Being nominated to an event does not mean the athlete, coach or staff member will be selected to participate at the event. ! – DECISION MAKING AUTHORITY The National coaches, in conjunction with the High Performance Manager (HPM), are responsible for the development and implementation of these nominating procedures. All team nominations will be ratified by the High Performance Committee (HPC). The HPM is responsible for ensuring that the process outlined in this document is properly followed and that the nomination process is fair and equitable for all candidates. ! – ATHLETE ELIGIBILITY In order to be eligible to be considered for nomination to an event, all athletes must meet the following requirements at the time of nomination and maintain these requirements throughout the 2015 – 2016 competitive season: •
Be a Canadian citizen; •
Hold a valid Canadian passport that does not expire within 6 months of your event return date; •
Be in compliance with all relevant United World Wrestling and CPLA requirements for eligibility; •
Sign and submit the WCL Athlete Agreement Form no later than April 6th, 2015; •
Be a member in good standing of WCL. WCL is under no obligation to send complete teams to the Pan American Championships, World Championships, World Cup, or other International events. Male athletes will not be permitted to compete in both Freestyle and Greco-­‐Roman styles if they qualify for both National Teams. They will be required to make a choice indicating which style they will wrestle, submitted to the HPM no later than March 22nd, 2015. Senior NT Nomination Procedures 2015-­‐2016 (Men’s & Women’s Freestyle) 3 ! – FUNDING Funding priority will be given to athletes in the six Olympic weight classes. As such, weight classes may not be funded equally and athletes may be required to self-­‐fund. Any funding allocation will be performance based and at the discretion of the National coaching staff and HPM, who will recommend funding allocations to the HPC for ratification. Any funding that is allocated to athletes for National/International training and/or competitive opportunities will be specific to that opportunity only. ! – WCL NOMINATING PROCEDURES !.# – S ENIOR F REESTYLE C ANADIAN C HAMPIONSHIPS Brock University, St. Catharines, ON March 20 – 22, 2015 The 2015 Senior Canadian Championships will be run using the eight United World Wrestling weight classes in both genders: Women’s Freestyle (FW): 48 kg, 53 kg, 55 kg, 58 kg, 60 kg, 63 kg, 69 kg, 75 kg Men’s Freestyle (FS): 57 kg, 61kg, 65 kg, 70kg, 74 kg, 86 kg, 97 kg, 125 kg The 2015 Senior Canadian Championships will be held at scratch weight (no weight allowance). Olympic Weight Classes: True ranking from the 2015 Senior Canadian Championships, as well as any wrestle-­‐offs and/or challenge matches will determine the final nominations for team selection. True rankings from the 2015 Senior Canadian Championships will also be used to set the ladder for the 2016 Olympic Trials. Non-­‐Olympic Weight Classes: True ranking from the 2015 Senior Canadian Championships will not be used to determine the final nominations for team selection, with the exception of the 2015 Pan American Championships (see below). Senior NT Nomination Procedures 2015-­‐2016 (Men’s & Women’s Freestyle) 4 All Weight Classes: If no athlete in the top 3 from the 2015 Senior Canadian Championships accepts their nomination for team selection, the National coaches will make a performance based nomination to the HPC for ratification. True Rankings: The second ranked athlete in each Olympic weight class at the 2015 Senior Canadian Championships will be classified as the true second ranked athlete, unless s/he has not wrestled against the third ranked athlete at the 2015 Senior Canadian Championships. In that case, a one match wrestle-­‐off will be held between the second and third ranked athletes. If these athletes have wrestled each other at any point during the 2015 Senior Canadian Championships, the result of that match will determine true second. Wrestle-­‐offs for true second will take place the day following the 2015 Senior Canadian Championships. Challenge Matches: If a senior world medallist from the previous year (2014) finishes second in the true rankings of the 2015 Senior Canadian Championships, they will have the opportunity to challenge the 2015 Senior Canadian Champion in a best two out of three match wrestle-­‐off with the Senior Canadian Champions being credited with one match up. The challenge matches will take place the day following the 2015 Senior Canadian Championships. If the challenger cannot wrestle, for any reason, they will forfeit the opportunity in its entirety. If the 2015 Senior Canadian Champion cannot wrestle, for any reason, they will forfeit their ranking as the 2015 Senior Canadian Champion. Canadian Citizens and Permanent Residents (Landed Immigrant) Status: Permanent Residents are eligible to wrestle in the 2015 Senior Canadian Championships but must meet athlete eligibility requirements at the relevant time to be eligible for nomination to an event. "#$ N ON-­‐OLYMPIC W EIGHT C LASS T RIALS University of Guelph, Guelph, ON June 13, 2015 The 2015 non-­‐Olympic weight class trials will be run using the two United World Wrestling non-­‐Olympic weight classes in both genders: Women’s Freestyle (FW): 55 kg, 60 kg Men’s Freestyle (FS): 61 kg, 70 kg Any 2015 Senior Canadian Champion in any Olympic weight class that chooses to enter the 2015 non-­‐
