MINUTES OF A REGULAR MEETING OF THE BOARD OF DIRECTORS
MAY 18, 2015
A regular meeting of the Olympia School District Board of Directors was called to order by President Justin
Montermini at 6:45 p.m. on Monday, May 18, 2015, at the Olympia Regional Learning Academy, 2400 15th Avenue
SE, Olympia 98501. Also attending were Directors Mark Campeau, Allen Miller, Eileen Thomson and Frank Wilson,
Student Representative Jagganath Natarajan and Superintendent Dick Cvitanich.
PLEDGE OF ALLEGIANCE
FOCUS ON ORLA
Principal Joy Walton Kawasaki welcomed the Board. She opened with a brief school overview, then focused on
presentations by Montessori teachers Kristin Weed and Chanda Martin who spoke about student growth
assessment in meeting standards in a Montessori classroom; hConnect teachers Michelle Whittaker and Lorana
Hoopes who addressed student progress assessment toward CCSS using Jumprope; hConnect teachers Cristy Havens
and Karina Champion who spoke to the work of the Growth Mindset PLC; and Montessori student leaders who
described the Montessori upper elementary student government, how it functions, and what they have achieved
this year. Students from the Arts Alive! program concluded the presentation with the opening number from ORLA's
Spring production of Seussical the Musical.
The Board recessed for a three-minute break at 7:32 p.m. and reconvened at 7:35 p.m.
WASHINGTON ACHIEVEMENT AWARDS
Assistant Superintendent Nancy Faaren recognized four schools as recipients of the 2014 Washington Achievement
Award: Boston Harbor Elementary School, Jefferson and Reeves Middle Schools and Capital High School.

COMMUNITY COMMENT
Erin Vroman, Mary Middleton, Maurice Major, Joellen Wilhelm and Beth Sielert spoke of the importance of a full
time principal in every school. These Madison parents expressed their concerns around student behavior and safety
issues, the added burden to faculty and staff, the importance instructional leadership and the significance of a
neighborhood school to its community.
Superintendent Cvitanich thanked the speakers for their comments and noted that the administration has been
working on a plan to increase onsite principal time at Madison. He said the goal is to maximize the time principals
are in their buildings, while recognizing that all principals are out of their buildings at different times for meetings,
conferences or other responsibilities.

BUILDINGS AND GROUNDS
5.1
Approval of Bid 872 – Garfield Elementary School, SW Parking Lot and Shelter*
The Board accepted the low bid amount of $212,933. The low responsive bidder is Northwest Abatement Services Inc.,
dba Stetz Construction of Lakewood, WA. The architect’s estimate for this work was $275,000.
5.2
Call for Bids – Fire Alarm Replacements
The Board authorized a call for bids for Bid No. 667 – Fire Alarm Replacements at McKenny Elementary, Marshall Middle
and Olympia High Schools.
5.3
Final Acceptance – Fire Alarm Upgrade
The Board accepted the Roosevelt Elementary School Fire Alarm Upgrade Project performed under the direction of
Honeywell International Inc. The cost of the work performed by Honeywell International Inc. was approximately
$131,378.00, including taxes, and was a part of the 2012 bond.
5.4
Inter-Agency Agreement – Educational Service District 112*
The Board approved the inter-agency agreement between the Olympia School District 111 and Educational Service
District 112 for the purpose of providing services to create and submit a future Study and Survey of school facilities in
accordance with Office of Superintendent of Public Instruction (OSPI) requirements.

Approval of Vouchers
The Board approved the cancellation of three warrants totaling $21,331.11, and the following expenditures: General
Fund Voucher Nos. 73113407 through 73113477, and electronic transactions, totaling $656,543.59; Associated Student
Body Voucher Nos. 73401489 through 73401497, and electronic transactions, totaling$13,106.58; and, Capital Projects
Voucher Nos. 73201757 through 73201771, and electronic transactions, totaling $452,436.10.

Financial Report – April 2015*
The Board approved the April 2015 Financial Reports for the Associated Student Body, Capital Projects, Debt Service,
General and Transportation Vehicle Funds.
Declaration of Surplus
The Board issued a declaration of surplus for 1) a 3-axle Bulldog trailer, and 2) a 16’ double-axle trailer. These trailers can
no longer be used with our current fleet of vehicles and therefore have no functional usefulness to the District.

Dan McCartan read a statement from OEA President Adam Brickell regarding the proposed calendar and
opposition to the four-day conference week.
Assistant Superintendent Nancy Faaren presented the 2015-2016 School Year Calendar for first reading.

2015-2016 School Year Budget Survey Results
Assistant Superintendent Jennifer Priddy reviewed online budget survey results regarding community
priorities for investment in the 2015-2016 school year operations.
Superintendent Cvitanich added that the lack of a state budget makes budget meetings problematical in
terms of funding for recommendations.
SUPERINTENDENT’S REPORT
Superintendent Cvitanich thanked Student Representative Jagganath “Jagi” Natarajan for his year of service to the
Board, and presented him with a marble name plate.
BOARD MEMBER COMMENTS
SR Natarajan thanked the Board for the recognition and the opportunity to serve as student representative. He said
he particularly enjoyed visiting other schools in the district and seeing the work that goes on behind the scenes.
Director Campeau said he visited Domenico Spatola-Knoll and toured Madison Elementary. Director Wilson led the
Board in a singing happy birthday wish to Nancy Faaren and Rebecca Japhet; he thanked Matt Grant and staff at
Olympia High School and Paul Anders and staff at Washington Middle School for visits he had with them. Director
Thomson spoke about a scholarship awarded at Olympia High School. Director Miller thanked those who spoke
under Community Comment, as did President Montermini.
The meeting was adjourned at 9:14 p.m.
