ORGANIZATION AND CONTROL The “Confederación Mundial de Actividades Subacuáticas” CMAS ( World underwater activities confederation) let in the “Federación española de actividades Subacuáticas” FEDAS ( Spanish underwater activities federation ) , the organization of the “XXX Campeonato Euro-Africano de Pesca Submarina” CMAS( The thirty Euro-African Spear Fishing championship) , that will take place between the days 4th to 6th of September, 2015 in the city of Cadiz, Spain. The present championship will validate the 2015 ranking of positions among affiliate’s countries to CMAS in Europe and Africa and it will qualify the first countries to the 2016 World Championship, according to the rules of the 3.3.3 article of the CMAS general rules. REGISTRATION Templates of registration must be sent by e-mail to [email protected]. The affiliates federations to CMAS Sports Committee could register its National Team [until Six persons per delegation] by email. The representatives of each country must be older tan eighteen years old and they must have the nationality of the country they represent in championship. They must send for every member of team: first name, name, Identity Card Number and the federative card and fishing license of the originary country, according to current norms of local government - Junta de Andalucía ( Order 361/2003-art.7-2 ). They must bring flags and the hymn of their own country. Registration cost includes: • Accommodation and breakfast in the Gran Hotel del Sur ( double room) • Lunch on (2) days of Competition. • Boat for each competitor, in two (2) competition journeys. • Two main dinners: Closure day and Opening day. • Internal transfers from hotel to the Marina and weighting zone. • Touristic promenade. • Souvenirs kit • Ice for catches, fresh fruit and water for the competitors for the days of competition. • An additional discount of 200€ will be applied for each competitor that use his own boat, over registration fees of modality 1 or 2. CHAMPIONSHIP The 30th Euro-African Spear Fishing Championship CMAS, will take place in two consecutive journeys of competition of five (5) hours each one, in the seafront of Cadiz City. This geographic area will be divided in three (3) areas named “ Competition areas” , Two (2) primary areas where competition will take place, and one (1) reserve area in case the weather conditions fails and make it unsafe or forbidden to operate in the primary areas . These areas will be named North Competition area, South competition area and Reserve area. 4 CMAS Technical Delegate will confirm the order of the competition areas no later than one hour before the start of the first competition journey. CMAS Technical Delegate could, if he consider it necessary, to reduce the time of the competition journey versus planned time of competition, during the same journey or at start of the journey, for security reasons that may put under higher risks the competitors and support people, if weather conditions become harder or other motives, or if the sea authority order that. Competition in one day will be valid if it time passed exceeds the two thirds of planned time for the competition in the day. The championship will be valid when at least one valid competition in the day is completed. The total suspension of a competition day is strictly a decision of CMAS technical delegate. Competitors can only use the boat provided by the Organization Committee or own boats accepted on registration, that will be considered as the official boats. Another mean of transportation is forbidden during the time of competition. Each national team will be provided with a set of three (3) official boats. Taking in account that boats could be of diverse size and pòwer, in this event: - Boats available, excluding competitors with own boat accepted by organizer, will be distributed in packs of three boats in an equitable and fair manner, and - the boat packs will be allocated by draw. - It is responsibility of the captain of each team the individual distribution of the boats to every of their athletes. Team captains will be allowed to be in one of the three boats assigned to own athletes, and he / she will be free to change from one to another during the day of competition. The official visit period without fishing and taking guns in the water are two weeks = 14 days + day before the championship starts = 15 days: since 21st august, 2015 to 4th September, 2015, both included) It is forbidden: To access underwater to the competition areas the day before the beginning of competition to all the competitors, members of delegation, commissaries, captains and other persons related to precedent persons. - To visit any competition area during official visit period using scuba diving apparel other than apnea, or using scooters or any underwater mean of propulsion. 4. ALLOWED EQUIPMENTS AND TOOLS: The use of an official buoy provided by the organizer committee will be imperative for all competitors being into the sea during the time of the journeys of competition. In the event of losing the official buoy, the boat commissaries will request for a spare official buoy to the organization, during that time the athlete must use another standard own buoy. It is only allowed the use of: 5 1. One boat for each competitor. 2. Spear guns, loaded by the athlete without help of other competitor or support of people on boat. 3. Diving fins 4. Mask. 5. Snorkel 6. Faster release weights belt. 7. Gloves. 8. Underwater lamp. 9. Fish holder 10. Spare arrows and hooks. 11. Underwater watch and computer 12. Echo sounder. 13. Isothermal dress 14. It is recommended a box to have the catches fresh. 15. Communication means (mobile phones, VHF transceivers, walky talkies,…) 16. Global Position System (GPS). COMPULSORY EQUIPMENTS: Use of all safety elements required by local Sea Authority. That includes: Homologate safety float vet Diving knife. Spanish “Alpha” flag (BLUE with a White line) signaling diving activity. 