Being nominated to an event does not mean the athlete, coach or staff member will be selected to participate at the event. ! – DECISION MAKING AUTHORITY The National coach, in conjunction with the High Performance Manager (HPM), are responsible for the development and implementation of these nominating procedures. All team nominations will be ratified by the High Performance Committee (HPC). The HPM is responsible for ensuring that the process outlined in this document is properly followed and that the nomination process is fair and equitable for all candidates. ! – ATHLETE ELIGIBILITY In order to be eligible to be considered for nomination, all athletes must meet the following requirements at the time of nomination and maintain these requirements throughout the 2015 – 2016 competitive season: •
Be a Canadian citizen; •
Hold a valid Canadian passport that does not expire within 6 months of your event return date; •
Be in compliance with all relevant United World Wrestling and CPLA requirements for eligibility; •
Sign an submit the WCL Athlete Agreement Form no later than April 6th, 2015; •
Be a member in good standing of WCL. WCL is under no obligation to send complete teams to the Pan American Championships, World Championships, World Cup, or other International events. Male athletes will not be permitted to compete in both Freestyle and Greco-­‐Roman styles if they qualify for both National Teams. They will be required to make a choice indicating which style they will wrestle, submitted to the HPM no later than March 22nd, 2015. Senior NT Nominating Procedures 2015-­‐2016 (Men’s Greco-­‐Roman) 3 ! – FUNDING All elements of the Senior Greco-­‐Roman program will be self-­‐funded, with the exception of the 2015 Pan American Games. ! – WCL NOMINATING PROCEDURES !.# – S ENIOR G RECO-­‐ROMAN C ANADIAN C HAMPIONSHIPS Brock University, St. Catharines, ON March 22, 2015 The 2015 Senior Greco-­‐Roman Canadian Championships will serve as the selection event to nominate athletes to all International team tours: 2015 Pan American Championships, 2015 Pan American Games, 2015 World Championships. The 2015 Senior Canadian Championships will be run using the eight (8) United World Wrestling weight classes: Men’s Greco-­‐Roman (GR): 59 kg, 66 kg, 71 kg, 75 kg, 80 kg, 85 kg, 98 kg, 130 kg The 2015 Senior Canadian Championships will be held at scratch weight (no weight allowance). Final rankings from the 2015 Senior Canadian Championships, as well as any wrestle-­‐offs and/or challenge matches will determine the final nominations for team selection. Final rankings from the 2015 Senior Canadian Championships will also be used to set the ladder for the 2016 Olympic Trials (Olympic weight classes only). Canadian Citizen and Permanent Resident (Landed Immigrant) Status: Permanent Residents are eligible to wrestle in the 2015 Senior Canadian Championships but must meet athlete eligibility requirements at the relevant time to be eligible for nomination to an event. !.! – W RESTLE-­‐OFFS Any athlete who is unable to compete at the 2015 Senior Canadian Championships due to injury or competition at another event may still be considered for nomination, providing they proceed as follows: Senior NT Nominating Procedures 2015-­‐2016 (Men’s Greco-­‐Roman) 4 5.2.1 -­‐ Injury: The athlete will have the opportunity to submit a petition to the HPC for a wrestle-­‐off, providing the following conditions have been satisfied: 1. The official WCL “Inability to Participate Medical Form” is completed by an approved WCL physician and submitted to the WCL HPM prior to the start of the 2015 Senior Canadian Championships. 2. Performance benchmarks: •
Achieved an international tiering index 1 of at least 1.0 based upon a minimum of 12 consecutive matches in the current qualification period (April 1st 2014 to March 20th 2015). In addition, the athlete must have competed in at least 2 tournaments within the 6 months prior to the 2015 Senior Canadian Championships, specific to the weight class he is requesting to petition; OR •
