CITY OF MARINETTE
REQUEST FOR PROPOSAL
ELECTICAL INSPECTION SERVICES
The City of Marinette, Wisconsin is issuing this Request for Proposal (RFP) for Electrical
Inspection Services, including but not limited to residential and commercial electrical
inspections, enforcement of the State statutes and City of Marinette Electrical Code, and
meeting attendance when requested. Electrical Inspection services will also be required
as specified by City Ordinances. The services under the proposed contract would begin
on June 25, 2015.
The Electrical Inspector shall inspect all electrical installations made within
the City of Marinette and shall enforce all provisions of this Chapter. He or she
shall keep records of all permits issued, of all inspections made and of other
work performed, together with such information concerning electrical
inspections and installations.
The City of Marinette is committed to an objective and open selection process. Every
proposal shall receive an unbiased review.

SECTION 1
BACKGROUND
THE COMMUNITY
The City of Marinette, located in Northeast Wisconsin on the Wisconsin/Michigan
border, with a population of 10,968, is seeking to enter into a contact with an independent
contractor to perform Electrical Inspection Services.
INSPECTION HISTORY
In 2014, 3 single-family home permits have been issued. In 2014, the City issued 518
total permits: 76 electrical, 44 plumbing, 110 HVAC, and 288 building permits.
CURRENT PRACTICES
The City seeks to enter into a contract with an individual or firm to perform Electrical
Inspection Services as an independent contractor. The successful candidate would
invoice the City monthly for Electrical Inspection Services.
The City will not have set office hours at City Hall for Electrical Inspection Services, but
it is anticipated that these services would require some time to be spent each week at
Marinette City Hall meeting with citizens, developers and City Staff. Office space is
available for such meetings, if necessary, along with access to telephone, internet, email
and FAX. When the Inspector obtains copies of permit applications, the complete file is
to be returned to the City by the Electrical Inspector when work is completed.
SECTION 2
REQUIREMENTS FOR PROPOSAL
SCOPE OF SERVICES
The Electrical Inspector (Inspector) is expected to review plans, conduct electrical
inspections, and attend meetings when requested in the City of Marinette, Wisconsin
(City).
The Electrical Inspector shall carry out the administration and enforcement requirements
as set forth in State electrical statutes, maintain required certifications and credentials,
and assist the City in any legal aspects of enforcement of the City of Marinette Electrical
Code Ordinances, such as investigating complaints and appearing as an expert witness.
The Electrical Inspector shall inspect all electrical installations made within
the City of Marinette and shall enforce all provisions of this Chapter. He
shall keep records of all permits issued, of all inspections made and of other
work performed, together with such information concerning electrical
inspections and installations.

The Electrical Inspector shall meet with the public and City staff as requested, have the
ability to respond to telephone and email inquiries, and submit monthly summary
inspection reports in a format agreed to by the City.
DUTIES
The proposal shall address all Electrical Inspector duties, including but not limited to the
following:
1. Conduct all necessary and required electrical inspections on residential and
commercial construction within the City of Marinette.
2. Maintain all required certifications in the disciplines of residential and
commercial electrical inspection, to-wit: UDC-Electrical Inspector; Commercial
Electrical Inspector; Master Electrician.
3. Conduct all necessary residential and commercial electrical inspections on permitted
activities.
4. Assist City staff with inquiries.
5. Assist with the investigation of complaints related to the State electrical code
And/or the City of Marinette Electrical Code contained in the City of Marinette Code of
Ordinances.
6. Attend occasional meetings as requested.
7. Provide monthly reports on reviews and inspections performed in a format
agreed to by the City. The following information must be provided for each
permit upon completion: Property Address, Type of Inspection, Name of
Inspector, Date of Inspection Request, Date Inspection Needed, Date of
Inspection, and Result of the Inspection (pass/fail/partial).
8. Ninety-five percent (95%) of all electrical inspections must be completed within 48
hours of the request.
9. Electrical Permits must be given to the City within 5 days of issuance.
10. The Electrical Inspector shall inspect all electrical installations made within
the City of Marinette and shall enforce all provisions of this Chapter. He or she
shall keep records of all permits issued, of all inspections made and of other
work performed, together with such information concerning electrical
inspections and installations.
NOTE: If the Electrical Inspector’s office is outside the City limits of Marinette,
Wisconsin, there will be no compensation for travel time to and from the Electrical
Inspector’s office when travelling between the Electrical Inspector’s office and the City
of Marinette.
AVAILABILITY IN CITY
The Electrical Inspector shall be available to the public and City staff by telephone,
email, and facsimile to respond to inquiries and provide and receive information. The
Electrical Inspector shall promptly pick up building plans or other documents as notified

