Prohibited Burning Extended to 28th March 2015
Please note that the Shire of Capel will be extending the prohibited Fire Season
from the 14th March to the 28th March 2015.
This means that Camp Fires and burning of garden refuse is not allowed.
This period may be extended further dependent on weather conditions.

Over the Christmas Holidays the Capel YAC
Group hosted a Photography Competition using
social media.
The theme was Landscape and the winner was
announced during the InZone Photography
workshop which was hosted by professional
photographer Tameika Brumby.
Congratulations to Jamie Oakes who provided
the winning entry, pictured to the left and a
special mention to finalist Bradley Carter for his
entry pictured below.
The Shire of Capel’s YAC Group is made up of young people who have a passion and an interest in
being involved in what is happening in their community.

Draft Boyanup Transport Infrastructure Study
Council has recently adopted the draft
‘Boyanup Transport Infrastructure Study’ for
the purpose of community consultation.
vehicle dependence is an important focus while
retaining the road and rail infrastructure that
can benefit the Boyanup economy.
The Study has been formulated to provide a
policy framework for the improvement of traffic
management and safety in Boyanup including
pedestrian and bicycle access.
The draft Study is currently open for public
comment and you are invited to make a
submission on the proposals before 16 April
2015. A copy of the documentation is
available to review at the Boyanup Library as
well as at the Shire office in Capel, and on the
Shire’s web page (www.capel.wa.gov.au)
under ‘Community Consultation’.
It is intended to be adopted as a Town
Planning Scheme Policy to provide for
improved road and non-vehicle access and
safety within the town. The reduction of motor
Boyanup East Structure Plan - Public Comment Closes 16 April
Council has adopted the draft ‘Boyanup East
Local Structure Plan’ and Scheme Amendment
No. 52 for the purpose of community
consultation.
The draft Plan reflects the outcomes of the
adopted Boyanup Townsite Strategy which
identifies the subject land for future urban
(residential) development.
The Plan provides a basis for the future
development of over 300ha of land to the
east of the Preston River. The Plan
anticipates the development of over 1,400
dwellings in the long term with a wide range
of lot sizes, a public primary school, local
shops, public open space and other
community facilities.
The proposals are currently advertised to the
community for comment and you are invited
to make a submission. A copy of the
documentation is available for review on the
Shire’s web page (www.capel.wa.gov.au),
the Boyanup Library and the Shire office in
Capel. Please note that the closing date for
comments is 16 April 2015.

Draft Scheme Amendment No.60 - Capel Townsite
Council resolved at its meeting in December
2014 to adopt draft Scheme Amendment No. 60
for the purpose of community consultation.
The main purpose of the Amendment is to
implement outcomes of the Capel Townsite and
Public Open Space Strategies.
The key aspects of the draft Amendment relate
to:

Including Greater Bunbury Region Scheme
Reservations and additional clauses relating
to connection to sewerage and Town Centre
zone;
Increasing residential densities;
•
Rezoning some land in Roe Road to Town
Centre zone; and
•
Including some land in the local scheme
reservations for Recreation or Public
Purpose.
The draft Amendment is currently being
advertised to the community with
submissions due by 4pm on 27th March
2015.
A copy of the Amendment is at the front
counter of the Shire Office and the Capel
library .
Green Waste Collection
The kerbside collection of green waste will be
carried out in the residential areas of
Boyanup, Capel, Dalyellup and Peppermint
Grove Beach and will take place between
Monday 6 April and Friday 10 April 2014.
As the green waste collection will not be on
your normal collection day please ensure that
all green waste is placed out before the 7
April.