Olympic weight class trials relinquishes their spot as the 2015 Senior Canadian Champion in the Olympic weight class. This includes but is not limited to ranking, seeding for the Olympic trials ladder, carding points, etc. Final ranking from the 2015 non-­‐Olympic weight class trials will determine the final nominations for team selection at the two non-­‐Olympic weight classes. The 2015 trials will be held at scratch weight (no weight allowance) and will be run using a single elimination draw. Athletes who wish to register for the 2015 non-­‐Olympic weight class trials must have participated in the 2015 Senior Canadian Championships (in any weight class). The wrestle-­‐offs for the true alternate ranking will take place 1 hour following the 2015 non-­‐Olympic weight class trials. !.# – S EEDING The WCL HPM will perform the seeding for the 2015 Senior Canadian Championships and the 2015 non-­‐
Olympic weight class trials. The HPM will present the seeding nominations to the coaches on a weight class by weight class basis according to the seeding criteria outlined below. Coaches will have an opportunity to identify any athlete(s) who meet the seeding criteria that may have been omitted. Senior NT Nomination Procedures 2015-­‐2016 (Men’s & Women’s Freestyle) 6 Criteria, in ranking order: 1. Returning Olympic Trials winner, through competition and all wrestle-­‐offs (from previous year) 2. World Team member (from previous year) when the athlete won the position in a fair trials not affected by injury 3. Returning Senior Canadian Champion (from previous year) 4. Previous year’s Senior World medallist at a different weight class 5. Placement from previous Senior Canadian Championships 6. Carding points from current year 7. Head-­‐to-­‐head competition limited to the carding tournaments and Canada Cup within the past year 8. Results from the 2014-­‐2015 carding tournaments (West: SFU & East: Guelph) Seeds 1 through 4 on a position-­‐by-­‐position basis. •
A maximum of four (4) seeds per weight class •
Coaches cannot withdraw their athletes from seeding •
Criteria are weight class specific (unless otherwise noted) !.# – W RESTLE-­‐OFFS Any athlete who is unable to compete at the 2015 Senior Canadian Championships due to injury or competition at another event may still be considered for nomination, providing they proceed as follows: 5.4.1 -­‐ Injury: The athlete will have the opportunity to submit a petition to the HPC for a wrestle-­‐off, providing the following conditions have been satisfied: 1. The official WCL “Inability to Participate Medical Form” is completed by an approved WCL physician and submitted to the WCL HPM prior to the start of the 2015 Senior Canadian Championships. Senior NT Nomination Procedures 2015-­‐2016 (Men’s & Women’s Freestyle) 7 2. Women’s Freestyle: •
Achieved an international tiering index 1 of at least 1.0 based upon a minimum of 12 consecutive matches in the current qualification period (April 1st 2014 to March 20th 2015). In addition, the athlete must have competed in at least 2 tournaments within the 6 months prior to the 2015 Senior Canadian Championships, specific to the weight class she is requesting to petition; OR •
Is a defending Senior World Championships medallist. 3. Men’s Freestyle: •
Achieved an international tiering index1 of at least 0.7 based upon a minimum of 12 consecutive matches in the current qualification period (April 1st 2014 to March 20th 2015). In addition, the athlete must have competed in at least 2 tournaments within the 6 months prior to the Senior Canadian Championships, specific to the weight class he is requesting to petition; AND •
Has placed in the top 10 at the Senior World Championships or has defeated an opponent who ranks in the top 10 at the Senior World Championships in the last 2 years (2013, 2014) or is a Junior World Championships medallist in the previous year (2014). In order for a wrestle-­‐off to occur, the petition must be ratified by the HPC. 5.4.2 -­‐ Competition at another event (conflict with the 2015 Senior Canadian Championships): The athlete will have the opportunity to submit a petition to the HPC for a wrestle-­‐off, providing the following conditions have been satisfied: 1. The athlete must advise the WCL HPM of the conflict no later than March 1st, 2015. 2. The HPC must be satisfied that the conflicting event is of a similar competitive level as the Nominating Event; for example, NCAA Division 1 Championships, World Cup, etc. In order for a wrestle-­‐off to occur, the petition must be ratified by the HPC. !.! – W RESTLE-­‐OFFS A PPROVED B Y T HE H PC •
