We are committed to promoting inclusion, democratic active citizenship, recognition of diversity, human rights education, and wider representation, as well as playing a proactive role in maintaining and enhancing pathways to influence government policy at local, Scottish, UK and EU levels. BEMIS is working in partnership with Skills Development Scotland (SDS) to address under‐representation among the diverse ethnic minorities at the Modern Apprenticeship programmes. Bemis Scotland is committed to ensuring that all young people have the opportunity to compete in today’s labour market in a meaningful pathway relevant to them. In alignment with Recommendation 16 of the ‘Commission for Developing Scotland’s Young Workforce’ we recognise that this is a key component to enhancing opportunities for all. Within this context of the youth from ethnic and cultural minorities we recognise that key marketing campaigns require to be adopted to ensure that they and their families recognise the potential career success of this non‐traditional route within ethnic minority communities. BEMIs are looking for a Participation and Development Officer on a fixed term until the end of March 2016 for their joint project: Modern Apprenticeship for All funded through Skills Development Scotland. ROLE SUMMARY A key post to assist in the development and the implementation /delivery of the Modern Apprenticeship (MA) plans and objectives in terms of capacity building outreach, networking and empowering participation as well as progressing equal opportunities for the diverse EM (16‐24 years old) in relation to Modern Apprenticeship programmes. The successful candidate will be working closely with diverse grassroots community and equality groups assisting in their capacity building and coordinating partnerships with key stakeholders. The post holder must have community development, training and employability skills and be fully conversant with the Modern Apprenticeship programmes at various levels. He/she will:  Assist in the development, delivery and management of the projects training material. 1

Develop and deliver information systems (internal and external), to facilitate the effective collection, dissemination and management of information in various forms. Contribute to the development of work plan in line with the project’s objectives and assist in delivering the required activities both strategically and operationally ensuring needed information and updates on Modern Apprenticeship are relayed to the partners and communities. Build on BEMIS/SDS existing practice of training and development with ethnic minorities. In collaboration with BEMIS/SDS (the partners) contribute to: o The project’s communication plan to ensure Modern Apprenticeship involvement becomes attractive for young members of ethnic and cultural minority communities. o The overall planning, marketing and training on MA opportunities to young people from ethnic and cultural minorities and their parents o Ensuring key stakeholders gain knowledge and understanding of the available MA programmes and their benefits. INFORMATION & DUTIES Main duties  To outreach and network with the diverse ethnic and cultural minority communities and stakeholders across Scotland raising awareness and profile of the projects remit and aims.  To identify gaps in resources and skills, capacity and resources that impacts full participation of EM in Modern Apprenticeship programme.  To develop/deliver appropriate training strategies and initiatives in partnership with relevant stakeholders and groups to address identified gaps.  To develop and maintain expertise on Modern Apprenticeship programme, employability and race equality legislations and policies.  To liaise and work with other members of BEMIS/SDS staff as well as various stakeholders on relevant initiatives and policy matters. Delivery of services






Provide training for ethnic minority groups and stakeholders in accordance with to the Modern Apprenticeship Opportunities for All project. Support Project Co‐ordinator to ensure robust monitoring and evaluation processes at all levels within the organization are in place. Contribute to the development of new marketing and training products and services. Monitor plans related to Modern Apprenticeship programmes. Actively promote equity in employment and service delivery practice and ensure that all work complies with the Equalities Act 2010. Contribute to the organisation of dissemination conference to enhance benefits of diversity to employers, NPT providers and families and young people. Resource Management and Administration  To prepare reports and monitor plans related to Modern Apprenticeship programmes and EM youths employability issues.  To contribute to the provision of information and data required to support the development of the programme and partner organisations.  To gather, collate, analyse and report data within an ethical manner.  To prepare and produce appropriate resource packs/information materials as appropriate. 2

Take responsibility for particular events, projects commissioned across Scotland. Other Duties  Attend appropriate training and conferences as agreed.  Attend regular team meetings contributing as appropriate.  Writing and updating briefing papers and information on relevant policy and equality issues.  To assist in partners’ general policy, research and campaigning work (within the objective of this project).  Any other reasonable request made by the Strategic Team. TERMS AND CONDITIONS OF SERVICE SALARY Salaries are paid monthly on the last Friday of the month. WORKING WEEK / HOURS The post holder will be expected to work such hours as are reasonably necessary for the proper performance of the duties and responsibilities of the post. This may include out of hours work in evenings and weekends. Working hours are 37 per week. PLACE OF WORK Glasgow offices BUT travelling is required CONDITIONAL APPOINTMENT All contracts of employment issued are conditional upon the following:  Receipt of two references which are satisfactory  Proof of educational qualifications (originals only)  Proof of legal right to take up employment ANNUAL LEAVE The leave year is from 1st April till 31st March: Annual leave entitlement for full time posts is 25 days and 12 Public Holidays. APPRAISAL Employees are required to participate in the Staff Development and Appraisal Schemes and to maintain and enhance own work performance through participation in appropriate staff development programmes. TRAVEL You will be required to travel as part of the post. Reimbursement for business travel expenses will be based on method of travel and agreement with CEO. 4
