Organisational Description
Hagar is an international Christian organisation, registered as a foundation in Switzerland, which
began its work in Cambodia in 1994. In 2008, Hagar began working in Afghanistan, and in Vietnam
in 2009. In each context, Hagar works tenaciously with women and children who have survived
extreme cases of abuse and exploitation, particularly human trafficking, sexual exploitation and
domestic violence, caring for each individual until they can care for themselves.
In recognition of the deep wounding of severe abuse, Hagar does whatever it takes for as long as
it takes to restore broken lives to wholeness. Operating both commercial and not -for-profit
entities, Hagar engages in private and public sector partnerships in pursuit of its mission.
Through its social programmes, commercial businesses, and partnerships, Hagar ensures high
quality services in health care, legal support, psychosocial support, education, family services,
training and employment.

Summary
Hagar Afghanistan has been fully registered with the Government of the Islamic Republic of
Afghanistan since 2008. Hagar Afghanistan now has four projects: Trafficking in Persons Capacity building in Afghanistan Project, Transitional Care Centre for women and their children,
Empowering Women for Economic Participation, and the Forgotten No More Boys Project for
trafficked an d exploited boys. Hagar Afghanistan’s Programming Department is responsible for
ensuring coordination and management of donor relationships and funding, providing leadership
in funding acquisitions, and supporting the design, monitoring and evaluation of quality
programmes.
The Programme Development Coordinator will be expected to contribute to developing a strong
culture of learning within Hagar Afghanistan, as well as work collaboratively with many
stakeholders across the organisation.

societal change with and on behalf of survivors on the journey towards protection and recovery.
In pursuit of these goals, Hagar focuses primarily on case management and personal recovery
needs of its clients and partners extensively with others to ensure specific services are met such
as health care, education and other specialised supports.
Key responsibilities
•
Provide support and coaching to caseworkers and counsellors in Hagar’s Case
Management Unit (CMU).
•
Assist the Case Management Unit Team Leader in researching and revising Case
management operational care protocols, policies, guidelines and procedures, including
accurate and comprehensive case management systems in line with best practices;
minimum standards and rights based approaches.
•
Assist in assessing case workers and counsellors ongoing needs (i.e. via focus group
discussions, monitoring of case documentation) and develop and provide capacity
building opportunities that meet identified needs (i.e. conflict management and
mediation)
•
Assist the PDC in identifying and implementing mechanisms for effective psychosocial
programme monitoring;
•
Assist the PDC in developing and implementing reflection sessions for CMU staff and
clients.
•
Meet with CMU counsellors and caseworkers to address personal and secondary trauma
by offering support and debriefing as needed.

Assess and facilitate training needs for the counsellors and caseworkers of the CMU.

Complete and send weekly summaries and monthly reports in a timely manner.
Monitor case management meetings regarding TCC, providing advice and support to
strengthen the process, including feedback to clients on progress and plan forward.
Attend applicable meetings as and when arranged by the CD, PDC, CMUTL and PM

At least 2 years experience in management of staff, required
Experience in Project Cycle Management for International
Organizations
Experience working with INGOs (International social work
environment beneficial), especially in relation to assisting and serving
forgotten and vulnerable populations.
University Graduate in Social Work, Counseling or related field,
required
Work in a cultural and gender-sensitive manner, respecting diversity
in its all forms, including religious minorities, socio-economic situation,
sexual orientation and ethnicity, etc.
Work independently with minimum supervision and to handle multitasking jobs.
Work in a team in a multi-cultural environment.
Demonstrate high initiative, organizational skills and excellent written
and verbal communication skills; Dari (beneficial).
Knowledge in gender, protection, gender-based violence, and Human
Rights-based approaches.
Demonstrated ability to prepare and deliver effective training
workshops, monitor program activities and participate in project redesign, research and develop best practice guidelines and