The weight allowance for an injury provision wrestle-­‐off will be +2 kilograms. 1 Athletes will be allowed to accumulate international tiering points at one of the two senior non-­‐
Olympic weight classes (limited to two tournaments within each cycle) for the purposes of meeting injury provision criteria. Senior NT Nomination Procedures 2015-­‐2016 (Men’s & Women’s Freestyle) 8 •
The wrestle-­‐off will be conducted between the 2015 Senior Canadian champion and the challenger in a best two (2) of three (3) matches. The 2015 Senior Canadian champion will be credited with one match up. •
The date, time, and location for the wrestle-­‐off will be determined by the National coaches and HPM, taking into consideration: a. The most economical and cost effective location; b. The injury status and any other restrictions of the athlete involved (if applicable); and c. Nomination requirements and deadlines for selection •
Once the date is set, if either wrestler misses a wrestle-­‐off, the wrestler who has missed the match will forfeit that match. For example, if the Canadian champion misses the 1st date of the wrestle-­‐off, s/he loses a match and a second wrestle-­‐off date is set. If the challenger misses the 1st wrestle-­‐off, the Canadian champion will be nominated for team selection. •
If both wrestlers miss the 1st wrestle-­‐off, the Canadian champion will be nominated for team selection. The wrestle-­‐off will be held no later than May 17, 2015. If more than one wrestler is eligible for a wrestle-­‐off in the same weight category then those eligible for the wrestle-­‐off must first compete against one another, in a single elimination one match wrestle-­‐off, before wrestling off against the Canadian champion. ! – !"#$ PAN AM CHAMPIONSHIPS Santiago, CHI April 24-­‐26, 2015 Olympic Weight Classes: The highest ranked athlete in each of the Olympic weight classes will be nominated for team selection. The second highest ranked athlete will be the first alternate and the third ranked athlete will be the second alternate. Senior NT Nomination Procedures 2015-­‐2016 (Men’s & Women’s Freestyle) 9 Non-­‐Olympic Weight Classes: The true second ranked athlete in each of the six (6) Olympic weight classes will have the opportunity to challenge the 2015 Canadian Champion at one of the two (2) non-­‐Olympic weight classes in a straight one (1) match wrestle-­‐off. The winner of that wrestle-­‐off will be nominated to the 2015 Pan Am Championships team at the contested non-­‐Olympic weight class. If the challenger is wrestling down a weight class, they must weigh-­‐in again on Saturday, March 21st, 2015 unless they have already made the lower weight, in which case they will not need to weigh-­‐in a second time. If the challenger is wrestling up a weight class, they will not need to weigh-­‐in a second time. If there are more than two (2) wrestlers who wish to challenge at the same weight class, they must enter a single elimination, random draw tournament. The winner will then be eligible to challenge the 2015 Canadian Champion. All matches will take place the day following the 2015 Senior Canadian Championships. ! – !"#$ PAN AM GAMES Toronto, CAN July 10-­‐26, 2015 Please refer to the “Internal Nominating Procedures for the 2015 Pan American Games” document for the complete system used to nominate athletes that will represent Team Canada at the 2015 Pan Am Games. ! – !"#$ WORLD CHAMPIONSHIPS Las Vegas, USA September 7-­‐13, 2015 Olympic Weight Classes: The highest ranked athlete in each of the Olympic weight classes will be nominated for team selection. The second highest ranked athlete will be the first alternate and the third ranked athlete will be the second alternate. Senior NT Nomination Procedures 2015-­‐2016 (Men’s & Women’s Freestyle) 10 Non-­‐Olympic Weight Classes: The highest ranked athlete in each of the non-­‐Olympic weight classes will be nominated for team selection. ! – !"#$ WORLD CUP (WOMEN’S FREESTYLE ONLY) Olympic Weight Classes: The highest ranked athlete in each of the Olympic weight classes will be nominated for team selection. The second highest ranked athlete will be the first alternate and the third ranked athlete will be the second alternate. Non-­‐Olympic Weight Classes: The highest ranked athlete in each of the non-­‐Olympic weight classes will be nominated for team selection. !" – U"# PROGRAM The primary goal of the U24 Program is to provide targeted up and coming wrestlers with the international experience necessary to contribute to Canada’s international success and overall program development. The highest ranked athlete, placing in the top 6 at the 2015 Senior Canadian Championships, in each Olympic weight classes, who is under 24 years-­‐of-­‐age as of January 1st, 2015 and who has not been named the senior world team member or alternate, will be selected to the U24 team. There may also be consideration for additional funding for the top U24 athlete in each of the non-­‐
