G/1 MAYORAL STATEMENT ON CURRENT ISSUES This morning, I along with some of my fellow Councillors attended the 2015 Gladstone Salvation Army Red Shield Appeal Official Opening breakfast. The Breakfast was well attended and beautifully presented. I acknowledge Cr Hansen and Colin Burke for their involvement with this important fundraising effort and I urge the community to get behind the Salvation Army. G/2 MESSAGES OF CONDOLENCE Lindsay Evans Cr Burnett noted the passing of local Agnes Water man Lindsay Evans on 16 April 2015. Mr Evans was the President of the Agnes Water/Seventeen Seventy RSL Sub branch for over 14 years and was the motivation behind the development of the ANZAC memorial cenotaph at Agnes Water. Cr Burnett acknowledged Mr Evans achievements of the newly constructed cenotaph in which he worked closely with Council's Parks department to accomplish. He advised that Mr Evans was pleased with the finished cenotaph but sadly passed away a week before ANZAC Day. -----4----- GLADSTONE REGIONAL COUNCIL GENERAL MEETING MINUTES - 5 MAY 2015 G/3 CONFIRMATION OF MINUTES G/3.1 CONFIRMATION OF GENERAL MEETING MINUTES FOR 21 APRIL 2015. The meeting agreed that Cr Hansen did not have a conflict of interest and he remained in the room during the consideration and voting thereof of Item G/5.3.1. G/5.3.1 SOUTH END PROGRESS ASSOCIATION - REQUEST FOR SHELTER Purpose: This report seeks Council's view in relation to a request by the South End Progress Association Inc. for Council to provide a shelter on the South End wharf. Officer's Recommendation: That Council advise the South End Progress Association Inc. that it will include in its 2015/ 16 budget the installation of a bus type shelter on the Sound End Caisson. Officer's Recommendation: That Council endorse the Tender Evaluation Panel assessment and authorise the Chief Executive Officer to accept the Tender from Treescape Australasia Pty Ltd for the provision of Arboriculture Services based on unit rates tendered, for a period of one (1) year with Council having at its discretion the option of extending the contract period by a further one (1) year followed by an additional one (1) year, in accordance with the tender submission and specification; and execute the appropriate contract documents. Officer's Recommendation: That the growth rates of the relevant trees in Groper Street, Tannum Sands are monitored over the next 12 months and an updated report be provided for consideration in May 2016. CARRIED -----12----- GLADSTONE REGIONAL COUNCIL GENERAL MEETING MINUTES - 5 MAY 2015 G/5.4.4 RESOLUTION FOR THE GLADSTONE REGION AMENITY AND AESTHETICS POLICY Purpose: The purpose of this report is to seek Council support and adoption of a revised resolution on the application of amenities and aesthetics assessments to certain type of Building Works within the Council area and the implementation of a new Gladstone Region Amenity and Aesthetics Policy. Officer's Recommendation: That Council resolve: 1. CARRIED G/6 COUNCILLOR REPORTS G/6.1 COUNCILLORS' REPORT - MAYOR GAIL SELLERS Purpose: Cr Sellers submits the following report. ANZAC Services The Troop Train visit was organised by our Federal Member, Mr Ken O'Dowd with Gladstone local, Graham McVean who was the ANZAC Troop Train Committee President. The trip retraced the original journey taken by regional Queenslanders who enlisted to fight in World War 1. The 1956 heritage locomotive Bety, with nine restored carriages, left Winton on Monday 20 April and arrived at Brisbane's Roma Street Station on Friday. The community greatly enjoyed the arrival of the steam train, the costumes of the passengers, and the Street Re-enactment March which followed. ANZAC Day in 2015 was 100 years, to the day, that Australian and New Zealand Army Corps soldiers, along with other allied nations, stormed the beach at the Gallipoli peninsula. Australia had only been a federal commonwealth for 13 years and this first major military action fought by Australian and New Zealand forces during the First World War, was significant in the coming of age of both nations. During World War 1 Military Crosses were awarded to two Gladstone locals Lieutenant Roderick George McLeod and Captain Charles Henry King. Services were held across the Gladstone Region and it was