San Diego Diocese Installs New Bishop
The Most Reverend Robert McElroy
Bishop of the San Diego Diocese
When he was informed that Pope Francis had appointed him to be the sixth bishop of San Diego, Bishop
McElroy said:
“When I was growing up, my family would come to
San Diego for our summer vacation, and I was captivated
by the beauty and vitality of this graced region. During
my years as a priest and bishop, I have continually been
struck by this same beauty and vitality in the life of the
local church -- proclaiming the Gospel, embracing the
poor and the marginalized, strengthening family life,
forging unity in faith and solidarity amidst great cultural
diversity. Now I have the privilege of becoming a member
and a leader in this magnificent Catholic community
and the society which surrounds it. There are not words
to describe the tremendous joy and gratitude to God
which I feel at this moment.”

from other California Districts, showing support for our New Bishop Robert
McElroy at his Installation Mass at St. Therese of Carmel on April 15, 2015.

An Exceptional Missionary
The upcoming canonization of
Blessed Junípero Serra is a significant
event for the Church in America
by Supreme Knight Carl A. Anderson
CATHOLICS COMMITTED to
St. John Paul II’s vision of the common spiritual heritage of the Western
Hemisphere, outlined in the apostolic
exhortation Ecclesia in America, joyfully
welcomed the announcement that Pope
Francis will soon canonize Blessed Junipero Serra.
The founder of the first nine of 21
missions along the California coast during the 18th century, Father Serra was
described by a contemporary as “zealous, chaste, humble, poor and obedient,
having all these virtues equally in the
highest degree… [At his death] no words
could express the grief of the Indians of
The colonization of California
was inevitable; the contribution
to that process by Father Serra
was providential.
that mission who called our venerable
father a holy man, an angel sent by God
for their relief.”
Only recently has Blessed Junipero
Serra become controversial, because
some allege that his treatment of the native people was oppressive. However,
several facts remain incontrovertible.
There is much at stake in the upcom-
ing canonization of Blessed Junipero
Serra that will affect the future of Catholicism not only in the United States,
but also throughout the Western Hemisphere. Perhaps this is why Pope Francis,
the first pope from our hemisphere, has
taken this courageous initiative.

‘Bringing Christ to the People’
An interview with Archbishop José Gomez about the life and legacy of Blessed Junípero Serra
Archbishop José H. Gomez of Los Angeles
Archbishop Gomez: Most of all, we need to understand that
Blessed Junípero Serra’s only desire was to bring Christ to the
people. Obviously, there are negative consequences of colonization, with the encounter of different cultures, including
results that no one expects. But these effects were not Blessed
Junípero’s intention. I think he respected the traditions and
the customs of the Native Americans. He was just bringing
Christ to the people.
During the time of Junípero Serra’s beatification, and also
during the Jubilee Year 2000, St. John Paul II acknowledged
and apologized for the occasions when the Church was responsible for violating the rights of Native Americans.
So, too, even while acknowledging the “mistakes and wrongs”
of the past, we also recognize and celebrate the heroic sanctity
and good works of this holy friar, who was so instrumental in
bringing the Gospel to the New World. U

