Being nominated to an event does not mean the athlete, coach or staff member will be selected to participate at the event. ! – DECISION MAKING AUTHORITY The National coaches, in conjunction with the High Performance Manager (HPM), are responsible for the development and implementation of these nominating procedures. All team nominations will be ratified by the High Performance Committee (HPC). The HPM is responsible for ensuring that the process outlined in this document is properly followed and that the nomination process is fair and equitable for all candidates. ! – ATHLETE ELIGIBILITY In order to be eligible to be considered for nomination to an event, all athletes must meet the following requirements at the time of nomination and maintain these requirements throughout the 2015 – 2016 competitive season: •
Be a Canadian citizen; •
Hold a valid Canadian passport that does not expire within 6 months of your event return date; •
Be in compliance with all relevant United World Wrestling and CPLA requirements for eligibility; •
Sign an submit the WCL Athlete Agreement Form no later than April 6th, 2015; •
Be a member in good standing of WCL. WCL is under no obligation to send complete teams to the Pan American Championships, World Championships, or other International events. Male athletes will not be permitted to compete in both Freestyle and Greco-­‐Roman styles if they qualify for both National Teams. Athletes will be required to make a choice indicating which style they will wrestle, submitted to the HPM no later than March 22nd, 2015. Junior NT Nomination Procedures 2015-­‐2016 3 ! – FUNDING Men’s and Women’s Freestyle: Weight classes may not be funded equally and athletes may be required to self-­‐fund. Any funding allocation will be performance based and at the discretion of the National coaching staff and HPM, who will recommend funding allocations to the HPC for ratification. Any funding that is allocated to athletes for National/International training and/or competitive opportunities will be specific to that opportunity only. Men’s Greco-­‐Roman: This program will be self-­‐funded. ! – !"#$ JUNIOR CANADIAN CHAMPIONSHIPS Brock University, St. Catharines, ON March 20 – 22, 2015 The 2015 Junior Canadian Championships will be run using the eight United World Wrestling weight classes: Women’s Freestyle (FW): Men’s Freestyle & Greco-­‐Roman (FS, GR): 44 kg, 48 kg, 51 kg, 55 kg, 59 kg, 63 kg, 67 kg, 72 kg 50 kg, 55 kg, 60kg, 66 kg, 74 kg, 84 kg, 96 kg, 120 kg The 2015 Junior Canadian Championships will be held at scratch weight (no weight allowance). Athletes who plan on competing in both the Junior and Senior Canadian Championships will be required to make weight for both tournaments. True ranking from the 2015 Junior Canadian Championships, as well as any wrestle-­‐offs will determine the final nominations for team selection. If no athlete ranking in the top 2 from the 2015 Junior Canadian Championships accepts their nomination for team selection, the National coaches will make a performance based nomination to the HPC for ratification. Junior NT Nomination Procedures 2015-­‐2016 4 True Rankings: The second ranked athlete in each weight class at the 2015 Junior Canadian Championships will be classified as the true second ranked athlete, unless s/he has not wrestled against the third ranked athlete at the 2015 Junior Canadian Championships. In that case, a one match wrestle-­‐off will be held between the second and third ranked athletes. If these athletes have wrestled each other at any point during the 2015 Junior Canadian Championships, the result of that match will determine true second. Wrestle-­‐offs for true second will take place the day following the 2015 Junior Canadian Championships. Canadian Citizens and Permanent Residents (Landed Immigrant) Status: Permanent Residents are eligible to wrestle in the 2015 Junior Canadian Championships but must meet athlete eligibility requirements at the relevant time to be eligible for nomination to an event. !.# – S EEDING The WCL HPM will perform the seeding for the 2015 Junior Canadian Championships. The HPM will present the seeding nominations to the coaches on a weight class by weight class basis according to the seeding criteria outlined below. Coaches will have an opportunity to identify any athlete(s) who meet the seeding criteria that may have been omitted. Criteria, in ranking order: 1. Returning weight class champion from the 2014 Junior Canadian Championships 2. Returning weight class champion who has moved up or down a weight class. a. If there are two (2) such champions, the highest seed shall be awarded to the winner of any bouts between the two (2) athletes at any point during the 2014-­‐2015 carding cycle. If the athletes have not met, performance criteria will be used to determine which of the two athletes will be given the higher seed 3. Returning second (2nd) place ranking in the same weight class from the 2014 Junior Canadian Championships 4. Returning second (2nd) place ranking from a different weight class at the 2014 Junior Canadian Championships 5. Returning third (3rd) place ranking in the same weight class from the 2014 Junior Canadian Championships Junior NT Nomination Procedures 2015-­‐2016 5 6. Returning third (3rd) place ranking from a different weight class at the 2014 Junior Canadian Championships 7. Returning fourth (4th) place ranking in the same weight class from the 2014 Junior Canadian Championships 8. Returning fourth (4th) place ranking from a different weight class at the 2014 Junior Canadian Championships 9. If there are any remaining seeds, they will be awarded to a first year Junior who has placed in the top four (4) at the 2014 Juvenile Canadian Championships Performance criteria, in order: 1. International tiering index (2014-­‐2015 carding cycle) 2. Domestic carding points 3. If athletes are still tied after the above criteria, a random draw will occur Seeds 1 through 4 on a position-­‐by-­‐position basis. •
A maximum of four (4) seeds per weight class •
Coaches cannot withdraw their athletes from seeding •
Criteria are weight class specific (unless otherwise noted) !.# – W RESTLE-­‐OFFS Any athlete who is unable to compete at the 2015 Junior Canadian Championships due to injury or competition at another event may still be considered for nomination, providing they proceed as follows: 5.2.1 -­‐ Injury: The athlete will have the opportunity to submit a petition to the HPC for a wrestle-­‐off, providing the following conditions have been satisfied: 1. The official WCL “Inability to Participate Medical Form” is completed by an approved WCL physician and submitted to the WCL HPM prior to the start of the 2015 Junior Canadian Championships. 2. Performance Benchmarks: •
Is a defending Junior or Senior World / Olympic medallist; OR •
Achieved an international tiering index of at least 1.0 Junior NT Nomination Procedures 2015-­‐2016 6 In order for a wrestle-­‐off to occur, the petition must be ratified by the HPC. 5.2.2 -­‐ Competition at another event (conflict with the 2015 Junior Canadian Championships): The athlete will have the opportunity to submit a petition to the HPC for a wrestle-­‐off, providing the following conditions have been satisfied: 1. The athlete must advise the WCL HPM of the conflict no later than March 1st, 2015. 2. The HPC must be satisfied that the conflicting event is of a similar competitive level as the Nominating Event; for example, NCAA Division 1 Championships, World Cup, etc. In order for a wrestle-­‐off to occur, the petition must be ratified by the HPC. !.# – W RESTLE-­‐OFFS A PPROVED B Y T HE H PC •
The weight allowance for an injury provision wrestle-­‐off will be +2 kilograms. •
The wrestle-­‐off will be conducted between the 2015 Junior Canadian champion and the challenger in a best two (2) of three (3) matches. The 2015 Junior Canadian champion will be credited with one match up. •
The date, time, and location for the wrestle-­‐off will be determined by the National coaches and HPM, taking into consideration: a. The most economical and cost effective location; b. The injury status and any other restrictions of the athlete involved (if applicable); and c. Nomination requirements and deadlines for selection •
Once the date is set, if either wrestler misses a wrestle-­‐off, the wrestler who has missed the match will forfeit that match. For example, if the Canadian champion misses the 1st date of the wrestle-­‐off, s/he loses a match and a second wrestle-­‐off date is set. If the challenger misses the 1st wrestle-­‐off, the Canadian champion will be nominated for team selection. •
If both wrestlers miss the 1st wrestle-­‐off, the Canadian champion will be nominated for team selection. The wrestle-­‐off will be held no later than the 2015 Canada Cup. Junior NT Nomination Procedures 2015-­‐2016 7 If more than one wrestler is eligible for a wrestle-­‐off in the same weight category then those eligible for the wrestle-­‐off must first compete against one another, in a single elimination one match wrestle-­‐off, before wrestling off against the Canadian champion. ! – !"#$ PAN AM CHAMPIONSHIPS Havana, CUB May 6-­‐8, 2015 Men’s & Women’s Freestyle: The highest ranked athlete in each weight class will be nominated for team selection. The second highest ranked athlete will be the first alternate and the third ranked athlete will be the second alternate. Men’s Greco-­‐Roman: The domestic standard required to attend the 2015 Pan Am Championships is a #1 ranking. In the event that the #1 ranked athlete is also the #1 ranked athlete in men’s freestyle, and chooses to wrestle freestyle, the #2 ranked athlete will be allowed to submit a petition to the HPC for team nomination. !.# – T IMELINE S UMMARY DATE March 20-­‐22, 2015 March 25, 2015 April 1, 2015 EVENT Nomination event: 2015 Junior Canadian Championships Athletes, coaches, staff will be notified of their nomination1 Deadline for #2 to submit petition to the HPM Deadline for athletes, coaches, staff to accept their nomination to WCL •

