Governance Committee Events, Activities and Information

Membertou is one of many First Nations in Canada to sign onto the First Nations Land Management Framework
Agreement. The Agreement transfers authority and management of reserve lands from the Federal government to our own
control, and removes us from roughly 25% of the Indian Act.
But what does this really mean? To provide a better understanding of the Act, we have a compiled of some of the most
common questions our members might have. Over the next several issues of the Membertou Aknutmaqn newsletter, the
Governance Committee will feature new FAQs on Land Code.
Land Code Frequently Asked Questions (Part 3)
Q: Are off-reserve Members involved?
A: Yes, ALL Members 18 years or older, both on and off reserve have the right to vote on the Land Code and Individual
Agreement.
Q: What lands are involved?
A: Potentially, all 3 of Membertou reserve lands. The reserve lands of Malagawatch are not included because they are
jointly held with other communities.
Q: Will the land governance powers extend to traditional Membertou territories?
A: No. The land governance powers only relate to existing reserves held by Membertou. (Excluding Malagawatch)
Q: Will First Nation land be considered fee simple land?
A: No change to title is affected by our land code. Lands will continue to be reserve lands held in trust by Canada but
jurisdiction over the land and decision making in relation to the land will be in the hands of Membertou.
Q: Can Membertou make laws?
A: Yes. Membertou will have the power to make laws in respect of the development, conservation, protection, management,
use and possession.
Q: How will Membertou laws be enforced?
A: Membertou will have full power to enforce its land & environmental laws. Laws can also be tried in federal or provincial
courts.
Q: What powers will Membertou have?
A: All the powers of an owner in relation to its land, except control over title or the power to sell. Membertou will be able to
lease or develop their land & resources, subject to Membertou law.
Q: What happens to existing 3rd party interests?
A: Nothing. They will continue in effect according to their terms & conditions.

RE: ANNUAL DONATIONS - May Disbursement
Council gives its members the opportunity to split their annual donation into two payments if individuals want.
This means that if you fill out a Split Donation Application before the May deadline, you will receive half your
donation in May and half in November.
Council has approved changes to be made to the Donation Applications which will be available March 2nd. The
application will be available at the Band Office, on Membertou’s website for download and we will be mailing out
applications to those living off-reserve. The deadline for the May Split Donation will be May 4, 2015.

Tobacco Shop Price Increases
Effective April 1st prices at the Tobacco Shop will be increasing by 2.5%. This means that for most products
prices will increase by $1.00 or $2.00 per item. The price increase is necessary to keep pace with the rising
wholesale cost of tobacco products. Here is the new price list:

Maupeltuewey Kina’matno’kuom offers an optional hot lunch program for students in grades Primary to Six. The
10 meal punch card will be $25.00 ($2.50 per day for 10 days) or purchased at a daily cost of $3.00. Teachers
will keep track of the students’ meal card and will send reminders home when there is one meal left. If you are
interested in the Hot Lunch Program Option please see the administraion for further details.

We are currently working with the Nutritionist from the Union of Nova Scotia Indians to come up with healthy
lunch ideas according to the Canada Food Guide. We are looking at lowering the sodium and sugar levels.

Pupils registrering for Primary for the first time must be (5) years old of age on or before December 31, 2015.
Valid proof of the pupils age (official birth certificate), and Provincial Health Card Number and expiry must be
presented at the time of registration. Birth Certificates are required for the first day of school Septemer, 2015.

thanks to Darren Paul for watching over the sacred fire. Our sincere thanks to the staff of 4B, Palliative Care and
Dr. Power for their kindness, care and compassion for our Mom/Gram during her stay. Thank you to Father Paul
MacGillivary, Father Burke and Father Martin MacDougall for their visits. Special thanks to Mom’s best friend,
Viola Christmas, for her prayers and support during this difficult time. Our sincere thanks to Mom’s only living
sister, Auntie Josephine, for her prayers and comfort during Mom’s final days.
Our sincere thank you to the staff of Membertou Wellness Centre for all their help and caring support. The
CCAs were so kind and made her laugh every day. They loved Mom’s humour. Special thanks to the Membertou
Band for accommodating Mom/Gram so she could live comfortably in her home. Special thank you to the staff
of the MTCC for the wonderful meal they served. Sincere thanks to Terry Marshall and Glen Gould for leading
the salite/auction, Austin Christmas and his crew for collecting items and donations in the community, and the
ladies who helped with the salite. Special thank you Madelaine O’Reilly (granddaughter) for the special video she
made of Mom/Gram. Great memories for all to cherish.
We are forever grateful to anyone who helped in any way. Thank you for your love, support and kindness during

Please remember to watch your mail for T4 slips for OAS, Canada Pension and Child Tax Benefits. I called Revenue
Canada and they will be mailing T4 slips during the months of January and February.
Revenue Canada will be sending me “Income Tax Returns” for 2014 end of February so I will not be able to do
income tax returns until the month of March. If you have not filled out your 2013 Income Tax returns, I have some
left in the office. You need to file your income tax returns to get your OAS, Supplement, Family Allowance and
your GST.
The Nova Scotia Heat Rebate($200.00) can not be processed unless you have filled out your 2013 returns. If your
heat rebate forms were mailed back to you, please come in and we can do another income tax return. You have
until March 31, 2015 to qualify for the heat rebate.

