Attacking Economic Racism

Despite ill-intended efforts to do it for us, Black
Americans have a responsibility to define our own reality. It
is a fundamental human right
recognized and respected by
the United Nations. Therefore, it is incumbent upon us
to define, without apology, the
deadly and debilitating manifestation of racial discrimination and injustice as “economic
racism.”
Why are so many Black
Americans still mired down in
intergenerational poverty, lack
of health care, inadequate education, raging unemployment,
disproportionate
imprisonment, the highest rate of housing foreclosures and housing
discrimination, the lowest rate
of bank lending and overcall
exclusion from access to sustainable wealth generation in
every region of the nation?
How is it mathematically
possible for Black Americans
to spend more than $1.2 trillion
annually in the United States,
and yet the overwhelming majority of the companies that
make huge profits from the annual spending of Black Americans do nothing more than
invest far less than 1 percent
of their profits back into Blackowned businesses and grassroots organizations throughout
the country?
Why does the American economy remain racially
segregated in 2015? Why are
Black Americans consigned
to poverty and economic inequality?
The answer is amazingly
simple: It is the reality of economic racism, defined as the
intentional racial discrimination against Black Americans
and other people of color to
prevent economic equality,
justice, parity, advancement,
and empowerment; it is the

systematic racial exclusion of
Black Americans and other
people of color from economic
policy-making at local, state
and national levels in both
corporate and governmental
entities; and, it is economic
institutionalization of racial
oppression, stereotyping, and
profiling coupled with the ignorance of racial prejudice and
hatred.
Yes, this is an admittedly
complex definition of economic racism. The matrix of
complexity concerning economic racism, however, does
not make it impossible to challenge and to overcome. No one
is born a racist. We can and
will eventually liberate ourselves from all forms of of racial oppression and economic
racism.
We have not concentrated
on economic racism as much
as we should have because of
the overemphasis on politics.

But we eventually had to recognize that even our political
system is controlled by economics and politicians tend to
be more responsive to those
who support their campaigns
economically.
The economic liberation
of Black America will require
establishing more internal unity and more external coalitionbuilding and partnering with
those who stand for freedom,
justice and equality with their
money, words and deeds. Organizing and mobilizing an effective movement to challenge
and overcome economic racism is long overdue
The perpetrators of racial
injustice and discrimination
are always reluctant to confess
or acknowledge the reality of
these centuries-old phenomena. In the United States, in particular, there is a historic and
contemporary denial of how
race plays a determinative role
in all aspects of society. As
former U.S. Senator Bill Bradley (D-NJ) was fond of saying,
“Slavery was America’s original sin, and racism remains its
unresolved dilemma.”
And we see that racism
manifested in so many ways.
Today, it now appears
that the only way to get people to acknowledge raciallymotivated police misconduct
against Black Americans and
other people of color is to have
a video tape of the transgression. Thank God for the recent
videotape of the police murder
of unarmed Walter Scott in
North Charleston, S.C. Sometimes, as was the case with
Eric Gardner in New York
City, we can have videotape
and rouge cops still escape
punishment.

Educate, organize
and mobilize

Back in December of 2014
I started writing and teaching
about the “Third Reconstruction.” I described its mission
as creating a network of organizations and individuals that
were committed to a non-racial,
multi-ethnic, equal opportunity
America, characterized by political, economic, and social justice.
On Sunday past, 2016
Presidential Candidate, Hillary Clinton, announced her
campaign for President. In
doing so, she announced that
“equal opportunity” would be a
plank in her campaign agenda.
Needless to say, advocates of
the Third Reconstruction are
delighted with her announcement. Our delight is not an endorsement of her as a candidate,
but because her plank on equal
opportunity represents a longterm teachable opportunity for
Black communities to discuss
and understand our 400 year
pursuit of equal opportunity. I
believe that it is the intent of her
campaign to refer to itself as the
“Hillary Campaign.”
The first point that I
should make is that equal opportunity as viewed by Hillary Clinton and Black voters
is a topic that requires great
consideration and study. Voter
suppression and political accountability are core concerns
of Black voters that require our
unrelenting attention. I should
add that political accountability
as I view it requires much more
than Black voters have required
in the past. It is also important
to understand that equal opportunity may or may not be
the highest priority of the Hillary campaign, but I can think
of no higher priority for Black
voters. Equally important is the
fact the Clinton campaign is addressing equal opportunity as
it applies to other voting blocs,
which is appropriate, but much
of our focus will be on it as a
Black priority.
Going forward, on our
blog, www.TheThirdReconstruction.com, we plan to con-
duct ongoing, in-depth discussions on the meaning of equal
opportunity to our Black communities. It is important that
comments be made on our
Facebook pages as well as our
website. Facebook posts get lost
after a few post or a few weeks
but we can thread website messages to last forever. Our blog
will be used as a teaching tool
by voters interested in understanding the political context of
economic, political, and social
justice.
I’m pleased that as soon as
I posted information on Facebook concerning the Clinton
campaign equal opportunity
plank it drew pointed comments that challenged Black
voters to apply a policy of political accountability when
evaluating its importance to
the legitimate aspirations of our
communities. We also received
suggestions for building greater
community awareness, understanding, and support for equal
opportunity. I will be incorporating the comments and opinions from our readers as I make
equal opportunity an ongoing
topic for my commentaries.