Junior NT Nomination Procedures 2015-­‐2016 8 ! – !"#$ WORLD CHAMPIONSHIPS Recife, BRA August 11-­‐16, 2015 Men’s & Women’s Freestyle: The highest ranked athlete in each weight class will be eligible, pending nomination from the National coaching staff. Final team selection will be based on international performance at the 2015 Junior Pan Am Championships as well as the 2015 Canada Cup. The following performance criteria will be used to help guide athlete nomination: •
Top 3 ranking at the 2015 Junior Pan Am Championships •
Top 8 ranking at the 2015 Canada Cup •
Evaluation at various National Team training and competitive opportunities •
Evaluation of overall performance and commitment to the 2015 – 2016 Junior National Team program The true #2 ranked athlete will have the opportunity to apply to the HPC for team selection if the highest ranked athlete in the same weight class choses to decline their nomination. !.# – T IMELINE S UMMARY DATE June 12, 2015 June 17, 2015 June 19, 2015 June 22, 2015 June 24, 2015 EVENT Deadline for #2 to submit petition to the HPM Date athletes will be notified of their nomination for team selection Deadline for athletes, coaches, staff to accept their nomination to WCL • If athlete #1 declines, athlete #2 will be informed of nomination Deadline for athlete #2 to accept their nomination to WCL, if applicable Final team roster is announced Men’s Greco-­‐Roman: Wrestling Canada Lutte will not sanction athletes to compete in the 2015 Junior World Championships. Junior NT Nomination Procedures 2015-­‐2016 9 ! – INDIVIDUAL PROGRAMS FOR NOMINATED TEAM MEMBERS AND ALTERNATES Nominated team members and alternates will be required to demonstrate a commitment to an approved training and competition program, leading into and throughout the 2015-­‐2016 competitive season. National Team training camps and scheduled competitions are a necessary part of an athlete’s preparation program and are, therefore, mandatory. Both athletes and personal coaches must be in constant communication with the National coaching staff, HPM, and National IST leads in order to collaborate on best practices and ensure optimal preparation for the benchmark event. In addition to programs identified, the personal coach, National coaching staff and the HPM will identify specific competitive and training program requirements for each National Team member. These requirements will be based upon the athletes’ individual needs. ! – CLUB ATHLETES ON WCL SANCTIONED TRIPS Provincial/club athletes may be sanctioned to participate in WCL National team trips, pending HPC approval. In the situation where two or more athletes apply for an international tournament with a limitation of one athlete per team per weight class, the result from the 2015 Junior Canadian Championships will determine the candidate. !" – DOPING CONTROL Doping control will be conducted throughout the 2015 and 2016 calendar year. National Team athletes may be requested to submit to doping control as selected on a random basis by the Canadian Centre for Ethics in Sport (CCES) in Canada and/or by the recognized International Doping Association outside of Canadian borders. It should be noted that those named to any National Team are subject to doping control. Should a doping infraction occur, that individual, in addition to other sanctions, will be removed from the National Team. All National Team members will be required to complete the CCES e-­‐learning course prior to competing internationally. Junior NT Nomination Procedures 2015-­‐2016 10 !! – APPEALS PROCEDURE WCL nominations may be appealed in accordance with the procedures set out in the WCL Dispute Resolution Policy. Any dispute relating to the WCL internal nominating procedures must be brought forth in accordance to the WCL Dispute Resolution Policy. If all parties agree, the WCL Dispute Resolution Policy can be bypassed and the matter can be brought immediately before the Sport Dispute Resolution Centre of Canada (SDRCC) who will then manage the appeals process. !" – GENERAL This document will take into effect the day of the first weigh-­‐in for the 2015 Junior Canadian Championships and will end on the eve of the first weigh-­‐in for the 2016 Junior Canadian Championships. This document will be circulated via email to all PTSOs as well as posted on the WCL website. All subsequent amendments to the approved nominating procedures will be circulated via email to all PTSOs as well as posted on the WCL website. !" – MODIFICATION OF THIS DOCUMENT/UNFORESEEN CIRCUMSTANCES
In the event of unforeseen circumstances beyond the control of WCL, that prevents the fair implementation of these nomination procedures as written, the HPC reserves the right to determine an appropriate course of action, which may include the right to review and change any part of the international nomination procedures in the case of a rule or policy change from United Word Wrestling, CPLA, or WCL. !" – LANGUAGE