pleasing to note the large increase of numbers in attendance and the representation of the young members of our community. -----14----- GLADSTONE REGIONAL COUNCIL GENERAL MEETING MINUTES - 5 MAY 2015 Surf Life Saving QLD Memorial Day On Sunday April 26th, I attended a Memorial Day at Tannum Sands Lifesaving Club. There were representatives from Yeppoon, Emu Park, Agnes Water, Bundaberg and Elliot Heads Life Saving Squads. The ceremony is held on the last day of the patrolling season. It is a time to remember those who have lost their lives in Queensland waters and to farewell members of the Life Saving family who are no longer with us. iLab Regional Innovation Seminar On 30th April I opened a regional roadshow workshop which aimed to identify those leaders, future entrepreneurs and innovators who are looking to develop a technologybased business idea in the Gladstone Region. The session identified avenues to obtain both State and Federal Government Funding. It is hoped that the community will respond and that there will be a Startup Weekend Workshop held in September. CARRIED THE FOLLOWING ADDITIONAL REPORTS RECEIVED FROM THE FLOOR OF THE MEETING ANZAC Day Commemoration Services Cr Brushe added to the Mayor's report regarding ANZAC Day commemoration Services thanking Parks staff for their efforts and noting the good condition of the all the cenotaphs across the Region in time for the 100th anniversary of the landing at Gallipoli. She commended the community on their representation and attendance at services and said that she thought the community appreciated the work involved to have the cenotaphs ready. Cr Brushe advised that the Ubobo area along with ANZAC Day service marked the 60th anniversary of the Ubobo Memorial Hall and had an excellent display in the Hall from the 1st and 2nd World Wars. She congratulated all the RSL sub branches on their work and the excellent job they did in getting ready for ANZAC Day. Cr Chapman endorsed Cr Brushe's comments. CouncillorConnect Visits Cr Hansen noted that he and Cr Porter attended Rosedale for a CouncillorConnect visit with the majority of concerns being weeds and seeds, main roads and rabbit holes causing trip hazards. Cr Chapman advised he attended the Benaraby CouncillorConnect visit with Cr Lanzon and similarly the main issues were main roads related. -----15----- GLADSTONE REGIONAL COUNCIL GENERAL MEETING MINUTES - 5 MAY 2015 Local Government Association of Queensland (LGAQ) Finance Summit Cr Hansen advised that he attended the Local Government of Queensland Finance Summit in Brisbane on 21 and 22 April 2015. He said that the Summit was interesting with some great ideas. Cr Hansen said that the Chief Financial Officer will provide further information on Performance Benching for Local Government and the Federal review into Taxation and Federation implications for Councils. Kin Kora Intersection Upgrade Cr Burnett informed that work on the Kin Kora roundabout $25 million upgrade commenced yesterday with the Federal Member for Flynn and the State Member for Gladstone turning the sod. He said it is expected to create 78 jobs during construction, make the intersection safer and allow the Stockland Shopping Centre redevelopment to move forward. Labour Day March Cr Burnett reported he attended the Labour Day March on 4 May 2015 that finished at the Gladstone Marina Parklands. He said that it was advised at the March that the Labour Day holiday that is now held in October will be returned to May next year. Cr Burnett noted that the Electrical Trades Union (ETU) led the march and were celebrating 100 years. Cr Burnett raised that he has written to the Premier regarding his concerns over the changes to payroll deductions to union membership for local governments. G/7 NOTICE OF MOTION Nil. G/8 QUESTIONS FROM THE PUBLIC GALLERY Mr Tex Newberry raised concerns he has with the problems regarding the heating system at the Sister Kenny Memorial Pool. Mr Newberry said that heaters that have been in service have not been heating the pool to the required temperature for children and people undertaking therapy. He suggested that Council consider the possibility of a gas heater when looking into a replacement system. The Chief Executive Officer advised that he investigate and advise Mr Newberry.
