Program Manager (Governance) GENERAL: The Australian Embassy in Yangon is a medium sized diplomatic agency representing the Australian Government in Myanmar. It is staffed by employees of the Department of Foreign Affairs and Trade, the Australian Federal Police, the Department of Immigration and Border Protection, the Australian Trade Commission and the Department of Defence. The Australian Government’s aid assistance to the people of Myanmar is focussed on health, education and sustainable economic development. The Governance, Peace, Humanitarian and Livelihoods Section supports capacity development in democratic governance in Myanmar, which addresses access to justice and rule of law, public administrative reform, parliamentary strengthening, and development effectiveness. Under limited direction, the Program Manager provides policy and program support for the implementation of the Australian Government’s aid assistance to the people of Myanmar. The position currently works primarily on managing Australia’s support for democratic governance, but requires flexibility to work across all areas in the team. Qualifications and Experience The appointee should have the following qualifications and experience: Demonstrated international experience in management and review of aid programs/activities. Proven ability to think strategically and understand the broader implications of issues for work responsibilities. Knowledge of Australian and Myanmar government policy, with an understanding of related economic, political, social, and cultural issues in development. Sound judgment, problem-solving skills, initiative, and a results orientation. Native-level oral and written communication skills in English. Technical qualifications and/or experience a development-related field is highly desirable. The key responsibilities include, but are not limited to: Assist the First Secretary to design, monitor and review aid delivery mechanisms, assessing the ongoing operations and reform of local systems and participating in monitoring and evaluation activities Through close engagement with implementing partners, government and other stakeholders, develop strong contextual understanding to help ensure Australia’s aid remains relevant, and identify and assist with managing risks of high profile programs and feed into Embassy reporting Support donor harmonisation efforts by building contacts and networking with other donors, stakeholders and external networks to share analysis, experiences and lessons learned Assist the First Secretary in advising the Counsellor on national policy developments and the implications for the program Contribute to technical reviews of project proposals (project design, frameworks and formulation) for peer and quality assessments for new and ongoing projects Represent Australia’s position to government counterparts, implementing partners and other organisations when requested Support the drafting of country and/or regional papers, policy papers, and briefings on a wide range of matters relevant to program management and the operating environment Participate on technical assistance panels to select contractors, manage contracts and monitor contractor performance which includes resolving problems within area of responsibility and seeking advice and constructive engagement from subject-matter experts when necessary, administer contract variations and amendments, maintain contract-related records and ensure that DFAT meets its contractual obligations Monitor the financial aspects of the sector program, including coordinating budgets and financial reporting.
