WHO IS A WASTE TIRE GENERATOR? WHAT IS A WASTE TIRE FACILITY? A WASTE TIRE FACILITY IS A LOCATION FOR DISPOSAL, PROCESSING, A WASTE TIRE GENERATOR IS ANY PERSON, BUSINESS, OR RESALE, OR STORAGE. A AGENCY THAT GENERATES WHICH ACCUMULATES WASTE TIRES FACILITY THAT HAS LESS THAN 500 WHO IS A WASTE TIRE HAULER? A WASTE TIRE HAULER IS ANY PERSON WHO TRANSPORTS TEN OR MORE WASTE TIRES. MORE THAN 10 WASTE TIRES. STORED WASTE TIRES DOES NOT NEED A PERMIT. Tire Dealers and Auto Dismantlers are excluded from a permit if the waste tires stored on the premises is less than 90 days and the amount of waste tires stored does not exceed 1,500 or the facility is a retreader with fewer than 3,000 tires on the premises. Facilities storing more than 500 tires must comply with the following standards: • Contract with registered waste tire hauler and use Comprehensive Trip Log (CTL) forms (if more than 9 tires). • Register annually with CalRecycle and keep original registration certificate in the registered vehicle. • Obtain and use a Tire Program Identification Number from CalRecycle (at no cost). • Have a registration decal properly applied on the passenger side front windshield of hauling vehicle. • Verify CTL forms are complete and correct by initialing. • Generators must post the TPID certificate in a conspicuous place. A Major Facility is a location accumulates 5,000 or more waste tires. AS A HAULER YOU A REQUIRED TO: • Retain copies of the CTL on site for 3 years. AS A GENERATOR YOU ARE REQUIRED TO: that that The Tire Program Identification (TPID) number is a unique identification number assigned by CalRecycle to haulers, generators and end use facilities. The TPID number is used to track each participant’s activity in waste tire manifest transactions and to identify specific locations where waste tires are generated or delivered/disposed. Haulers receive their TPID number when registering with CalRecycle. CALL CALRECYCLE AT (866) 896-0600 TO RECEIVE A TPID NUMBER. • Transport the used or waste tires to a permitted facility, landfill or CalRecycle authorized end use facility. • Post a $10,000 bond. • Have a CTL receipt in possession while transporting waste tires. • Leave a copy of the CTL receipt with the waste generator or end use facility. There are exemptions for haulers that include agricultural purposes and common carriers. NON-COMPLIANCE CAN RESULT IN PENALTIES UP TO $25,000 FOR EACH DAY OF VIOLATION. BACKGROUND In 1990, the CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD (CIWMB) enacted requirements for disposal and storage of waste and used tires. Beginning July 2003, CIWMB has turned over a portion of the program to SACRAMENTO COUNTY ENVIRONMENTAL MANAGEMENT DEPARTMENT (EMD). The County is responsible for identification, investigation, and enforcement of the waste tire generators, transporters, and facilities in Sacramento County. In January of 2010, CIWMB was reorganized under the Dept of Resources Recycling and Recovery, and began operating under a new name CalRecycle. EMD is adhering to the laws and regulations governing waste tires: • Public Resources Code (Division 30, Part 3, Chapters 16 and 19) • California Code of Regulations (Titles 14, Division 7, Part 3) WHO PARTICIPATES IN THE PROGRAM? The Waste Tire Program applies to any person that generates, transports, or accepts used and waste tires. A waste tire is a tire that is no longer mounted on a vehicle and is no longer suitable for its original purpose due to wear, damage, or defect. A used tire is a tire that is no longer mounted to a vehicle but is still suitable for use as a vehicle tire.
