BACKGROUND REPORT
The Virginia Department of Transportation (VDOT) completed the design of a modified cloverleaf interchange at
Courthouse Road (State Route 630) and Interstate 95 near the Stafford Courthouse area. At approximately the
same time, VDOT completed the design of the Courthouse Road West widening project that began at the western
terminus of the Exit 140 project near the Mine Road intersection with Courthouse Road, and extended west to
Ramoth Church Road. The budget for the Exit 140 project was $184 million, and the budget for the Courthouse
Road West project was approximately $30 million.
Subsequent to the completion of the design for both projects, the budget for the Exit 140 project was reduced by
$35 million to $149 million, forcing significant reductions to the scope of that project. During consideration of
numerous revisions, it was decided to convert the modified cloverleaf design to a diverging diamond configuration.
The changes also included shortening the Exit 140 project limit on Courthouse Road west of the interchange by
nearly 0.5 miles, or from the Mine Road intersection east to the Austin Ridge Drive intersection. This had the effect
of lengthening the project limit for the west part of the Courthouse Road project by the same distance, and added
about $7 million to the project budget for the Courthouse Road improvements.
This action also affected the schedule for completion of the Courthouse Road project, since portions of the project
must be redesigned to incorporate the increased road length, and to adjust the design due to the revisions to the
interchange configuration. The Courthouse Road widening project must be integrated with the new interchange
design to assure constructability of both projects.
VDOT expressed the intention of converting the Exit 140 project to a design/build contract, and allow a
design/build team to develop the details for the revisions to a diverging diamond design. This action could
potentially save time on the completion schedule by allowing the contractor to work on portions of the completed
design which are unchanged, while the details of the revisions are finalized. There is also the potential for savings
on the project from innovations the design/build team may incorporate.
Staff suggested to VDOT that there may be advantages to combining the Courthouse Road Widening project with
the design/build effort for the Exit 140 project, including:




Single entity responsibility to design the interface for the two projects;
Opportunity for innovative approaches which could save costs on both projects;
Eliminates the potential for interference between two contractors working in the same area; and
Single cost for contractor overhead, maintenance of traffic, etc.
Disadvantages to this approach are minimal, and may be addressed through careful structuring of the design/build
contract. VDOT has advised that adjustments to the payment schedule for the receipt of County funds may be
required, which can be addressed by minor revisions to our project administration documents.
VDOT is administering the Courthouse Road Widening project under a project administration agreement with the
County. They requested that the Board express support for the proposal to include the Courthouse Road widening
project with the Exit 140 interchange project for completion as a design/build contract.
Staff recommends approval of Proposed Resolution R15-130, which expresses support for the changes to the
project delivery for the Courthouse Road Widening project.

A RESOLUTION EXPRESSING SUPPORT TO THE VIRGINIA
DEPARTMENT OF TRANSPORTATION FOR COMBINING THE
COURTHOUSE ROAD (SR-630) WIDENING PROJECT WITH THE
I-95 EXIT 140 INTERCHANGE PROJECT
WHEREAS, changes to the I-95 Exit 140 Interchange Improvements Project,
and the Courthouse Road Widening Project (collectively, Projects), resulted in revisions
to both project budgets, and significant delays in project completion; and
WHEREAS, the Virginia Department of Transportation (VDOT) is
administering the Projects, with the Courthouse Road Widening Project (Project)
funded in part by Stafford County; and
WHEREAS, the proximity of the Projects make it imperative that changes to the
designs be coordinated to avoid any potential conflict and additional delays; and
WHEREAS, completion of the design revisions and construction by the same
contractor will help to ensure that the Projects are completed effectively and efficiently;
and
WHEREAS, the Board desires to express support for combining the Projects,
and completing both under a single design/build contract;

NOW, THEREFORE BE IT RESOLVED, by the Stafford County Board of
Supervisors on this the 21st day of April, 2015, that the Board does hereby express
support for including the Courthouse Road Widening Project with the I-95 Exit 140
Interchange Project, and completing the Courthouse Road Widening Project as a
design/build project; and
BE IT FURTHER RESOLVED that the County Administrator be authorized to
execute any documents necessary to carry out this modification; and
BE IT STILL FURTHER RESOLVED that the County Administrator or his
designee provide a copy of this resolution to the VDOT District Administrator.