Apple's Teachable Moment - Op-Ed

Notice should be taken of
the fact that the Third Reconstruction’s mission includes in
its network outreach to most, if
not all, of the major components
of the 2008 and 2012 “Obama
Coalition.” For Hillary to win
in 2016, she will have to mobilize the Obama Coalition. This
coalition has been historically
identified as young voters, minorities, women, gays, labor
and other progressives.
As an aside from equal opportunity, many of our readers
know that we have been doing ongoing coverage of voter
suppression since the Supreme
Court gutted the Civil Rights
Act of 1965. To that end, readers must be mindful of the fact
that if the Republicans are successful in their wide spread attempts to stop Black and other
citizens from voting, it may
not matter what kind of coalition Hillary is able to mobilize,
she’ll lose in 2016.

Inclusion inspires innovation. This mantra, featured
prominently on Apple's website, was put to the test last
week when the company came
under fire for dismissing several construction workers who
had been convicted of a felony.
According to the San
Francisco Chronicle, anyone
who had been convicted of a
felony in the past seven years
was banned from working on
the construction of Apple's
new Cupertino campus. Apple
and its contractor, DPR Construction, also denied employment to people with felony arrests, not just convictions.
Since then, Apple has taken a step in the right direction
by rescinding the policy. But
in an industry already notorious for being out of touch with
the broader opportunity gap in
America, the company's leadership has an opportunity to
do much more: to lead the tech
field on inclusion as much as it
already leads on innovation.
Apple's quick response
was encouraging. In a statement yesterday, the company
noted that its policy "may have
excluded some people who
deserve a second chance", and
that it has "never had a blanket ban on hiring people with
felony convictions". This was
an indication that Apple understands the devastating impact of blanket discrimination
on the 12 million Americans
with a felony conviction in
their past. Still, the company's
response leaves too many unanswered questions about the
status of the fired workers,
the contours of Apple's internal policy, and the company's
commitment to ensuring that
this will never happen again.
Life is hard for someone
with a felony conviction. Peo-
ple returning to their communities not only have a difficult
time finding a job. That's more
than 60 percent are unable to
find work in their first year out.
But also face other challenges
that make landing gainful employment even harder. Even
someone who served a short
sentence for a low-level crime
will often run into barriers
to stable housing, healthcare,
educational opportunities, and
public benefits. In 2008, the reduced job prospects of people
with felony convictions cost
the US economy between $57
and $65 billion in lost output.
The Cupertino campus
project, expected to yield thousands of construction jobs,
can still provide a unique opportunity for Apple to support
the local economy and provide
work for an underserved population. It is not too late for Apple to right a wrong, prove its
commitment to inclusion, and
become a leader on fair hiring
practices. Here are three steps
that Apple can take in coming
days:
Apple should publicly address the fate of the fired employees.
Reports have indicated
that Apple may have plans
to reevaluate or rehire the
impacted employees, but it
should make this intention
publicly clear. The number of
workers fired may have been
small compared with Apple's
national employee base, but a
job is important for any single
worker, especially one operating in the context of perpetual
discrimination. Apple should
clarify its hiring policies and
publicly "Ban the Box".
In yesterday's statement,
Apple leaders denied practicing blanket discrimination.
But at the same time they acknowledged that workers on
the campus project had been
victims of discrimination. In
order to clear things up, Apple
should work with community
leaders to develop transparent
and inclusive hiring policies
that ensure that all applicants
are considered regardless of
their past mistakes. Crucially,
the company should agree not
to deny employment to people
whose crimes are irrelevant to
the job at hand.
Apple should also follow
in the footsteps of large companies in other fields and announce a companywide "Ban
the Box" program.
The company already
claims that it considers all applicants on a "case by case"
basis, and it could stand by
this promise by removing
questions about job applicants'
criminal records from initial
employment
applications.
Walmart and other major companies have already "banned
the box", alongside cities like
San Francisco, 15 states and
over 100 other cities and counties nationwide.
Apple should move Silicon Valley forward on second
chance employment.
Finally, Apple should use
its perch as an industry leader
to move Silicon Valley forward
on fair hiring practices for applicants with criminal records.
Apple could convene a
Business Leaders Summit to
encourage its peers to learn
from their mistake. The summit could provide the tools
and encouragement for others
in the tech industry to commit to fair hiring practices. It
could also impart an important
lesson to others in the industry: discrimination is not only
unfair to qualified job seekers
who have made amends for
their past mistakes (or been
arrested but not convicted). It
also means employers may be
blindly screening out some of
their best and brightest applicants.
There is a growing bipartisan consensus, echoed
by leaders as diverse as Sen.
Cory Booker and Sen. Rand
Paul, that mass incarceration
has failed the nation. Seventy
million people in the United
States, more than 1 in 4 adults,
have some type of record of
arrests or convictions. These
records last a lifetime. This is
long after the individual has
been held responsible for the
crime committed.
Apple's policy has already led to the dismissal of
employees succeeding in their
positions, supporting themselves and their families. This
is exemplary of the problem.
It is also the way forward.
Apple can move closer to realizing its stated vision of a
diverse and inclusive workforce where inclusion inspires
innovation. With these steps,
Apple can ensure that the reality of this vision does not
leave millions of Americans
with records behind. •

