REPORT BY THE COMMUNICATIONS-ELECTRONICS COORDINATION SECTION
to the
STANDING GROUP
on
USE OF THE CRYPTOGRA PHIC MACHINE WIM (BID/56O/1) BY
THE UNITED KINGDOM FOR ALL CLASSIFICATIONS OF TRAFFIC
(CECS 101)
THE PROBLEM
1.
To approve the use of WIM (BID/560/1) for the transmission
of COSMIC and of all classifications of NATO traffic.
FACTS BEARING ON THE PROBLEM
2.
The United Kingdom has under production an electro
m echanical start/stop on-line cypher device using one-time key tape.
The machine is analogous to and will inter-operate with ETCRRM and
SIGTOT which have been approved for the transmission of all cate
gories of NATO and COSMIC traffic.
3.
Pull details of the machine and an opportunity of examining
it have been afforded by the United Kingdom to the French and United
States Govern m ents.
4.
The tape used by the m achine is produced by the same equip
ment and procedures as are used for the production of tape for
5 UCO.
These methods and procedures are known to the French and
United States Governments and have been approv ed by SECAN.
5.
The United Kingdom Services plan to use these equipment
on some circuits which are "NATO national tails" and on which
therefore, in a ddition to na t ional traffic, NATO tra f fic is p a ssed.
The U.K. Services will wish to pass this traffic with the security,