Capel Stable Fly Action Group - Provided the following information
On Thursday 19 February, 47 concerned residents and
ratepayers attended a meeting with representatives
from the Shire of Capel, Dept Agriculture, WA Veggie
Growers Assn and Capel Farms to discuss a problem
that is severely affecting local residents, businesses,
livestock, property owners and tourism - Stable Fly
Infestations.
The meeting brought the extent of the problem to the
attention of the relevant authorities, informed attendees
about the research and current management practices
for stable flies and attempted to find some resolutions to
the problem.
As a result, a sub-committee - now known as the Capel Stable Fly Action Group (CSFAG) has been
formed. This committee will act on behalf of ratepayers and residents who are affected or concerned
about the effects stable fly infestations cause to our region.
The CSFAG urge all residents and ratepayers who are affected by this problem to stand up now and
assist the cause. The very same problem is entrenched in regions North of Perth to unbearable
levels. For our beautiful region to be as greatly affected would be nothing short of a tragedy. This
is a very real problem that is not improving so action is required now before it is too late.
Some attendees at the meeting left their email address and they will be contacted shortly. If you do
not receive an introductory email, or would like to be kept informed, then please send an email
including any impact statements or offers to assist.
The CSFAG are in the process of preparing documentation to go to the Shire for budgeting & the
Minister for Agriculture for purposes of legislation so your input is needed NOW.
What can I do, you ask? Start a conversation, check on your friends and see if they are affected,
register your email to receive updates & information, report any impacts you are experiencing and
most of all become aware of the breeding grounds of this pest (lawn clippings, vegetable matter +
manure etc) and check that they are not breeding in your back yard.
Most importantly please help us to help you by downloading the Stable Fly Infestation Log Sheet.
Please complete as often as you are affected over the next 30-45 days and return to the action
group via email. CSFAG can then pass this information on as tangible evidence of the effect this
pest is having on our region. Without your voice progress will be slow.

Parking on or over footpaths or reserves
Community Rangers have recently spoken with a number of residents regarding parking of vehicles
on /over footpaths or, on reserves.
Footpaths should be left unobstructed for the use of pedestrians and people with prams,
wheelchairs or mobility scooters.
Please note that it is not permitted to drive or park on / over footpaths or on reserves within the
Shire of Capel whether signposted or not.
Act Belong Commit Cultural Fiesta
The Shire of Capel have partnered with Healthway to host the Act Belong
Commit Cultural Fiesta at Dalyellup Central Lakes Park on Saturday 21st
March, 2015. This promises to be a great day of fun and entertainment for
all ages! The program is as follows:

Welcome to Country

Rhythm of Africa Performance – be immersed into the thrilling
rhythms of African music and try out some of the traditional
percussion instruments.
12.50pm
Latin Dance – experience the fiery rhythms and movement of
Central America. It will get everyone of their feet and
dancing to the beat!
2.00pm Hip-Hop Infusion – artists will
perform a Hip-Hop routine and then engage
the audience in an interactive, high energy workshop on beginners
Breakdance and Hip-Hop routines
3.10pm Cool Capoeira –
be amazed by this unique
African-Brazilian art form
that fuses dance, martial
arts, acrobatics, music and song into an exciting highenergy martial art!
Koppa Roasting, Spice Journey (Indian Curry Van) and the Dalyellup Beach Community Association
will be selling food and refreshments throughout the event. There will be a 30 minute break in
between each performance.
Children are encouraged to decorate their bikes with a multicultural theme and ride them to the
event. They will be stored to the side of the stage throughout the
event and prizes will be awarded for the best dressed bikes. A
$50 Smiggles Voucher will be awarded to the best dressed bike

Neighbourhood Watch
Neighbourhood Watch is a community
engagement program that is supported by the
Shire of Capel and Police. The aim is to create
safe communities and to bring people together
to build community spirit and a sense of
responsibility between neighbours. Basically, it
encourages neighbours to get to know one
another, look out for one another and report
suspicious behaviour. For example, you may
see someone suspicious walking around your
neighbour’s yard. You know they don’t live
there and have never seen them before so you
jot down their gender, height, hair colour and
length, their build, complexion and the clothes
they are wearing. You then pass this
information onto your neighbour, and if the
person was not meant to be there your
neighbour has valuable information to pass
onto the Police as a result of your neighbourly
support.
The dates for Neighbourhood Watch meetings
in 2015 are as follows:
Crime prevention is everybody’s responsibility
and as a program we need representation from
all walks of life, all ages, all cultures and all
genders. Please contact Donna on 9727 0222

