The Content tool is the central location which works as a repository for all
of your course content. Content structure is organized by modules, with
the options of sub­modules. Each module is a folder where you can upload
files, create HTML pages, as well as add external links. Enter course, select “Content” from Nav. Bar
Select the module you wish to upload content to (or create a new module)
Once you in the content module, you can set date restrictions, release conditions, add the module
description, publish it immediately, or save as a draft for future use.

Here you have many options where you can upload files, create links, discussions, dropbox, etc...
Within your module, you can add "Sub Modules" however, as a best practice be sure to limit them
to a maximum of 2.
