Page 19 of 21 An officer was patrolling the neighborhood approaching the four way stop sign at N Indiana St & E 40th Pl. The officer observed a white Mitsubishi Galant (bearing IN registration 418LRG) completely disregard the four way stop sign while travelling west on E 40th Pl. The officer pulled behind the vehicle and also observed that there was no light illuminating the vehicle license plate. The officer followed the vehicle and initiated a traffic stop in the 1300 block of N Broad St. The officer made contact with the driver and lone occupant, Luis Silva Barajas, who identified himself by his Indiana Driver License. As the officer spoke with Silva-Barajas, he observed that Silva-Barajas was extremely nervous upon immediate contact by his hands shaking while finding his documentation. The officer asked for Silva-Barajas' vehicle registration and he produced his vehicle insurance instead. The officer asked Silva Barajas where he was coming from and he stated his parent’s house on E 40th Pl. The officer asked where he was going, and he stated to Whiting. The officer could detect an odor of marijuana (known through training and experience), and an odor of masking agent, commonly used to cover up the odor of marijuana. Silva-Barajas kept moving about during the initial contact and the officer observed him reaching down towards his seat belt and then to the center console. The officer confronted Silva-Barajas about the odor as well and he stated there might be marijuana in the area of the center console. As he was telling me about the possible marijuana, Silva-Barajas began to reach for the center console. Silva-Barajas was removed from the vehicle and patted down for weapons. A K9 Unit from Munster Police Department was summoned to the scene to perform a sniff around the vehicle. The K9 officer and K9 Django arrived and a positive alert was given on the driver front door and on the center console. Officers then searched the areas where K9 Django alerted and discovered a clear plastic baggie containing a green/brown plantlike substance, (3) clear plastic baggies containing a white powdery substance, and a Walgreens prescription bottle (without a prescription label) containing oval pills. Officers suspected through training and experience, the substances to be marijuana, cocaine, and other controlled substances. Additionally a Samsung Verizon flipphone was located in a couple holder in front of the location of the suspected narcotics. A small black digital scale was also located in the center console with the drugs. A search of Luis-Barajas' person located $299 in US currency, in divisions of $20's, $10's, & $5's which are known to be consistent with drug trafficking sales. Silva-Barajas was taken to the Griffith Police Dept in double locked handcuffs. The suspected green/brown plantlike substance, white powdery substance, and the blue oval pills where positively field tested and identified as marijuana, cocaine, and Alprazolam by the Duquenois-Levine Reagent Test, Scott Reagent Test, and Controlled Substance Pill Identification Chart. A court records check showed SilvaBarajas to have a prior conviction for a previous drug offense on 08-29-2011, Cause # 45G031012-FC 00137, enhancing charges for Possession of Marijuana to a Class A Misdemeanor. Silva-Barajas was placed into cell #1 pending transport to Lake County Jail. > 15GR01997 LOUD PARTY, 1000 Blk of N Oakwood St, (3/28, 11:29 PM).
