Selectmen’s Meeting April 8, 2015 Present: Chad Hanna, Terry Lowd, Paul Yates, Kristine Poland, Sean Hunter Also present: Andrea Cox, Joe Rose, paving oppositionists Executive Session Entered executive session pursuant to 1 M.R.S.A. § 405 (6) (A) to discuss a personnel matter. No decisions were made as a result of the executive session. Road Paving Several people attended the meeting to oppose further paving of town roads. Part of the Selectmen’s long term plan is to continually pave and update town owned roads. The townspeople have supported the plan, and the fire department has requested paving to make roads as safe and passable as possible during an emergency. Although the Selectmen have not decided which roads to pave this year, they are considering Rock Schoolhouse Road, Poor Farm Road, Old County Road, Browns Cove Road and Sproul Hill Road. Flexibility in the road plan needs to be maintained due to fluctuations in the cost of paving and the possibility of additional prep work. The attendees questioned ancillary concerns such as safety, the environment and cost. Hanna stated that safety has always been a top priority and that cost has not always been the primary consideration. He agreed that it never hurts to examine the process and that the board would be willing to look into the overall cost of paving and gravel road maintenance. The town’s bid process and how the Selectmen decide which roads to pave were discussed in general. The attendees were reminded that Hanna was put in the awkward position of deciding what to do with thousands of dollars of asphalt last year when a property owner blocked access to Brown’s Cove Road. Equipment was redirected to Elliott Hill Road which was not adequately prepped. It was determined that a successful petition is the only way to change the town’s current road maintenance and upgrade protocol. Highway Department A motion was made by Lowd to accept the estimate from DiMauro Electric in the amount of $1,009.20 for the generator hookup at the sand shed. The motion was seconded by Yates and carried. Mark Prior will be asked to update his estimate for tractor shed roof repairs. This matter will be on next week’s agenda. 1 Hunter will check with Chadwick to see if he can meet Warren True Value’s price for a lawn tractor to mow cemeteries. Reviewed action plan from MMA Risk Management regarding the holes in the metal dome of the garage storage building. Hanna will get the name of a company that may be able to repair the roof. The front runner will be offered as a trade-in, if possible. If not, it will be advertised for sale. Hanna and Hunter will review roads to determine which ones are in need of maintenance. Jesse Westhaver will work for one more week to help finish Thompson Road. O.W. Holmes will finish rip rap on Elliott Hill Road. Yates or Hanna will check the stone wall near Kresge Point to see if it is in the town right of way. A road access permit was signed for the week of April 13th. Bristol Mills Fishway The budget for the proposed fishway build will come in at approximately $225,000, and Wright-Pierce will initiate the permitting process very soon. Construction of the project, which will incorporate elver passage, is planned for July through October of 2016. The target date to begin the bid process is this fall so that town costs can be worked into next year’s budget. The grant process will be underway at that time. Wright-Pierce was asked to look at the culvert on Upper Round Pond Road to see if replacement of the culvert could be incorporated into a larger project. Bristol and Damariscotta will submit an application for the ASK program which is administered by the Lincoln County Regional Planning Commission for a comprehensive spillway analysis and operations and management plan for the Bristol Mills Dam. Building Permit Baldwin, tax map 7 lot 124A-5, 21-14/15, approved. Other Business Signed abatement for property formerly owned by Ellis which was gifted to the town, tax map 4B lot 19. Reviewed and approved directional sign permit application for Thompson Cottages Inc. Reviewed and approved liquor license application for The Anchor Restaurant. Reviewed and signed amended lease agreement for the snack bar at Pemaquid Beach. Reviewed and approved special entertainment permit for The 1812 Farm. Reviewed and signed miscellaneous annual appointments. A motion was made by Lowd to approve the minutes of April 1st. The motion was seconded by Yates and carried. Reviewed and approved disbursement warrants for the week. 2 Executive Session Entered executive session pursuant to 1 M.R.S.A. § 405 (6) (A) to discuss a personnel matter. The Selectmen will make an offer to a candidate for the position of Code Enforcement Officer and will invite the individual to meet with them next week to discuss their offer. Adjourned. 3