or otherwise agreed with City staff. Face-to-face meetings with City staff will be held as
requested.
COMPENSATION
The proposal shall explain the type of compensation desired by the Inspector—
compensation based upon a percentage of the established inspection fee amount or fixed
dollar amount per inspection.
INSURANCE
As a condition of the contract, the Electrical Inspector shall be required to provide proof
that they are fully licensed, bonded and insured, including General Liability Insurance
(Contractual, Bodily Injury and Property Damage) at a minimum of $1 million per
occurrence / $2,000,000.00 aggregate; Worker’s Compensation at state-mandated
statutory minimums; Vehicle Liability Insurance (Bodily Injury and Property Damage)
at a minimum of $1 million per occurrence/$2,000,000.00 combined coverage, and
Professional Liability Coverage at a minimum of $1,000,000.00 per occurrence and
annual aggregate. All of said insurance policies shall specifically name the City of
Marinette as an additional insured for the term of the Electrical Inspector’s Agreement.
The proposal shall state whether such insurances are currently in force or will be at time
of contract execution. The Electrical Inspector shall provide the City with certificates of
coverage consistent with the requirements specified above. The Electrical Inspector
shall have the City named as an additional insured on a Certificate of Insurance and
provide proof of this coverage to the City, and shall further provide to City endorsements
for additional insured, primary insurance, waiver of subrogation and notice of
cancellation. Certificates of Insurance and endorsements must list as additional insureds:
“The City of Marinette, its elected and appointed officials, agents, representatives and
employees.”
QUALIFICATIONS
The proposal shall include a list of person(s) who would conduct electrical inspections,
their credentials/certifications, and five (5) references with contact name and number.
The successful candidate must be Wisconsin State certificated in UDC-Electrical
Inspector; Commercial Electrical Inspector; Master Electrician.
SECTION 3
GENERAL REQUIREMENTS
DIRECTIONS FOR SUBMITTAL
Consultants should submit one (1) original and five (5) copies of the proposal. To be
considered, these materials must be received in sealed packages at Marinette City Hall by
12:00 noon on Tuesday, June 16, 2015. Proposals shall be valid for ninety (90) days.

CONTRACT TERM
It is anticipated the contract period will be June 25, 2015 through December 31, 2015,
with an option at the City’s discretion to extend additional years.
Upon completion of any contract entered into between the successful applicant for
Electrical Inspection services and the City of Marinette, or upon early termination of any
such agreement entered into for Electrical Inspection services, all electronic and/or paper
documentation pertaining to Electrical Inspection Services in the possession of the
successful applicant must be returned immediately to the City of Marinette.
COSTS FOR PROPOSAL PREPARATION
The City of Marinette shall not be liable for any costs incurred by the Inspector and/or
assigns in responding to this Request for Proposal, or for any costs associated with
discussions required for clarification of items related to this proposal, including any
interviews.
RESERVATION OF RIGHTS TO REJECT, WAIVE, AND REISSUE
The City of Marinette reserves the right to reject any and all submittals, waive any
irregularities, reissue all or part of this Request for Proposal, and not award any contract,
all at their discretion and without penalty. The City also reserves the right to request
additional information/clarification or to allow corrections of errors or omissions.
OWNERSHIP OF MATERIALS
All materials, including but not limited to paper and digital materials, that are prepared,
acquired, created, or utilized to fulfill this Request for Proposal and its objectives shall
become the property of the City of Marinette where allowed by law.

SECTION 4
PROPOSAL FORM
The proposal shall provide the following information in this order:
1.
General information about the firm, staff experience, credentials/certifications,
and training. Include experience performing similar work for other
municipalities.
2.
Ability of the Electrical Inspector to:
a. collect, process, and approve applications;
b. issue electrical permits;
c. track expired permits;
d. schedule and conduct inspections;
e. familiarity with, and interpretation of, electrical codes and enforcement
thereof.
3.
Ability to generate permit summary reports for review by standing committees
and/or the Marinette Common Council.
4.
Inspector availability and methods of contact for the public and staff.
5.
Space, materials, equipment, or equipment access requested from the City.
6.
If the Inspector is able to service customers via phone, email and in person at its
normal place of business.
7.
Inspector compensation.
8.
Proof Inspector is licensed, bonded, and insured as stated under the Insurance
section on page 5 of this RFP. If desired coverage has yet to be obtained, a
statement of intent to insure to those limits shall be submitted.
9.
Five (5) or more professional references, including contact names, addresses, and
telephone numbers.
10.
Proposed contract form, if available.
11.
Ability to have a replacement Electrical Inspector made available to the City if the
applicant is ill or on vacation.
12.
Electrical Inspector may not perform contracting work in the City of Marinette
during the term of this contract, if it is the type of work that would normally be
inspected by the City of Marinette Electrical Inspector.
13.
All applicants must attach copies of certificates which prove that they are
Wisconsin State certificated in: UDC-Electrical Inspector; Commercial Electrical
Inspector and Master Electrician.

SECTION 5
EVALUATION PROCESS
The City of Marinette is committed to an objective and open selection process. Every
proposal shall receive an unbiased review. City staff will review all proposals for
completeness. The City may choose to interview finalists before making a decision on the
matter. The evaluation criteria include:













The contractor has no conflict of interest with regard to any other work being
performed by the contractor in the City.
The successful candidate is Wisconsin State certificated in UDC-Electrical
Inspector; Commercial Electrical Inspector; Master Electrician.
The contractor adheres to the instructions in this Request for Proposal on
preparing and submitting the proposal.
The contractor submits a copy of its licenses, bonds and insurance.
Overall qualifications, experience, and competence of inspection staff.
Ability to meet service expectations detailed in Section 2 – Duties of this Request
for Proposal.
Experience in projects of similar scope in communities with comparable
characteristics.
Experience in working with and involving the public.
Proposed compensation for services.
Reference checks.
Written and visual quality and accuracy of the proposal.
Project approach.