Is a defending Senior World Championships medallist. In order for a wrestle-­‐off to occur, the petition must be ratified by the HPC. 5.2.2 -­‐ Competition at another event (conflict with the 2015 Senior Canadian Championships): The athlete will have the opportunity to submit a petition to the HPC for a wrestle-­‐off, providing the following conditions have been satisfied: 1. The athlete must advise the WCL HPM of the conflict no later than March 1st, 2015. 2. The HPC must be satisfied that the conflicting event is of a similar competitive level as the Nominating Event; for example, NCAA Division 1 Championships, World Cup, etc. In order for a wrestle-­‐off to occur, the petition must be ratified by the HPC. !.! – W RESTLE-­‐OFFS A PPROVED B Y T HE H PC •
The weight allowance for an injury provision wrestle-­‐off will be +2 kilograms. •
The wrestle-­‐off will be conducted between the 2015 Senior Canadian champion and the challenger in a best two (2) of three (3) matches. The 2015 Senior Canadian champion will be credited with one match up. 1 Athletes will be allowed to accumulate international tiering points at one of the two senior non-­‐
Olympic weight classes (limited to two tournaments within each cycle) for the purposes of meeting injury provision criteria. Senior NT Nominating Procedures 2015-­‐2016 (Men’s Greco-­‐Roman) 5 •
The date, time, and location for the wrestle-­‐off will be determined by the National coach and HPM, taking into consideration: a) The most economical and cost effective location; b) The injury status and any other restrictions of the athlete involved (if applicable); and c) Nomination requirements and deadlines for selection •
Once the date is set, if either wrestler misses a wrestle-­‐off, the wrestler who has missed the match will forfeit that match. For example, if the Canadian champion misses the 1st date of the wrestle-­‐off, he loses a match and a second wrestle-­‐off date is set. If the challenger misses the 1st wrestle-­‐off, the Canadian champion will be nominated for team selection. •
If both wrestlers miss the 1st wrestle-­‐off, the Canadian champion will be nominated for team selection. The wrestle-­‐off will be held no later than May 17, 2015. If more than one wrestler is eligible for a wrestle-­‐off in the same weight category then those eligible for the wrestle-­‐off must first compete against one another, in a single elimination one match wrestle-­‐off, before wrestling off against the Canadian champion. ! – !"#$ PAN AM CHAMPIONSHIPS Santiago, CHI April 24-­‐26, 2015 The domestic standard required to attend the 2015 Senior Greco-­‐Roman Pan American Championships is a #1 ranking at the 2015 Senior Men’s Greco-­‐Roman Canadian Championships. In the event that the #1 ranked athlete is also the #1 ranked athlete in men’s freestyle, and chooses to wrestle freestyle, the #2 ranked athlete will be allowed to submit a petition to the HPC for team selection. Final team selection is at the discretion of the Men’s National Coach, who will nominate athletes to the High Performance Committee for ratification. Senior NT Nominating Procedures 2015-­‐2016 (Men’s Greco-­‐Roman) 6 This event will serve as a mandatory pre-­‐requisite for qualified athletes who wish to be considered for nomination to the 2015 Pan American Games as well as the 2015 Senior World Championships. ! – !"#$ PAN AM GAMES Toronto, CAN July 10-­‐26, 2015 Please refer to the “Internal Nominating Procedures for the 2015 Pan American Games” document for the complete system used to nominate athletes that will represent Team Canada at the 2015 Pan Am Games. ! – !"#$ WORLD CHAMPIONSHIPS Las Vegas, USA September 7-­‐13, 2015 The domestic standard required to attend the 2015 Senior Greco-­‐Roman World Championships is a #1 ranking at the 2015 Senior Men’s Greco-­‐Roman Canadian Championships. Athletes ranking lower than #1 will not be considered for nomination. In order to be eligible to compete at the 2015 Senior Greco-­‐Roman World Championships, athletes must compete at the 2015 Senior Greco-­‐Roman Pan American Championships. In order to be eligible to compete at the 2015 Senior Greco-­‐Roman World Championships, the athlete must compete in at least one International event (in the Greco-­‐Roman style) between the 2015 Pan American Championships and the 2015 Senior Greco-­‐Roman World Championships. This event must be in addition to their participation in the 2015 