Descriptions for Offices of the 4th Degree
4th Degree Officer Duties
Navigator: The Navigator is responsible for the welfare of the Assembly. He presides over Assembly meetings, acts as
an ex-officio member of all committees, appoints a membership and programming director, convenes officers for a monthly
meeting, and ensures all necessary reports are submitted to the State and Supreme Council. He should also be aware of
the Assembly’s financial status and ensure that his signature appears on all checks drawn. The Navigator is a member of the
Advisory Board.
Friar: The Friar (chaplain) is the spiritual advisor of the Assembly. He is expected to make a report at Assembly meetings
on religious matters. The Navigator appoints a priest in accordance with any rules established by the bishop of the diocese to
serve as Assembly Friar (chaplain). For more specific duties, responsibilities and eligibility, refer to the Chaplain’s Handbook.
Captain: The Captain is second in command. He assists the Navigator with Assembly affairs and fulfills all duties
assigned to him by the Navigator. Should the Navigator be absent from an Assembly meeting, the Captain will preside.
He is chairman of the Assembly’s retention committee and also a member of the Advisory Board.
Admiral: The Admiral* has a variety of responsibilities. Primarily, he assists the Navigator and the Captain in the
execution of their duties and oversees the Assembly in both their absences. He is charged with strengthening the members’
interests in Assembly activities. The Admiral is chairman of the admission committee. *This position is usually held by the
Past Faithful Navigator
Scribe: The Scribe is similar to a court reporter or a secretary. He is responsible for maintaining a true record of all actions
of the Assembly and its correspondence. A Recorder’s Minute Book (#1403) is available from the Knights of Columbus
Supply Department for keeping a record of meetings. A copy of the last meeting’s minutes is reviewed by the executive at a
meeting prior to the Business meeting.
Comptroller: The Comptroller is an elected position in the Fourth Degree. His main area of responsibility is
maintaining all financial and membership records. He alone collects and receives all moneys from all sources, including
annual dues from Assembly members. He also handles supply orders for the Assembly officers and members, filing the
Report of Officers, and submitting all membership transactions to the Supreme Council. For more specific duties and
responsibilities, Refer to the Faithful Comptroller’s Handbook
Purser: The Purser is responsible for the safekeeping and maintaining of records regarding all Assembly funds and
accounts. The Comptroller turns over all monies collected to the Purser and receives a receipt for same. The Purser is
responsible for depositing all money into the Assembly’s accounts and provides the certificate of such monies to the
Navigator. He is also responsible for payment of all expenses through a warrant signed by the F.N. and Comptroller.
Pilot: The Pilot is the ‘watchdog’ for all Assembly property and degree paraphernalia, except the property of the
Comptroller, Purser and Scribe. He is also responsible for setting up the Assembly chambers for meetings.
Inside & Outside Sentinels: The Sentinels have similar responsibilities, but distinct differences. The outside
Sentinel tends to the outer door admitting visitors and members to the inner door. Once at the inner door, the inside
Sentinel checks to make sure that their membership cards are current.
Board of Trustees: The board of trustees consists of three members elected by the Assembly and the Navigator
who serves as chairman of the board. They oversee the work of the Comptroller and Purser, and with the Captain, serve
on the Assembly’s retention committee. During Assembly elections, only the three-year trustee is voted on, with the others
moving up to become two and one-year trustees, respectively.
Color Corps Commander: The Color Corps Commander is appointed by the Faithful Navigator to organize
and lead the Colour Corps for the Assembly, and is responsible for the training and deployment of the guard. The F.N.
may appoint one or more Alternate Commander(s) to assist the Color Corps Commander.
NOTE: The position of Advocate in the Third Degree is not carried over to the Fourth Degree. These duties are usually
undertaken by the serving Admiral. There is also no equivalent to the “Lecturer” in the assembly.
Equivalent Positions: Navigator (Grand Knight); Friar (Chaplain); Captain (Deputy Grand Knight); Admiral (Chancellor);
Scribe (Recorder); Comptroller( Financial Secretary); Purser (Treasurer); Pilot (Warden); Inside & outside Sentinels
(Guards); Trustees (Trustees)

Editors Note: May 2015
Having finished serving my five-‐year term as the Honorary Consul General of Japan, I had to turn in my government issued license plate. The lady at the DMV desk at the Automobile Club suggested that I should choose my own license plate to replace it. Without hesitation, I chose “We (heart symbol) WXYZ”. Since then many people have asked us its meaning, and we decided that we owe you an explanation. While I was teaching at Oregon State University, a Catholic Industrial Psychologist, Donald G. Murray, Ph.D. and I collaborated on WXYZ Theory. Originally based on management theory, McGregor’s Theory X and Theory Y, Ouchi’s Theory, to which we added Frederic W. Taylor’s Scientific Management as Theory W, we meant to indicate that every person has four leadership styles, wxyz, but we needed all four to be a full human being. But, God had another plan for us and He showed us through His Scriptures and through our work experiences, that WXYZ contained all the essence of His teachings and the way for us to live, as Christ said after his resurrection, “I give you a new commandment, Love one another as I have loved you!” He indeed loved us with all his human mind (W), human soul (X), human heart (Y) and human strength (Z). This license plate is a tribute to God’s Love for us. Page 4
