Open House Draft Water and Sanitary Sewer Connection Policy WELCOME April 16, 2015 1 Purpose of Open House • Discuss Draft Water and Sanitary Sewer Connection Policy • Discuss Land Owner Servicing Payment Options • Receive feedback from Land Owners 2 Policy Highlights • Recommends service laterals be installed for un-serviced properties • Landowner costs based on Project Type: • Capital Project, Development-driven or Local Service Improvement 3 Purpose of Installing Lateral during Main Line Construction • Minimize construction impact to the road • Preserve the life span of the road by preventing cutting and patching at different times • Reduce future costs to owners installing lateral at a later date 4 Development Driven or Capital Projects When development occurs or new mains are installed by the Town • Cost to owners on servicing route: - Service Lateral (water or sewer) - Connection Charge for water or sanitary sewer servicing based on area of Town 5 Local Service Improvement Project • Owners petition for servicing if their street is un-serviced • Costs are shared by properties on servicing route: - Service Lateral (water or sewer) - Share of design and construction costs for main - Connection Charge for water or sanitary sewer servicing based on area of Town 6 What is a Lateral? The pipe that connects your property to the sewer/watermain Typical Sewer Lateral Typical Water Lateral 7 Typical Service Lateral Layout 8 Lateral Costs Include: • Material for Pipe • Road Restoration – Fittings – Connection to the new main – Gravel – Asphalt – Grading Total Approximate Cost: $6,000 9 One-Time Connection Charge • A calculation based on the expected cost to maintain & upgrade pipes and the Water or Wastewater facilities. • Each servicing area in the Town is different. Rates can be found in the Development Charges Pamphlet 10 Other Costs to Property Owners • Building Permit (approx. $100) • Connection from property line to house by Owner’s contractor (approx. $5,000) • Water meter (approx. $400) • User Rates billed monthly and appear on your InnPower bill based on water consumption (average household $85/month) 11 Payment Options • Full payment upon completion; or • Payment with interest through a special levy on the annual property tax bill over 10 years. 12 Thank You for Coming Did you remember to fill out a Survey? • The survey will help Staff to make recommendations to Council for the final connection policy. 13