Senior Greco-­‐Roman Pan American Championships. The athlete must comply with the Greco-­‐Roman National Team program under a qualified coach and be available to attend supplementary training as requested by the Men’s National Coach. ! – INDIVIDUAL PROGRAMS FOR NOMINATED TEAM MEMBERS AND ALTERNATES Senior NT Nominating Procedures 2015-­‐2016 (Men’s Greco-­‐Roman) 7 Nominated team members and alternates will be required to demonstrate a commitment to an approved training and competition program, leading into and throughout the 2015-­‐2016 competitive season. National Team training camps and scheduled competitions are a necessary part of an athlete’s preparation program and are, therefore, mandatory. Both athletes and personal coaches must be in constant communication with the National coach, HPM, and National IST leads in order to collaborate on best practices and ensure optimal preparation for the benchmark event. In addition to programs identified, the personal coach, National coach and the HPM will identify specific competitive and training program requirements for each National Team member. These requirements will be based upon the athletes’ individual needs. !! – TIMELINE SUMMARY DATE March 20-­‐22, 2015 March 25, 2015 EVENT Nomination event: 2015 Senior Canadian Championships Date athletes must notify WCL of their intention to participate in the 2015 Senior Pan American Championships. The #2 ranked athlete will need to submit a petition to HPC for consideration. April 1, 2015 April 6, 2015 August 1, 2015 August 7, 2015 August 10, 2015 Date athletes will be notified of their nomination for team selection2 Date athletes must accept their nomination to WCL Deadline to return signed WCL athlete/staff agreement: team members and alternates Date athletes must notify WCL of their intention to participate in the 2015 World Championships having fulfilled all of the requirements Date athletes will be notified of their nomination for team selection Date athletes must accept their nomination to WCL 2
If a wrestle-­‐off is to occur in any given weight class, no nomination will be made until the wrestle-­‐off has been completed. Senior NT Nominating Procedures 2015-­‐2016 (Men’s Greco-­‐Roman) 8 !! – DOPING CONTROL Doping control will be conducted throughout the 2015 and 2016 calendar year. National Team athletes may be requested to submit to doping control as selected on a random basis by the Canadian Centre for Ethics in Sport (CCES) in Canada and/or by the recognized International Doping Association outside of Canadian borders. It should be noted that those named to any National Team are subject to doping control. Should a doping infraction occur, that individual, in addition to other sanctions, will be removed from the National Team. All National Team members will be required to complete the CCES e-­‐learning course prior to competing internationally. !! – APPEALS PROCEDURE WCL nominations may be appealed in accordance with the procedures set out in the WCL Dispute Resolution Policy. Any dispute relating to the WCL internal nominating procedures must be brought forth in accordance to the WCL Dispute Resolution Policy. If all parties agree, the WCL Dispute Resolution Policy can be bypassed and the matter can be brought immediately before the Sport Dispute Resolution Centre of Canada (SDRCC) who will then manage the appeals process. !! – GENERAL This document will take into effect the day of the first weigh-­‐in for the 2015 Senior Canadian Championships and will end on the eve of the first weigh-­‐in for the 2016 Senior Canadian Championships. This document will be circulated via email to all PTSOs as well as posted on the WCL website. All subsequent amendments to the approved INP will be circulated via email to all PTSOs as well as posted on the WCL website. In the event of unforeseen circumstances beyond the control of WCL, that prevents the fair implementation of these internal nomination procedures as written, the HPC reserves the right to determine an appropriate course of action, which may include the right to review and change any part of the international nomination procedures in the case of a rule or policy change from United Word Wrestling, CPLA, or WCL. !! – LANGUAGE
