GUIDELINES FOR APPLICANTS TO THE RECORDING ARTISTS
TOURING SUPPORT PROGRAM
The music recording industry needs product marketing as well as the promotion of
recording artists. This program is designed to help Manitoba recording artists reach
audiences to promote their music recording products through touring.

OBJECTIVES
To encourage the development of new markets for Manitoba music recording products through touring,
and to provide Manitoba recording artists with the opportunity to market their product nationally and
internationally.
ELIGIBILITY CRITERIA
Applicants must be resident Manitoba recording artists OR Manitoba managers, recording companies,
producers, record labels or music publishers representing a resident Manitoba recording artist or composer.
Companies must be Manitoba-owned and operated, and must be registered as a business enterprise.
They must be primarily involved in the production, marketing and/or distribution of Manitoba musicrecording products.
Applications for touring support for projects that MANITOBA FILM & MUSIC does not have a financial interest
in may be considered, but only after all eligibility criteria have been met or exceeded.
All applicants must attach a detailed marketing plan including information on your release, distribution
and promotional plans specific to the tour. A detailed budget and dollar amount being requested from
MANITOBA FILM & MUSIC must be included with your proposal.
Recording artists represented in the application must tour in conjunction with the commercial release of a
single, EP, or full album that is distributed by a MANITOBA FILM & MUSIC recognized distributor and is within
two (2) years of the recording’s release. An unreleased recording may also be considered eligible, as long
as the tour takes place no more than six (6) months prior to the recording’s release. The confirmed release
date must be indicated in the application.
In order to be recognized as a tour, the tour itinerary must consist of a minimum of six (6) confirmed tour
dates and the tour dates cannot have a break of more than seven days in-between them. Hometown
concerts and concerts within a 150 km radius of the artist’s hometown are not eligible tour dates.
IMPORTANT: As of April 1, 2015, artists who can access Radio Starmaker funding for tour support are not
eligible to apply.
Projects designed primarily for commercial or industrial promotion, community development or social
services are not eligible.

Government departments, public agencies or other public institutions, and public or private broadcasters
are not eligible.
Given that the proposal meets the necessary program criteria, applicants to MANITOBA FILM & MUSIC's
Touring Support Program are required to also apply to FACTOR, and to copy MANITOBA FILM & MUSIC on
the application. In addition, a letter from FACTOR approving or denying funding will be required before
Film and Music will pay out any post tour funds. Manitoba inquires to FACTOR may be directed to the
agency's regional evaluation coordinator at Manitoba Music, (204) 942-8650.
Please be advised that the minimum age for application to Manitoba Film and Music’s programs is 18. In
situations where the Artist does not meet the minimum age requirement, a parent or legal guardian may
apply on their behalf, providing they agree to the terms and conditions provided in the program guidelines.
BUSINESS REGISTRATION OR ARTICLES OF INCORPORATION
The applicant must be registered as a business or incorporated in Manitoba. This business/incorporation
must have a valid chequing account operating under that business/incorporation name. Personal bank
accounts are not permitted to be used. Contact the Business Name Registration Department, 405
Broadway, 10th Floor, (204) 945-2500 to register your business name.
In the case of Artists under the age of 18, the parent or legal guardian must be a signee on the business
registration.
FINANCIAL PARTICIPATION
Applicants must demonstrate the financial ability to manage and complete the project. This includes
written proof of financing for this project.
Financial participation will be in the form of a contribution. Financial participation may be up to 50% of
tour costs (travel, accommodation, set up, etc.) to a maximum of $15,000 per fiscal year (April 1st – March
31st). Funds will be disbursed according to a pre-arranged schedule and satisfactory reporting
requirements.
All costs related to the tour are eligible. These expenses must be set out in advance in a budget
submitted along with the application, and approved by Manitoba Film & Music.
Donated Investment will be recognized as an eligible cost. Manitoba Film & Music will recognize up to a
maximum of 25% of the final accepted total costs of the project as donated investment. Artist fees may
be donated to a maximum of $150 per show, per person performing, and a valid signed receipt must be
submitted for cost reporting.
IMPORTANT: As of April 1, 2015, in-house costs are no longer accepted as eligible expenses.
An Administrative Fee is recognized as an eligible cost. Manitoba Film & Music will recognize up to a
maximum of 15% of the final accepted total costs of the project or $1500, whichever is lower, as the
Administrative Fee.
FINAL REPORTING
All invoices/receipts involved with this project, as well as their corresponding proof of payment, are
required to be submitted for the completion of the project.
MF&M accepts only the following as satisfactory forms of proof of payment:
 Copy of the FRONT AND BACK of a cleared cheque or
 Copy of Credit Card statement clearly indicating payee and amount disbursed or

Cash payments WILL ONLY be accepted for those expenses that are less than $150 and are
substantiated by receipts from verified vendors such as gas stations and hotel chains. (i.e. ESSO, Holiday
Inn etc.). Cash payments to non-verified vendors or in amounts greater than $150 will not be accepted.
Per diems and artist fees may be paid in cash and submitted for cost reporting purposes on a single
receipt per person, for the full amounts paid out. Receipts must be signed by each individual person
claiming the per diem and artist fee. Artist fees are capped at $150 per musician per show, and can be
paid, donated, or a combination of the two. Allowable per diem rates are as follows:
Canada = $45 per artist, per day
USA = $60 per artist, per day
International = $100 per artist, per day
Manitoba Film & Music allows personal vehicle usage at $0.36 / km, which may be claimed in place of
the usual gas expenses. To claim mileage, please include an invoice showing the starting and ending
kilometre amounts. Gas receipts will still be accepted, but the applicant may only claim gas or mileage,
not both.
DEADLINE FOR APPLICATIONS
Fully completed applications must be submitted to Manitoba Film & Music prior to the commencement
of the proposed tour. Any costs incurred before the application is submitted will not be acknowledged
as expenses for the project. Incomplete applications will be returned.
Applications may be submitted at anytime throughout the year.
PLEASE NOTE
Applications must be completed on current MANITOBA FILM & MUSIC-supplied application forms. Selfgenerated documents, such as Word documents or Excel spreadsheets, will not be accepted.
MANITOBA FILM & MUSIC does not accept applications submitted by email.
Please do not submit the application in duotangs, binders, report covers, etc. An envelope or simple
folder will suffice, but is not necessary.
Application materials will NOT be returned. All submissions become the property of MANITOBA FILM &
MUSIC.
Approval of all applications is at the discretion of MANITOBA FILM & MUSIC. MANITOBA FILM & MUSIC
may impose modifications to the budget submitted.
It is the applicant’s responsibility to inform MANITOBA FILM & MUSIC of any changes to the original
budget, the creative direction or the financing structure of the project in order for the project to remain
eligible for funding.
Applicants must keep original copies of receipts submitted with their final reporting. Only photocopies of
original receipts should accompany the final reporting paperwork. Any final reports submitted with
original receipts will be returned to the applicant for resubmission in the proper format.
MANITOBA FILM & MUSIC, regardless of the budget level, will perform a test of invoices and canceled
cheques, and this shall include contacting suppliers and/or payees for verification of submitted invoices
and costs.
