Just the Facts M a y 1 , 2 0 1 5 V o l u m e 6 , I s s u e 1 7 The Walking Dead— Friday, April 24 to Thursday, April 30 Busiest Day of Week: Saturday— 106 events Busiest Hour of Day: 11:00 PM— 43 events Total # of Events: 619 Average Events/Day: 88.43 Average Events/Hour: 3.68 Average Traffic Stops: .99 per hour DWIs for the week: 1 SCDIU Arrest— On Thursday, agents from the South Central Drug Investigation Unit (SCDIU) arrested Joshua Temple to culminate an investigation that had been ongoing since early in 2015. The arrest was Joshua Temple in relation to an incident in January of 2015 where Temple allegedly sold approximately 3.9 grams of presumptive methamphetamines to an undercover agent for $300. Joshua N. Tempe, age 32, was formally charged with 2nd Degree Sale of a Controlled Substance—a felony. On April 21, 2015, a driver was stopped by an officer for a simple seatbelt violation. The driver identified himself as Dominic Shellum—he was given a ticket and sent on his way. On April 28 th, this same Dominic Shellum was stopped by another officer for a registration violation. This time he was given a ticket again and his vehiBrandon Bray cle was towed to be held until it had proper registration. The officer was finishing up his paperwork on the stop and when he pulled up the driver’s driving record, realized the drivers license photo did not match Mr. Shellum. Officers searched for Shellum and found him walking near Central Park. When Shellum was confronted with the discrepancies between his appearance and his driver’s license photo, he fessed up and acknowledged his real name is Brandon Bray. Bray admitted that he knew his driver’s license was cancelled—he also admitted that the real Shellum died some time ago and Bray was using his name because he didn’t have a driver’s license. Brandon T. Bray, age 37, was arrested, jailed and formally charged with (2) counts of Providing a False Wireless Devices and Motor Vehicles— Name to a Police Officer and (2) counts of Driving After Cancellation—Inimical to Public Safety— On April 28th, a motorist was stopped for texting all gross misdemeanors. while driving. The officer observed the driver Bottle Wielding Suspect Arrested— During the early morning hours on Tuesday, our officers were called to Reggie’s Brewhouse for an assault. Upon arrival, officers found a single male victim whose face was dripping with blood and had blood all over his hands, shirt, pants and shoes. The investigating officers learned the victim had left Reggie’s and was on the patio area in the rear. While the vicIsiah Perez tim was standing there, a male in a blue sweatshirt came up to the victim and allegedly hit him with a beer bottle in the face. The suspect then allegedly pushed the victim into the wall and punched him. The victim identified the suspect by a nickname whom our officers know as Isiah Perez. Perez was located shortly thereafter a short distance from the bar and arrested. Officers reviewed surveillance video from the bar area and Perez can be seen exiting the bar with a bottle in his hand. Perez is seen swinging the bottle and then with a broken bottle in his hand. Isiah Perez, age 39, was jailed and formally charged with 2nd Degree Assault with a Dangerous Weapon. travel through a red light with his head down looking at this phone. When stopped, he admitted to texting & not seeing the stoplight; he was cited for the offense— unfortunately for him, he was also arrested for an outstanding warrant for theft out of Scott County. Minnesota law enforcement officers cited 909 drivers statewide for texting and driving from April 13 – 18 (6 days.) During the same time, Owatonna officers issued two citations for drivers using wireless devices while driving. In Minnesota, it is illegal for drivers to read, compose or send texts and emails, as well as access the web while the vehicle is in motion or a part of traffic. This includes sitting at a stoplight or stopped in traffic. It also is illegal for drivers with a permit or provisional driver’s license to use a cell phone while driving, except for emergencies to call 911. The annual Guns v.
