PROGRAMS This month’s luncheon programs chairmen are Larry Paulk and President Tony Tanner. This weeks presentation will honor a well deserving servant in the community under our Book of Golden Deeds program of Service led by Vince Settle, III. Next week Thursday’s program will feature Dr. Glenn Diebert President of Coastal Pines Technical College to speak on the status of the college. EXCHANGE CLUB SCHOLARSHIP AWARD Priscilla Christopher, Chairman of the Young Citizenship Committee reported on our club’s establishment of the Herbert E. Bond Young scholarship fund. This year, the committee awarded a $250 bond to Jenny Henderson at a Southside Christian Schools program. Her parents are Jaime and Natalie Henderson. Also, Tony is participating in Southern Stars Dancing Competition in August and covets donations to his team in support of Magnolia House which helps kids suffering from domestic violence. This event will help fund the Magnolia House which is close to his heart in helping kids and families involved with domestic abuse and violence. LOCAL LEGISLATIVE DELEGATION REPORTS Burton Carter introduced our elected local legislative delegation: John Corbitt, Representative for Douglas stated the Georgia budget increased 4.7% or over $952 million increase this year. Education takes 50% of the budget. The remaining budget covers all other state agencies. Jason Spencer, Representative Camden County stated he worked on ways to allow marijuana plant, under very limited conditions, which could be used for medical treatments such as, seizures. HB17 was passed to strengthen child abuse prosecutions. The law simply sets up procedures to make a case. There is a 2 year look back to find evidence to confront predator. Access to criminal records strengthened to get violators. Jason Shaw, representative reported they passed HB170 on Transportation that increases sales tax on gas up to 26¢ /gallon to provide maintenance on existing system. Four-laning US 84 is waiting for the money. They also passed a bill that provides money to help kids with autism. Taylor Harper, Senator reported he is now Chairman of Public Safety Committee. They also provided $3 million for Coastal Pines Technical College expansion and 1 year of equipment improvements. He said Fireworks are now legal to buy in Georgia. Several bridges will be repaired. ANN PURCELL DOT BOARD MEMBER Burton Carter introduced Ann Purcell, Georgia DOT Board member for District 1 which includes, 17 counties extending from Savannah to Valdosta. Ms. Purcell said she is a cousin to Paul Purcell (a former local influential state official, so, we should be able to get higher priority projects located here!). She stated that local officials should learn to compromise and be a part of the team and wait for projects to get into position for funding. The HB170 transportation action bill was passed to make road projects possible now because projects were sitting on the shelf due to inadequate funding starting July 1. Only 70% will be sent to Georgia. Fatalities increase in 2015 to 25 percent. At this rate, 1200 fatalities will occur this year. She urged members to “Stay Alert to Stay Alive.” HB167 was passed as a housekeeping bill to bring back local monies through a local 1¢ sales tax for transportation projects. This can be done county by county or by clusters of counties. Ms. Purcell said she is a volunteer to Georgia DOT Board and receives no state or federal pay for her services. Let’s pray for peace and comfort for John and wife, Cecilia. • Major Chris Tatum eulogized Herb Bond, who died May 8, 2015. Herb treated office and everyone fairly. He always had kind words and lived in peace. He treated everyone as how they would want to be treated. Herb served 43 years in the Waycross Exchange Club. Remember to keep Cecilia and John in your prayers. • Ken Carroll presented a eulogy for Dr. James (Jimmy) Sistar who died May 8, 2015. He received a BS degree from Valdosta State University in 1974 and Doctorate of Optometry from Southern University in Memphis, TN in 1980. Ken relayed information that Jimmy was a “tinkerer” and musician excelling in playing several instruments.
