TENDER NOTICE
National Bal Bhavan invites sealed tenders for supply and installation of vertical split
ACs of Hitachi/LG/Samsung/Bluestar/Gujaral make at its above mentioned office from
authorized dealers/suppliers only.
ELIGIBILITY CRITERIA :
1. The firm must be Authorized dealer.
2. The Firm/dealer must have valid PAN & TIN Number.
3. The Firm must have at least three years of experience in supply of
vertical split ACs to Govt. /PSU/Govt. undertakings/private
organization of repute.
4. The Firm must have annual turn over of 10 lakhs in each year
during the last three years.
The tender (duly filled in, signed and stamped on each page), containing two
envelopes i.e. prequalification bid & price bid separately in sealed covers for said supply &
installation of vertical split ACs at NBB Office must be submitted to the office of the
undersigned up to 2.00 P.M. on 14.5.2015. The prequalification bids will be opened on the
same date at 3.00 PM in the presence of bidders/their authorized representatives. The
price bid of only those firms shall be opened whose pre-qualification bid are found to be
acceptable as per eligibility criteria mentioned in the tender document. The time and date of
opening of price bid shall be 3.00 PM on the same day.
The tender should be accompanied with earnest money amounting to Rs 10,000/(Rupees Ten thousand only) in the form of demand draft only in favour of National Bal
Bhavan payable at New Delhi. The tenders without earnest money shall be rejected.
The NBB reserves the right to accept any or reject all the tenders without assigning
any reasons thereof.

ACs to Govt. /PSU/Govt. undertakings/private organization of repute.
4. The Firm must have annual turn over of 10 lakhs in each year during the last

5. The Tenderer should deposit an EMD of Rs10,000/-(Rupees Ten thousand
only) by Demand Draft drawn of any scheduled bank in favour of National Bal
Bhavan payable at New Delhi.

GENERAL TERMS & CONDITIONS :
1.
The limited tenders superscribed with “Supply and Installation of Verticle Split ACs at
National Bal Bhavan, New Delhi may be addressed and submitted to the Director,
National Bal Bhavan, Kotla Road, New Delhi-110002.
2.
The Tenderer should deposit an EMD of Rs 10,000/- ( Rupees Ten thousand only)
by Bank Draft drawn on any scheduled bank in favour of “National Bal Bhavan
payable at New Delhi.
3.
Rate should be quoted both in figures & in words in English in the Rate Sheet.
Corrections, if any, shall be made by crossing out, initialing, dating and re writing.
The rates quoted for supply and installation of Split ACs should be as per the
specifications and schedule of quantities as given at annexure-III.
4.
The supplier firm shall submit authorized dealership certificate issued by their
manufacturer in original against the items quoted.
5.
The tender should be sealed and rates quoted should be inclusive of all taxes i.e.
excise duty/sales tax/VAT/works contract taxes/local taxes, transportation costs,
loading and unloading cost, octroi, stacking and placing as per instructions at
National Bal Bhavan, New Delhi.
6.
The Conditional tenders will not be accepted and will be rejected. The tender other
than in the prescribed form shall also be rejected.
7.
Submission of two price bids or in any other format will lead to rejection of tender.
8.
The validity of the tender shall be three months from the date of submission of
tender.
9.
The vertical split ACs are to be supplied and installed at National Bal Bhavan New
Delhi The job of supply and installation of ACs should be completed within 10 days
from the date of award letter.
10.
If the tenderer fails to honour its commitment within the given stipulated period, NBB
will have the discretion to forfeit E.M.D and the purchase order may be cancelled.

11.
The payment will be made by cheque on submission of the bill after supply
and installation of vertical split Air Conditioners along with stabilizers on marked
locations as per instruction. The payment will not be made for supply and installation
part separately. No advance payment will be considered for the said work.
12.
The vertical split ACs are to be supplied should be as per the technical
specifications given at Annexure-III.
13. NBB will not reimburse any charges for losses/damages suffered by the firm while
transporting the Air Conditioners to the site of installation/carrying out the above
said work.
14. The tender should be duly filled and signed on each page and submitted along
with the following documents:a) Attested /Photo copy of VAT & TIN Registration issued by appropriate
authority.
b) Bank Draft for EMD.
c) Attested/Photo copy of Experience certificate, supply made to any
govt./semi Govt. organization/private organization of repute during last three
years.
d) Authorized dealership certificate issued by their manufacturer in original
against the items quoted.
15. No interest will be paid on Earnest money deposit on whatsoever
grounds & reasons.
16. EMD will be refunded to unsuccessful tenderer after the approval of
tender. EMD of the successful bidder will be refunded after one year of
completion of warranty. Payment of the bill will be released after
successful supply and installation of split ACs as per the schedule of
quantities and as per instructions of NBB.
17. In case the firm fails to complete the supply job within the stipulated time, the work
order shall stand cancelled without any notice.
18. The NBB reserves the right to reject any one or all the tenders without
assigning any reasons.

19. The quantities included in the tender can be increased or decreased at the
discretion of the Competent Authority of NBB.
20. Item offered in the tender can be re-ordered at the same rate, terms &
conditions within a period of twelve months / one year from the date of supply
order.
21. All pages of the tender document are to be signed and stamped by the
tendering firm.
22. The entire job of supply and installation of the Air Conditioners along with stabilizer
at NBB may be awarded to any single firm or bifurcated/divided among various
firms based on the lowest rates quoted by them in respect of various items as
mentioned in the schedule of quantities into following ways:i.
Supply & installation of Split Air conditioners.
ii.
Supply and installation of Stabilizer.
23. The NBB will not provide any statutory forms/ road permit for the supply of Air
Conditioners at NBB.
24. Arbitration
Except where otherwise provided in contract all questions and disputes relating
to the meaning of the specifications (technical, general) and instructions herein
before mentioned or failure to supply and install the same whether arising
during the progress of the supply or installation thereof shall be referred to the
sole Arbitration of the person appointed by the Director NBB.

25. Warranty
The supply and installation of the Air Conditioners supplied should be with onsite
comprehensive warranty for minimum period of one year and four years warrantee
on compressor after satisfactory supply & installation. During warranty the purchaser
will not bear the cost of the item(s), which may come as a replacement of the original
stores or spares as a result of faults noticed at the time of inspection during the
warranty period. The seller/supplier is required to eliminate the fault(s) occurring
during the warranty period without delay by improvement / replacement as may be
necessary, at their own cost. The supplier must ensure after sale service facility on
site during warranty period.
