,
HAZOP applications, Leadership Influence, Administration Support, Facilities Documentation, Case Studies and Examples, Natural Gas Cavern Storage, Maritime Oil Jetty in the River Danube.
n Day 3
What is Management of Change (MOC), Why do we
need MOC, Does the Oil & Gas Industry ever need to
Manage Change?, Operating the MOC system, Description, purpose, and technical basis for the change
Assigned level of risk, Safety, Environmental, and
Health impacts, Necessary time period for the change,
Authorization for the proposed change, Ranking changes.
n Day 4
Purpose and aims of EIA, EIA administration and practice, concept of associated assessment processes,
key elements of the EIA process, undertaking an EIA,
role of public participation, stages that follow EIA, The
costs and benefits of undertaking EIA and, Understanding of the strengths and limitations of EIA.
n Day5
Irish and EU EHS legislation, The elements of ISO
14001 and OHSAS 18001, Environmental and Health
and Safety Auditing Skills, The Audit Team, The Auditing Tool Kit, The Case Study, Audit Execution, Gathering objective evidence through interviews, observations, sampling and notes, Interviewing Techniques,

About the Instructor

Eng. Khaled Okeil is a chemist with more than 11 years
experience with the environmental impact assessment of the
chemical and other types of wastes.

He has a wide practical experience in chemical laboratories,
environmental science, waste treatment, segregation, handling
and calculation of waste through monitoring. He also works as
an HSE and quality control in the field of hazardous waste management and treatment and worked with the analytical lab analysis.
Eng. Khaled has many responsibilities such as requesting the
devices for laboratory, calibrating the devices in the laboratory requesting the laboratory chemicals and treating chemicals,
performing Environmental Impact Assessment, training the junior chemists and technicians on petroleum quality control and
waste water treatment.
As an HSE officer, he Is responsible for ensuring the company
safety and environmental standards and policies are maintained
for Gemsa field facilities including the oil plant, platform , water
injection and field boats. He provides support, advisory inspections, keeping records, preparing reports, on-site supervision
and training, Maintains and update the management systems
in accordance with ISO 14001 and OHSAS 18001 Standards.
Eng. Khaled conducts Hazop studies, the standard surveying
techniques such as GPS capabilities, operates the company
hazardous job permit system according to company safety procedures. He encourages the reporting of near misses& unsafe
conditions using the company Performa, and carries out safety
& environment training and awareness for the crew in addition to
analytical lab analysis. He also acts as a combating team leader
for oil spill & control the operation of oil spill equipment, carries audit according to HSG 65 standard using ROSPA checklist, shares in Environmental Impact Assessment for wastewater
discharge.
