SB2671  Resumes market development program  Imposes SW permit req for large storage sites  Strengthens enforcement for viol of FA req  Increase public awareness of used/waste tire issues  LAW ENFORCEMENT AUTHORITY Section 44(a) and 44(p)(1)(A) of the Environmental Protection Act  Class 4 felony to open dump >50 used tires in IL  Class A misdemeanor to illegally transport  All law enforcement officials are obligated to enforce provisions of Act  Must focus on used tire transporters (whether registered/placarded or not)  Publicize arrests and convictions  USED TIRE ADMINISTRATIVE CITATION (AC) AUTHORITY 21(k)(1)-(4) of the Act  21(k)(1): Water (especially larvae) in used tires  21(k)(2): Failure to collect tire user fee  21(k)(3): Failure to file quarterly tax return  21(k)(4): Transporting used tires without registration or proper vehicle placarding  $1500 per violation for 1st offense  $3000 per violation for subsequent offense  MARKET DEVELOPMENT PROGRAM Diversify!