Racism in all of its oppressive manifestations must
not only be consistently
called out and challenged, but
entertainment industry whose
fundraising and awareness efforts have resulted in significant contributions to the hospital. The singing and acting
duo lent their celebrity status
to help garner $1.4 million in
cash and pledges for the Radio Cares for St. Jude national
radio broadcast event and volunteered their time to host and
perform during the St. Jude
Celebration of Hope closing
dinner.
Their most recent support includes a public service
announcement video aimed at
raising awareness for St. Jude
filmed on the set of the Manns'
new original Bounce TV series "Mann & Wife," which
premiered Tuesday, April 7 at
9 p.m. (8 p.m. CT). Bounce
TV, the nation's first-ever and
fastest-growing broadcast television network designed for
African-American audiences,
airs on the digital signals of
local television stations. The
30-second PSA, features St.
Jude patient Martavion, an
outspoken 7-year-old who began treatment at St. Jude for
sickle cell disease shortly after
his birth. Even while facing
this chronic illness, his personality is free-spirited and
outgoing. He has never met a
stranger, is a car enthusiast and
loves playing outside with his
cousins.

are effective in the elimination of the undergirding factors that cause racism to exist
and persist in the first place.
In my home state of
North Carolina more than
32 years ago, while helping to lead civil rights protests against the digging of a
massive toxic waste landfill
in predominantly African
American Warren County,
I coined the term “environmental racism.” Warren
County was also the place
where Congress of Racial
Equality Chairman Floyd B.
McKissick Sr., the first African American to receive a
law degree from the University of North Carolina, attempted to build Soul City as
an economic empowerment
zone and a new city for Black
Americans and others who
considered themselves progressive.
Environmental racism
is the intentional racial discrimination in the deliberate targeting of ethnic and
minority communities for
exposure to toxic and hazardous waste sites and facilities,
coupled with the systematic
exclusion of racial minorities in environmental policy
making, enforcement, and remediation. As a result of the
definitive work that we did on
this issue back in the 1980s,
today there are effective and
transformative environmental justice movements and organizations across America
and throughout the world.
One day, I hope we’ll be
able to look back and say the
same about economic racism.

Will the Senate Advise and Consent on the Loretta Lynch Nomination?
It is ironic that during
April’s annual observance of
Fair Housing Month, the U.S.
Senate has yet to schedule a
vote on the nomination of the
first Black woman to become
the nation’s Attorney General.
Nominated on November 14,
2014, the nomination of Loretta Lynch has lingered longer
than the seven previous Attorneys General combined.
The delay is even more
disturbing by noting that Ms.
Lynch was previously and
unanimously approved by
the Senate – twice -- to serve
as the U.S. Attorney for the
Eastern District of New York.
Representing the interests of
eight million people residing
in Brooklyn, Queens, Staten
Island and Long Island, Ms.
Lynch won a number of Wall
Street financial fraud cases.
That kind of leadership
and experience would rightfully continue the fights for fair
housing and a stop to predatory lending. As with any organization, the tone is set at the
top. At the Department of Justice, the successor to outgoing
Attorney General Eric Holder
will determine whether aggressive enforcement of laws
designed to provide equal access to housing and credit will
be sustained.
In 2015, 47 years since
passage of the Fair Housing Act, DOJ’s actions prove
we are still seeking justice in
housing – especially in instances where consumers of
color have been denied fair and
equal treatment under the law.
Since 2010, according to
Vanita Gupta, Acting Assistant Attorney General, DOJ’s
Civil Rights Division has
reached settlements in 18 lawsuits charging discrimination
in mortgage lending, pricing
discrimination, racial steering
and redlining affecting both
large and small numbers of
consumers. These cases have
been as large as the $335 million settlement with Countrywide that brought a measure of
justice for 200,000 borrowers
who were targets of discrimination and shared $335 million
in relief. Wells Fargo, one of
the nation’s largest banks, paid
over $184 million to thousands
of victims of steering and pricing.
Other actions have affected far fewer; but still led
to victim compensation. Eight
Brooklyn families who were
sold homes at inflated prices
by a developer, United Homes,
shared a $1 million settlement.
In addition, HUD officials
advise that in FY 2014, its Fair
Housing Assistance Program
partner agencies received
8,468 complaints alleging discrimination based on one or
more of the Fair Housing Act’s
seven protected classes: race,
color, national origin, religion,
gender, family status, and disability. Enforcement actions
resulted in a total of almost
$33 million in compensation
for victims and victims’ funds.
The two top reasons cited in
these complaints were disability and race.

