Ukraine as a unique and neutral platform for representatives of all sectors - business, consulting,
governments, the judiciary and universities - to meet and discuss topical issues of international
taxation.

To enhance our dialogue with businesses, we have developed our new initiative – IFA Ukraine
Business Focused Meetings, designed to cover tax and legal aspects of cross-border activities of
major industry sectors in Ukraine.
Our second business focused meeting will be dedicated to tax and legal aspects of agricultural
sector in Ukraine.
The tax and legal framework of Ukrainian agro sector has been recently under impressive slot
of reforms, and more reform efforts will have to happen in the near future, including because of
gradual approximation of Ukrainian legislation to the relevant EU laws under EU Association
Agreement.
IFA Ukraine experts and representatives from agricultural business will discuss key challenges of
the current situation in the market (special VAT regime, unified agricultural tax, land lease issues,
cross-border structuring, land mark court cases etc), as well as will hear latest news on reform
initiatives and discuss possible impact of expected trends on the business.

Olena is a Tax and Legal Partner at Nexia DK. Olena has
more than 12 years of experience in advising multinational
and domestic clients on tax structuring of inbound and
outbound investments, M&A structuring, pre-acquisition
and post-acquisition restructuring, Transfer Pricing etc.
Olena served as a tax partner and senior tax lawyer for
the leading Ukrainian law firms. She also worked as tax
consultant at PwC Kyiv. In February 2014 Olena was elected
as the President of the Ukrainian branch of International
Fiscal Association. Olena is a member of the Public Council
to the State Fiscal Service of Ukraine.
Roman has 13 years of experience in practicing law, and is
one of Ukraine’s leading experts in taxation; he advises on all
aspects of tax planning, Ukrainian and international taxation,
tax issues in real estate, import and export of goods, tax and
customs inspections. Roman has also worked on a number of
complex merger and acquisition projects with regard to tax
structuring of transactions, including selection of the most
optimal jurisdictions for the transaction parties in terms of
taxation. Roman Blazhko has vast experience in appealing
against tax decision notices in administrative proceedings,
representing clients’ interests in administrative courts of all
instances in connection with appeals against tax decision
notices, acts or omissions of tax and customs authorities.
Roustam Vakhitov is an expert in international taxation.
Before joining International Tax Associates B.V. Roustam
worked for consulting companies in Russia, the Netherlands
and Luxembourg. He has been addressing international
taxation issues since 2002, after obtaining LL.M. degree
in International Taxation from Leiden University (The
Netherlands).
Specialization: international taxation, tax structuring
and consulting with the use of international tax treaties,
supporting transactions with the use of financial
instruments, structuring private investments (funds) and
supporting international mergers and acquisitions, as well as
Islamic finance transactions.
Arsen Miliutin is a senior associate of the Litigation Practice
at Egorov Puginsky Afanasiev & Partners Ukraine. He leads
a team of lawyers when representing clients in commercial,
administrative and general courts.
Before transferring to private practice he held positions of
Chief of Civil and Economic Procedure Department at the
office of the Government official of Ukraine in the affairs of
the European Court of Human Rights (Ministry of Justice
of Ukraine) and chief of legal services of large national
production and trading companies.

Oleg Boichuk is a Counsel of M&A and Corporate Practice
and a Head of Real Estate Practice at Egorov Puginsky
Afanasiev & Partners Ukraine. He focuses on mergers and
acquisitions, real estate matters, as well as compliance issues,
including antimonopoly regulation.
Oleg is especially experienced in structuring and protection
of real estate investments, as well as transactional real estate
matters.
In the field of mergers and acquisitions, Oleg provides
legal advice through all stages of complex cross-border and
local transactions, including full scope legal due diligence,
structuring, drafting and negotiation of agreements and
other transaction documents, ensuring necessary regulatory
approvals, closing and post-closing support.
In addition, Oleg regularly advises on antimonopoly and
compliance issues.
Natalya Ulyanova is the Head of International Tax Planning
Department at ICF Legal Services. Natalya has over 15 years
of professional experience in international tax planning, tax
risks assessment, business restructuring/M&A, complex
consulting on corporate and tax schemes, as well as on
corporate management matters.
Natalya has more than 10 years of experience in organising
and speaking at the array of conferences and seminars on the
latest achievements and developments of International tax
planning. She is the author of numerous publications on tax
and corporate matters in the main business periodicals in
Ukraine.
Natalya graduated from the Institute of International
Relations, Taras Shevchenko National University of Kyiv.
Kateryna Manoylenko is a Senior Assosiate in the Gvozdiy &
Oberkovych Law Firm’s litigation practice and is specialized
in clients representation in administrative, economic and
civil legal court proceedings.
She has profound theoretical knowledge and practical
experience in disputes with state and local regulatory
authorities, namely, in the field of agricultural sector, family
and labor law, including labor disputes and implementation
of support processes. Also Kateryna Manoylenko provides
legal consultations to operators and telecommunications
providers, specializing in intellectual property.
Kateryna Manoylenko is a co-author of the analytical and
practical guide “Guidelines for legal assistance to business
entities during tax audits” issued by the Ukrainian National
Bar Association. She also actively contributes to her own
legal blog, writes articles and expert comments for periodic
publications.
Anzhelika Shtukaturova is an associate in Dentons’ Kyiv
office. She is a member of the Global Real Estate Group, as
well as a member of the Global Energy, Oil and Gas Group.
Anzhelika focuses on Ukrainian and European land law,
environmental law, construction and real estate law, mineral
resources research (survey) and mining. Anzhelika possesses
significant experience consulting clients on obtaining
titles to land, land plot purchase and lease, change of land
use, land reclamation during survey and production of
the mineral resources, construction of logistic buildings,
hotels, industrial and production plants, shopping malls;
commercial lease, dispute resolution in real estate, land use,
construction and environment.
Anzhelika graduated from the law department of the
National Taras Shevchenko University of Kyiv (Bachelor’s
Degree, with honors, 2000; Master’s Degree, with honors,
2001; post-graduate studies, 2002-2006).

Construction & Land Law Practice Group, has been a
member of the VKP team since 2005.
Oleksandr advises foreign investors, Ukrainian developers

and development of construction projects, mergers and

Oleksandr Borodkin is an experienced specialist in the field