5. METHODS OF CONTROL Each competitor will be provided with a numbered official buoy at the moment of the inscription, the use of that buoy is COMPULSORY during the journeys of the competition, athletes must not go far than 25 meters from their official buoy. 6 The organizer committee will give numbered bags to every competitor to keep the catch fish, that will be close by the commissaries and delivered in the signaled place to the collection at the end of the time of competition, or in the moment of an athlete decide abandon the journey, in this event it is compulsory that he communicate it to the CMAS technical delegate or the Director of competition before leaving the competition area. Every boat with a competitor will be identified by number and correspondent acronym of the country, with the number of the athlete and the flag of the country, according to CMAS General Rules for Championships. 6. THE COMPETITION The Director of Competition will lead the transfer of boats and competitors to the meeting point signaled during the technical meeting of captains, in the middle of the zone of competition. The boat of Director of Competition will leave the port where the championship is based, followed by the boats of the athletes until arriving the meeting point where he will indicate the start of the competition with visual and sound signals. At the end of the competition he will signal the end in the same mode, both sound and visual signals. Boats of competitors must arrive to the precise check point for boats arrival control signaled during the technical captains meeting. The movement of the boats during the competition all the zone long must be keeping prudent distances with the other athletes and their buoys and at slow speed, less of three (3) mph, and respecting the distance in the radio of 25 meters of the buoy signaling one athlete. 7. COMMISSAIRES AND JUDGES 7 All not identified situation in the present rules must be solved according to the international Spear fishing rules of CMAS. For not identified events in Particular or General Rules, decision will be analyzed and solved by the International Jury / CMAS Technical Delegate for the championship. • • The competition Committee may be requested for expert advice at any moment by CMAS technical delegate, but the CMAS technical delegate will take his own decisions. Commissaries of boats must follow the laws of competence and the orders of the judges and CMAS Technical Delegate. In the event of a competitor become tired or another circumstances that make the athlete be retired from the competition, he can only leave the competition after telling that to the commissary in own boat and he has to communicate that to the CMAS Technical Delegate or the Director of competition. During the competition, the official Main Boat will have flags in colors that means: RED: Emergence/Urgency WITHE: End of competence. GREEN: Request for mechanical help. After White flag and sound signal, all competitors must stop his fishing activity and go on board the boat. If he have to stay in water, he will stop the fishing activity and remove his mask of his face. 8. SCORING AND CLASSIFICATION The calculation will be in two steps: PHASE 1: Traditional Points (P.T.) The amount of points obtained by the captures in groups, calculated as follows: one point per gram of each valid catch plus the established bonuses. The max valid weight for the scoring of the catches of any group will be 12,5 Kg.( 12.500 g) Catches which weight is higher than 12.500 gr will score this maximum value plus the bonus, although total real weight will be consider in the event of existing an award to Biggest Catch. BONUSES: • Each valid catch will have a 500 points bonus ( number of points = lower weight of the species groups ) • Each different specie will have a 500 points bonus. ( number of points = lower weight of any groups) • Additional bonus when the full quote of catches of a certain specie is completed, equal to 2 * lower weight of any group. PHASE 2: Percent Punctuation (P.P. %) The total punctuation of each athlete on the journey will be a percentage taking as reference the punctuation of the classified with the bigger score in each journey of the competition. 8 The athlete who obtain the best punctuation will be accredited with the 100% and the points of the next competitors will be calculated based on traditional points obtained by the athlete over the points of first classified. The percent values will be rounded to the third decimal. Formula for calculation of the individual points: Punctuation of each athlete x 100 Punctuation of the first classified of the day. The classification will be calculated in points, following the precedent rules. Any athlete who presents his catches in a bag other than official provided by organization, with or without water, will be weighted the last of all bags and immediately removed bag and water. PENALTIES: • Any catch not reaching two thirds of the minimum weight of their category, will generate a penalty (negative points), equal to the minimum weight of the category/group. • In the event of one catch exceeding the established limit of pieces, will be ignored in weighting and two higher weight catches of the specie will be removed. • If a competitor exceeds in two or more catches the max number of catches of a specie, all the catches of the specie will be disqualified in the journey of competition • Any catch that is not in the boat at the time of finish the journey of competition is not considered a valid piece. 