Banque centrale du Luxembourg, member of the Eurosystem/European System of Central Banks (ESCB), and responsible for the hosting of the “Eurosystem Procurement Coordination Office (EPCO)” is looking for a highly experienced and motivated candidate for the following position: PROCUREMENT OFFICER (m/f) Full time - (ref.: EPCO/001/15) Main tasks and responsibilities (see the Decision ECB/2008/17 laying down the framework for joint Eurosystem procurement): In the EPCO, he/she will be entrusted with the following tasks: • Handling complex public procurement (including cross-border procurement) related matters in different areas and interacting with internal and external counterparts in an international work atmosphere and as part of a multinational team • Contributing to the identification of joint procurement opportunities for the benefit of the central banks of the Eurosystem/ESCB • Preparing documentation related to different EPCO activities (such as market researches, best public procurement practices, standard template documents, reports, etc.) • Provide advice and support in issues related to EPCO activities to the central banks • Coordination of joint procurement activities and/or implementation of joint procurement procedures for the benefit of the central banks • Participation in opening, evaluation and joint procurement committees • Performing contract monitoring and management of significant contracts/framework agreements. Dealing with contractors and third party providers • Organization and preparation of the regular external meetings of the Eurosystem/ESCB procurement experts, and other specific internal and international working groups • Contribute to the development and implementation of IT tools/infrastructure required for EPCO activities • Contribute to the development of internal methodologies for the assessment of performance in public procurement • Supporting the preparation of the EPCO’s procurement plan and other EPCO reporting obligations (Annual report, EPCO budget) respecting the applicable policies and procedures • Providing input to the development of internal procedures and conceptual developments of EPCO Qualifications, experience and competencies: • University degree preferably in Economics, Business Administration, Law, Engineering, or a related field or a proven ability to perform the tasks required by the position. Degree, Professional Certification or complementary studies in public procurement would be an advantage • Strong knowledge and / or proven working experience in (EU / international / joint) public procurement • Several years of experience with (public) procurement processes and tools, including the analysis of business / commercial offers (cost, structure, contractual terms), performance assessments and contract management • Having a commercial awareness and marketing/commercial skills • Talent in negotiation with economic operators would be considered as an advantage • Experience in the field of market data services and/or IT would also be considered an asset • A high level of computer literacy (in particular Excel, PowerPoint) • Fluent command of English, with excellent drafting skills, in particular an ability to draft concise and clear texts; a good command of French would be an asset • Strong analytical skills and ability to communicate in a clear and objective manner • Ability to organize and prioritize work within tight time frames, ensuring timely delivery of results, ability to multi task in a fast paced environment • Ability to take initiative, explore avenues, propose (alternative) solutions and work independently but also as part of a team • Ability to network and establish/ maintain excellent cooperative relationships with other relevant business areas and with colleagues from other central banks/institutions • Being motivated, respecting confidentiality and proving an ethical attitude • High sense of diplomacy • Excellent team working skills For further information, please contact: Ms Eva Rodríguez Bielsa, Tel: (+352) 4774 4516 If you are interested in the position as described above, you are requested to address your handwritten cover letter, indicating the reference above, together with a detailed C.V. and copies of the diplomas you have obtained, at the latest by 20 April 2015, to: Banque centrale du Luxembourg Human Resources Department L – 2983 Luxembourg [email protected] www.bcl.lu