Olympic weight classes, which is up to the discretion of the National coaching staff and will be based on performance as well as commitment to the National team program. If the above-­‐mentioned selection does not name 6 athletes (in each gender), all remaining spots on the U24 team will be performance based and at the discretion of the National coaching staff, who will make nominations to the HPC for ratification. Senior NT Nomination Procedures 2015-­‐2016 (Men’s & Women’s Freestyle) 11 !! – INDIVIDUAL PROGRAMS FOR NOMINATED TEAM MEMBERS AND ALTERNATES Nominated team members and alternates will be required to demonstrate a commitment to an approved training and competition program, leading into and throughout the 2015-­‐2016 competitive season. National Team training camps and scheduled competitions are a necessary part of an athlete’s preparation program and are, therefore, mandatory. Both athletes and personal coaches must be in constant communication with the National coaching staff, HPM, and National IST leads in order to collaborate on best practices and ensure optimal preparation for the benchmark event. In addition to programs identified, the personal coach, National coaching staff and the HPM will identify specific competitive and training program requirements for each National Team member. These requirements will be based upon the athletes’ individual needs. !" – TIMELINE SUMMARY DATE March 20-­‐22, 2015 EVENT Nomination event: 2015 Senior Canadian Championships March 25, 2015 Athletes, coaches, staff will be notified of their nomination2 April 1, 2015 Deadline for athletes, coaches, staff to accept their nomination to WCL • If athlete #1 declines, athlete #2 will be informed of nomination April 3, 2015 Deadline for athlete #2 to accept their nomination to WCL, if applicable • If athlete #2 declines, athlete #3 will be informed of nomination April 6, 2015 June 13, 2015 Deadline for athlete #3 to accept their nomination to WCL, if applicable Deadline to return signed WCL athlete / staff agreement: team members and alternates Nomination event: Non-­‐Olympic weight class trials Deadline for all HPC approved wrestle-­‐offs 2
If a wrestle-­‐off is to occur in any given weight class, no nomination will be made until the wrestle-­‐off has been completed. Senior NT Nomination Procedures 2015-­‐2016 (Men’s & Women’s Freestyle) 12 !" – CLUB ATHLETES ON WCL SANCTIONED TRIPS Provincial/club athletes may be sanctioned to participate in WCL National team trips, pending HPC approval. In the situation where two or more athletes apply for an international tournament with a limitation of one athlete per team per weight class, the result from the 2015 Senior Canadian Championships will determine the candidate. !" – DOPING CONTROL Doping control will be conducted throughout the 2015 and 2016 calendar year. National Team athletes may be requested to submit to doping control as selected on a random basis by the Canadian Centre for Ethics in Sport (CCES) in Canada and/or by the recognized International Doping Association outside of Canadian borders. It should be noted that those named to any National Team are subject to doping control. Should a doping infraction occur, that individual, in addition to other sanctions, will be removed from the National Team. All National Team members will be required to complete the CCES e-­‐learning course prior to competing internationally. !" – APPEALS PROCEDURE WCL nominations may be appealed in accordance with the procedures set out in the WCL Dispute Resolution Policy. Any dispute relating to the WCL internal nominating procedures must be brought forth in accordance to the WCL Dispute Resolution Policy. If all parties agree, the WCL Dispute Resolution Policy can be bypassed and the matter can be brought immediately before the Sport Dispute Resolution Centre of Canada (SDRCC) who will then manage the appeals process. !" – GENERAL This document will take into effect the day of the first weigh-­‐in for the 2015 Senior Canadian Championships and will end on the eve of the first weigh-­‐in for the 2016 Senior Canadian Championships. In the event of unforeseen circumstances beyond the control of WCL, that prevents the fair implementation of these nomination procedures as written, the HPC reserves the right to determine an appropriate course of action, which may include the right to review and change any part of the international nomination procedures in the case of a rule or policy change from United Word Wrestling, CPLA, or WCL. !" – LANGUAGE