Neighbourhood Watch. Please note that
attendance at meetings is not compulsory and
you will still receive a copy of the minutes of all
meetings. The main objective is to get to know
your neighbours and to look out for one
another. Another benefit of becoming a
member of Neighbourhood Watch is that you
receive a number of stickers to put up around
your home. Research shows that offenders are
generally deterred from breaking into homes
that have Neighbourhood Watch stickers
around the home. They would prefer to target
the next street down the road that doesn’t
have any Neighbourhood Watch stickers.

Neighbour Hood Watch - Continued
Crimestoppers Notepads
WA Police, in partnership with Neighbourhood
Watch and Crimestoppers have produced
notepads for reporting suspicious behaviour/
activity to Crimestoppers. You simply fill out the
top and bottom pages with all the information
you have, then scan the pages and email them
to [email protected]
Alternatively, you can take the notepad into a
Shire Library and they will scan and email it to
Crimestoppers free of charge.
Crimestoppers receives anonymous information
about crime and allocates it to the most
appropriate Police group to respond to or use to
assist with investigations. It is not expected
that callers put themselves at risk to obtain such
details. These notepads are available from the
Shire Administration Building and all Shire
Libraries.
Alarm Discounts
Members inquired at the Capel NHW meeting in
November 2014 whether security alarm
providers would consider providing discounts for
neighbourhood watch members. A number of
security alarm providers were contacted with
some good outcomes. Members wanting to
know more are asked to contact Donna Sims at
the Shire Administration Office
Bunbury Police on Twitter
You can now receive live feeds of recent criminal
activity by following the Bunbury Police on
Twitter. For example, on 10th February, 2015,
Bunbury Police tweeted that a female Dalyellup
resident was charged with cultivating a
prohibited plant, possessing a prohibited drug
and possessing drug paraphernalia. Seven
cannabis plants, two smoking implements, a
large quantity of cannabis seeds and dried
cannabis material were located at the female’s
premises in Dalyellup that day. You will need to
set up a Twitter Account by entering a user
name and email. Once your account is set up
you can then start following Bunbury Police.

Ranger News
All dogs must be microchipped before 1st November 2015
Dog owners are reminded that in addition to the requirement to register your dog with Shire of
Capel, all dogs 3 months and over must be microchipped by 1 November 2015 whether registration
expires or not.
A microchip is about the size of a grain of rice and can be implanted in your dog by your local vet.
The details of the dog and your contact numbers are recorded on the Central Animal Records
database for the life of your pet.
This means your dog is permanently identified and can be safely returned to you even if there is no
other identification or collar on the dog.
Once the microchip has been implanted, dog owners should contact Shire of Capel administration
office on 9727 0222 to provide the microchip number so that it can be recorded on the Dog Register.
Please note that there is a penalty of $200 under the Dog Act for failing to ensure a dog is
microchipped.
Dogs in hot cars
Dogs confined to a hot car are at risk as they cool
themselves by panting. In the environment of a hot car, dogs
are unable to regulate their body temperature.
In the time it takes to pick up a few things from the shops, a
dog left in a hot car could be suffering or have already died.
The advice provided by the RSPCA (Western Australia) is:♦ It is preferable not to leave dogs in a vehicle at any time
of the year - even when the windows are down dogs can
still overheat and die. If in doubt, leave your animals at
home.
♦ Even on mild days the temperature inside the vehicle rises rapidly to dangerous levels.
♦ When the ambient temperature is 22°C the temperature inside a car can rise to over 47°C in a
matter of minutes.
♦ The high temperatures in the car combined with inadequate ventilation/air flow mean that the
dog cannot thermo-regulate leaving them vulnerable to over-heating which can be fatal. Animals
in these conditions can suffer an agonizing death.
If you see a dog locked in a hot car and the driver cannot be contacted, contact the RSPCA on 9209
9300.