for networking and relationship building in conjunction

Spiritually Speaking: Bringing
Sin to the Party? Woe!

As believers we think we
have a lot on our plates. From
our perspective however, that
shouldn’t mean we’re challenged beyond our capacity
to fulfill God’s destiny for us.
It just means we have a purpose; God’s. The more we understand and internalize this,
the more we see and appreciate the individual blessings
in our lives. What I’d like to
call your attention to now is a
statement from Jesus’ mouth
to your reality. Now make a
note. I am hanging out in that
forgiveness thing. This time
it’s not forgiving yourself I’m
talking about. It is God’s forgiveness and grace about the
sins we commit.
Nowhere in the bible can
I find an expectation by God
that you won’t sin after you
are saved. To the contrary,
the expectation is that you
will. God’s grace and Christ’s
blood have taken care of
that for you and me. We just
need to keep the appropriate perspective regarding sin
and prayer and let God know
our confession is genuine.
The point I want to bring to
your attention is when Jesus
says your forgiveness ain’t
happening. Luke 17:1 says,
“Things that cause people to
sin are bound to come, but
woe to the person through
whom they come.” This one
stunned me and I thought I’d
pass it along to you. ‘…but
woe to the person through
whom they come.’ This kind
of redefines friendship and
fellowship, don’t you think?
This statement doesn’t
absolve the sinner from the
sin, but it does put a huge burden on the one bringing the
sin trying to convince his or
her Christian family member
that it’s okay to partake. The
consequences of this act appear to be catastrophic. You
guys know I believe for anyone to truly hurt you, they
have to be close enough to
you to kiss you. Can you say
Judas? My point is you cannot plead ignorance on this
one. God won’t let you. Woe
is waiting. This verse continues to illustrate how you
should respond to one who
sins against you. You forgive.
Period! The verse is also clear
as to your role in the body of
Christ. Don’t bring sin to the
party and try to convince others it really is okay to engage
in it. Eve did that and we all
know how that turned out.
So remember this. You
are forgiven and you are to
forgive. I don’t believe I follow a God of confusion. This
is pretty simple. But let’s
not get it twisted. This can
be a trap as in entrapment.
Don’t fall for it. Do not ask
your friends and family to
wallow in your ‘oh woe is
me.’ That’s an indication of
a lack of faith or, a lack of
belief that Jesus has indeed
fulfilled scripture. The alternative is His ‘oh woe is you.’
As always it’s your choice. It
always has been and always
will be.
May God bless and keep
you always. •

GASTON COLLEGE FACILITIES MASTER PLAN
PROJECT SUMMARY
Project Description
This project will provide a 'facility
master plan for Gaston College including
the Dallas campus and the Kimbrell
and Lincoln campuses. The master plan
will conduct space planning and facility
assessments based upon program input
from the College. The goal of the Facilities
Master Plan will be to incorporate
the information on program needs
identified by the College and develop
a long-term facilities plan that will help
ensure that Gaston College meets its
future program needs for 2016-2021 and
beyond. The master plan will also address
pedestrian movements as well as other
site development, utilities, and all
necessary infrastructures. The Designer
will also be responsible for developing a
capital project list and estimated budgets
for each project.
Project Scope
The estimated project budget includes
design and publication costs. Design
services include architectural master
planning, including space planning
and facility assessments, landscape,
architectural, and/or site engineering.
The selected designer will work with
a designated planning committee of
Gaston College and will have access to
the latest data available at the College.
Other Information
• Interested firms can participate in the
process by submitting a current SF
254 form and provide information
regarding relevant experience
developing facility master plans
for institutions of higher education.
Previous experience in master planning
with a North Carolina community
college is required for consideration.
• Interested firms should include a
timeline of activities for the project and
detailed steps in the process.
• Information should be provided
specifically about the key personnel
that will be responsible for the Facilities
Master Plan process and final product.
• References should be provided
including names, addresses and contact
information.
