subject : Inordinate detay in holding DPC for promotion
of lB(E)s officers at a1 levels
Respected Sir,
You may be kindly aware that Indian Broadcasting
(Engineers) service officers belong
to Group 'A', organized services of central Government
and all the lB(E)s officer are either
directly recruited by UPSC or have entered
the service as a result of promotion from Group
'B'to Group'A'through upsc as per rB(E)s
Recruitment Rures.
As
per the Prasar Bharati
Amendment Act, 2011 all these IB(E)S officers
are on
deemed deputation to Prasar Bharati and
have the status of government servant till
their
retirement' The status of these employees
can be clarified from the report of standing
committee on Information and rechnology
, 2o1o-11that deliberated on drafting the prasar
Bharati Amendment Bill 201012011 (Annexure
1).These officers are to be governed by
the
existing Recruitment Rules(RR) of lB(E)s
which have been recenily approved by Upsc
for
amendment and notified vide Notification
No 1 dated 01"tJan 2013 (Annexure 2).
As perthe
Recruitment Rules,UPSC is the competent
authority to conduct Departmental promotion
committees (DPCs)at all the levels i.e. Assistant
Engineer to Junior Time scate (JTS), senior
Time scale (srs) to Junior Administrative
Grade (JAG), Junior Administrative Grade
to senior
Administrative Grade (sAG) and senior
Administrative Grade to Higher Administrative
Grade
(HAG)(JTS to
promotion is to be conducted by
the Ministry of Information and
Broadcasting)' uPSc had smoothly
conducted all the Dpc,s in past since the inception
of IB(E)S in 1981 to May 2013.

However, in last few months when the proposals for promotion of IBES officers were
sent to UPSC by the MlB, UPSC has refused to entertain them questioning availability of
(government) posts for these officers to be promoted. ln this regard, it is brought to your kind
knowledge that as per RRs there are 1473 cadre posts for IBES officers at various levels (pl
see page 6 of Annexure 2). Hence, the posts which are held by the existing government
(IBES) officers and the posts to which they are to be promoted are cadre posts belonging to
the government. Hence, the question regarding availability of government posts for promoting
these officers is baseless.
lB(E)S officers are highly demoralised due to inordinate delay in holding DPCs. Some
of the officers have faced personal loss as they have retired without getting their due
promotions. lt is pertinent to mention here that due to severe stagnation, few officers are
working at the level of STS even after completing 25-30 years of service in Group 'A' while the
government norms require seventeen years of service to get promotion in JAG grade. Denial
of promotions to the officers on unjustified grounds and bureaucratic delays is unjustified and
against the Doctrine of Legitimate Expectation and naturaljustice.
In view of above, I would request your personal intervention in the matter to resume
DPCs for promotion of IBES officers at various levels as soon as possible.
