PROMOTING DIVERSITY & EQUALITY IN SCOTLAND Post: Hours: Contract: Salary: Closing date: INTRODUCTION PROJECT COORDINATOR (Modern Apprenticeship for All) 37 hrs/week Fixed‐term (until the end of March 2016) £29,400–£32,000 (No Pension is assigned to this post) 23rd April 2015 BEMIS is the national umbrella body supporting the development of the EM third sector and the communities that this sector represents. We are committed to promoting inclusion, democratic active citizenship, recognition of diversity, human rights education, and wider representation, as well as playing a proactive role in maintaining and enhancing pathways to influence government policy at local, Scottish, UK and EU levels. BEMIS is working in partnership with Skills Development Scotland (SDS) to address under‐representation among the diverse ethnic minorities at the Modern Apprenticeship programmes. Bemis Scotland is committed to ensure that all young people have the opportunity to compete in today’s labour market in a meaningful pathway relevant to them. In alignment with Recommendation 16 of the ‘Commission for Developing Scotland’s Young Workforce’ we recognise that this is a key component to enhancing opportunities for all. Within this context of the youth from ethnic and cultural minorities we recognise that key marketing campaigns require to be adopted to ensure that they and their families recognise the potential career success of this non‐traditional route within ethnic minority communities. The partners are looking for a Project Coordinator on a fixed term until the end of March 2016 to lead their joint project: Modern Apprenticeship for All funded through Skills Development Scotland. ROLE SUMMARY The MA Project Co‐ordinator will be responsible for both internal and external strategic vision to reverse this trend by working closely with SDS programme providers to incorporate equality principles into their NTPs by shaping their structures and principles ensuring their existing and potential customers have increased accessibility to learning, information, advice and guidance. The successful candidate will oversee a portfolio of interventions to improve accessibility of young people (16‐24) from ethnic and cultural minorities to access Modern Apprenticeships through the following key performance indicators: Contributing to and facilitating evidence to increase of awareness of MA opportunities and programs among the diverse EM communities and organisations. 1 Facilitating and building sustainable networks and cooperation arrangements between training providers, SDS and local EM communities and groups. Delivering workshops and seminars aiding in enhancing understanding and initiating of cultural shifts processes among training providers, EM communities and other stakeholders stimulating more engagement and increased participation of EM in MA. Evidencing outcomes and producing case studies to reflect positive outcomes and impact of intervention. Delivering a national event promoting MA and opportunities within the race equality context and initiating a more focused and localised intervention structures for concerned stakeholders. Travelling will be required. INFORMATION & DUTIES Main responsibilities To develop and maintain expertise on Modern Apprenticeship programmes, employability and race equality legislations and policies. To identify gaps in resources and skills, capacity and resources that impacts full participation of young EM people and training providers in MA programmes. To organise seminars and individual consultations aimed at young people from EM backgrounds and their parents. To lead, supervise and support the project’s staffs. To prepare resources, case studies and reports related to the delivery of the project. To raise capacity and confidence within apprenticeship providers by developing and delivering training packages, providing consultancy and advice. To facilitate and build sustainable cooperation arrangements between training providers, SDS, schools and local EM communities and groups. To liaise and work with other members of BEMIS/SDS staff as well as various stakeholders on relevant initiatives and policy matters. To be responsible for identifying future development opportunities. To monitor closely the implementation of the project. To disseminate information about MA opportunities and the Modern Apprenticeship For All. project. To represent BEMIS Scotland and Skills Development Scotland at meetings as appropriate. The successful candidate will develop a work plan in line with the project objectives to deliver the required activities both strategically and operationally ensuring needed information and updates on Modern Apprenticeship are relayed to the partners. In collaboration with BEMIS/SDS (the partners), the successful candidate will lead on: The contribution to a communication plan to ensure Modern Apprenticeship programmes become attractive and engaging for members of ethnic and cultural minority communities. The overall planning and marketing of engagement programme highlighting the benefits of Modern Apprenticeship. Ensuring under‐represented groups and key stakeholders gain knowledge and understanding of the opportunities and key impacts of Modern Apprenticeship programmes. The post holder will be responsible to the Chief Executive Officer at BEMIS. 2 Leadership Liaise with Development Director (Director) to oversee the smooth running of the Apprenticeship programme including managing the day‐to‐day running of services to enhance visibility to organisations and existing and potential clients. In collaboration with the Development Director organise training courses for project staff to maintain quality of service delivery. Manage and lead team in the delivery of seminars and workshops, revisions of programmes, information preparation, advice, support and guidance for interested individuals and stakeholders; motivate and resolve any staffing issues. Promote and communicate Bemis Scotland and Apprenticeship Programme aims to all staff, National Programme Delivery Partners, potential funding organisations, key partners and stakeholders. Liaise with Development Director to produce Apprenticeship strategy and plans, and manage marketing and training delivery and follow up as necessary. Define the associated measurable priorities and key performance indicators as per programme contract. Create and develop an innovative on line marketing and social media presence. Develop close working cross‐agency relationships on a local/regional/national basis. Delivery of services Ensure robust monitoring and evaluation processes at all levels within the organization are in place. Oversee the development of new marketing and training products and services. Monitor plans related to Modern Apprenticeship programmes. Actively promote equity in employment and service delivery practice and ensure that all work complies with the Equalities Act 2010. Liaise with SDS NTP’s and others to ensure the service provisions are meeting current and future needs; Liaise with all stakeholders to pro‐actively develop “visibility” through business service and training products provided; Design dissemination conference to enhance benefits of diversity to employers. NPT providers and families and young people. Financial Management Oversee all financial activities: the day‐to‐day financial management and in conjunction with Development Director manage budget and claims. Responsible for the creation and development of Key Performance Indicators and associated Board reporting. Responsible for the cost effective provision and extension of specific Conferences and events related to the programme. Work with team members to ensure the appropriate financial returns are submitted to Skills Development Scotland. 3 Resource Management and Administration Participate in the recruitment of support staff for the project team as appropriate. Line Management of project staff and finances for specific activities commissioned within the Modern Apprenticeship for All. Contribute to the provision of information and data required to support the development of the programme and partner organisations. Gather, collate, analyse and report data within an ethical manner. Facilitate appropriate meetings with partners to progress the commissioning agenda. Provide support in the preparation and production of appropriate resource packs/promotional materials as appropriate. Take responsibility for particular events, projects commissioned within the Modern Apprenticeship for All partnership. Writing and updating briefing papers and information on relevant policy and equality issues. Lead and participate in the teams’ staff evaluation process in accordance with the organisation’s staff development policy, appraisals and advise management of training needs that have been identified. Other Work closely with Development Director to represent BEMIS SCOTLAND externally and develop partnerships. Maintain effective relations with partners and other external agencies. Attend appropriate training and conferences as agreed. Manage and attend regular team meetings contributing as appropriate. Any other reasonable request made by the Strategic Team. WORKING WEEK / HOURS The post holder will be expected to work such hours as are reasonably necessary for the proper performance of the duties and responsibilities of the post. This may include out of hours work in evenings and weekends. Working hours are 37 per week.