9. VALID, NON VALID AND BANNED SPECIES BANNED SPECIES Athletes are not allowed to fish any banned specie by the country or local law, as: Red Tuna Moon fish NON VALID SPECIES No valid species are those species that don’t allocate any point by CMAS General Rules: All Flat fish (monkfish, turbot, sole, halibut …) Greater weever All kinds of cephalopods / octopus All kind of Bathoideus (Butterfly Ray, etc.) All kind of squalls (Sharks) VALID SPECIES To be considered valid species it will be any kind of fish, catch alive and in freedom, that are not included on the list of BANNED or NON VALID species. Four (4) groups are established according to specific min. weight and max. Number of catches allowed in this Particular Rules. 9 During the official visit days and/or during the technical captains meeting, Organizer will distribute pictures of most easy confusing species among teams, to allow them easily identify the not valid or forbidden species. GROUP 1 • Min. weight for catches of this group will be 3000 grs. • The highest weight that provides points will be 12,5kg for each piece. Total weight will be counted for the “heaviest piece” award. • Only one catch per day is allowed for every of the species being part of Group 1. • Points: • • • o One point for each gram o 500 points bonus for each catch. o 500 points bonus for every different specie. Min. weight without penalty: 2000 grams. In the event of draw, the athlete with higher number of catches will win. Classification by Nation: It will be the result of the addition of individual points in percent scored by every member of same nation during the valid days of competition. 10. REGULATORY FRAMEWORK AND SANCTIONS During the XXX Euro- African championship, the national teams and their members must follow all detailed next norms coming from CMAS Spear Fishing General Rules: The competitors of the national teams must know and respect Spear fishing CMAS rules, as well as norms in this Particular Rules and local laws (Country or Region) CMAS Technical delegate, Director of Competition and commissaries, will take control of the respect of the rules. After the boat commissaries or the competition director signal to CMAS Technical Delegate any wrong behavior, the CMAS Technical delegate will decide a WARNING or a DISQUALIFICATION (in the day OR in the championship). Athletes receiving two (2) formal Warnings for the same cause in same day will be disqualified in the day. Behaviors punishable with a WARNING: • • • • • • Delay arriving to the official events, scheduled by organizer. Have misbehavior or lack of respect with other athletes, authorities or members of the organizer committee. Move away out of the 25 meters circle of the official buoy during the time of competition. Not to declare having completed the maximum number of catches allowed for a certain species. During the time of competition, go out of the limits of the competition zone. Get aid to recover the official buoy, the belt lest or the mobile ballast. Behaviors punishable with DISQUALIFICATION IN THE DAY (it will be valid the completed time the day before or after this disqualification) • Use of a fish holder on the belt. • Arm a spear gun out of water or keep it armed out of water / on the boat. • To present to weighting a higher number of not valid catches than the valid catches. • Leave the competition zone before end of competition or without pass the control at the end of competition time, without communication to CMAS Technical delegate or Director of competition, through boat commissioner. • Be inside water in the competition zone before the official start of the time. • The undue delay to pass the control points at the end of the competition, time limit will be concreted and communicated to all participants in the concentration of boat before competition start. 13 • Neglect the commissaries indication that finish the official time of competition and stay on the sea. Behaviors punishable with TOTAL DISQUALIFICATION (Deleted from official classification): • • • • • The member of any team who keep on verbal injures or physical injures to other athletes, authorities of the competition or member of organization committee. The replacement of catches, the return or let into the water any catch ( Banned, valid or not valid species) Violation of the fishing laws. To catch banned species by any country, regional or local laws, detailed in this particular rules. During the fishing time of official visit of the zones before the event or during competition the athletes must not : o Use of explosive artefacts. o Use of explosive gases spear guns. o Use of any artefact with artificial breathing system. This is only an apnea spear fishing competition. o Use of underwater scooters. 11. COMPETITION AND RESERVE ZONES Euro-African Spear fishing championship will take place the days 3, 4, 5 and 6th of September, 2015. The championship will take place on the coast of Cadiz, starting at San Sebastian Castle to Sancti-Petri. The event will take place in two different zones. ANTI-DOPING CONTROL 17 During the competition, anti- doping control may take place, according to the rules of the CMAS and the AMA (Anti-Doping Mundial Agency) 13. RULES INTERPRETATION The CMAS general rules for Spear Fishing championships will be used as the norm for any issue not regulated in this Particular Rules. 14. RESPONSIBILITIES The Underwater Activities Worldwide Confederation CMAS, FEDAS, FAAS, CMG LA CALETA, the Competition Authorities and the organizer committee will not be accountable of eventual accidents, personal or material losses affecting to competitors or third persons that happens before, during and at the end of the championship. Competitors are going to accept all rules and norms detailed in this Particular Rules by signature at the moment of the final inscription, as well as any additional instruction coming from organization committee, FEDAS or CMAS Technical Delegate. 15.