The deadline to apply for METS and STAIRS funding for September courses is Friday, May 29, 2015.
This includes NSCC and other private colleges. If you are in a 2-3 year program you are required to apply for
funding each year.

After Hours Phone Service for Housing Repair Emergencies
Membertou residents experiencing housing repair emergencies are asked to call the Housing Department’s main
telephone line at 902-564-2111 and they will be directed to a call answering service. If the call is considered an
emergency then the call answering service will contact the Director of the Housing Department immediately
who will arrange for a qualified contractor or Housing Department employee to address the situation.
The telephone service will operate between 4:30 PM and 8:00 AM on weekdays or 24 hours on weekends and
holidays. All non-emergency calls will be forwarded to the Housing Department on the following business day.
If there are any questions or concerns about this service please do not hesitate to contact any member of Chief
and Council or Randy Carroll, Director of Housing and Community Facilities.
Membertou Breast Cancer Survivors donate to Membertou School
During the Community Awards Banquet held on
February 17, a special donation of $1,000.00 was made
to Maupeltuewey Kina’matno’kuom from Membertou’s
breast cancer survivors.
Sister Dorothy Moore made the special presentation
on behalf of the breast cancer survivors to education
director Darren Googoo.
The donation will go directly toward purchasing new
books for the school library. On behalf of all the students, we are truly appreciative and grateful for your
generous donation.

Substance Abuse
and Addiction
What Are Substance Abuse and Addiction?
The difference between substance abuse and addiction is very slight. Substance abuse means using an illegal substance or using a legal substance in the wrong way. Addiction begins as abuse, or using a substance like marijuana
or cocaine.
You can abuse a drug (or alcohol) without having an addiction. For example, just because Sara smoked pot a few
times doesn’t mean that she has an addiction, but it does mean that she’s abusing a drug — and that could lead to
an addiction.
People can get addicted to all sorts of substances. When we think of addiction, we usually think of alcohol or illegal drugs. But people become addicted to medications, cigarettes, even glue!
And some substances are more addictive than others: Drugs like crack or heroin are so addictive that they might
only be used once or twice before the user loses control.
Addiction means a person has no control over whether he or she uses a drug or drinks. Someone who’s addicted
to cocaine has grown so used to the drug that he or she has to have it. Addiction can be physical, psychological,
or both.
Physical Addiction
Being physically addicted means a person’s body actually becomes dependent on a particular substance (even
smoking is physically addictive). It also means building tolerance to that substance, so that a person needs a
larger dose than ever before to get the same effects.
Someone who is physically addicted and stops using a substance like drugs, alcohol, or cigarettes may experience
withdrawal symptoms. Common symptoms of withdrawal are diarrhea, shaking, and generally feeling awful.
Psychological Addiction
Psychological addiction happens when the cravings for a drug are psychological or emotional. People who are
psychologically addicted feel overcome by the desire to have a drug. They may lie or steal to get it.
A person crosses the line between abuse and addiction when he or she is no longer trying the drug to have fun or
get high, but has come to depend on it. His or her whole life centers around the need for the drug. An addicted
person — whether it’s a physical or psychological addiction or both — no longer feels like there is a choice in taking a substance.

Healthy Pregnancy Classes
The Healthy Pregnancy Classes dates for April are as follows: Wednesday,
April 1, 2015 at 1:15 PM and Wednesday, April 22, 2015 at 1:15 PM. Both
Sessions will be held at the Membertou Wellness Home. Door prizes and
refreshments provided.
Well Baby Clinic
Well Baby Clinic dates are Tuesday, April 7, 2015 and Tuesday, April 21,
2015 both clinics are from 1:00 to 4:00 PM at the Membertou Wellness
Home. Services include: update child’s/children’s Immunizations, Nipissing Developmental Screening, height/weight check, etcetera. No appointment necessary.
Prenatal Information Session
For prenatals, mothers of newborns and toddlers will be held on Monday,
April 20, 2015 at 1:15 PM at the Membertou Wellness Home. For Membertou Band and community members. Bingo, refreshments and door prizes!
Screening Clinic
For blood pressure, glucose, and cholesterol will be taking place on Wednesday, March 26, 2015 from 1:00 to 4:00 PM at the Wellness Home. Door
prizes and refreshments provided.
Diabetes Information Session
The next Diabetes Information session is scheduled for Thursday, April 23,
2015, at 1:15 PM at the Membertou Seniors Centre. For Membertou community and band members who are diabetics only. Bingo, refreshments and
