Position: Senior Administrator (Social Worker)
Program: Phoenix Supportive Housing Program
Reports to: Director of Residential Programs
Status: Full-time, permanent
Compensation: A competitive salary, comprehensive group insurance plan, Employee and
Family Assistance Program, RRSP contribution, three weeks of vacation in the first year and four
in the second.
Hours of Work: 40 hours per week, Monday - Friday, 9 a.m. - 5 p.m. with some flexibility and
occasional evening and weekend work. Week-long on-call responsibilities on a rotational basis
(compensated).
Screening Requirements: This position is subject to a criminal record check, a child abuse
register check and proof of education.
Job Summary: This position will oversee the Supportive Housing Program, which is comprised
of two residential programs that offer long-term housing for youth aged 16-24. Phoenix House
is a ten-bed, co-ed residence. Through 24/7 support, it offers safe, supportive housing for youth
learning skills for independent living. The Supervised Apartment Program is a program for ten
youth living in three homes, who are transitioning from semi-independent living with on-site
staff to independent living.
This new program brings two existing programs together and requires someone who is adept at
program development and change management to lead their unity into a continuum of
services. The Senior Administrator is responsible for all aspects of the program including
strategic visioning and planning, budget responsibilities, and managing two teams with a total
of nine full-time employees, including a social worker who provides social work and case
management support to youth and staff.

KEY RESPONSIBILITIES
 Develop and ensure the continuum of supportive housing services between the two
distinct housing models.
 Develop core program outcomes and their evaluation components.
 Manage all activities related to personnel and the program budget.
 Advocate with community agencies on behalf of the program and its youth.
 Manage building maintenance (four buildings) and ensure a therapeutic milieu.
 Ensure appropriate supervision of student placements and volunteers.
 Commit to Phoenix’s development and participate in internal committees, projects and
activities.
 Liaise and advocate with other agencies and participate in community committees,
projects or activities.
PRIMARY QUALIFICATIONS
 Master or Bachelor of Social Work is required.
 Registration or Candidacy for Registration with NSASW.
 A minimum of five years’ experience in a management position with supervisory
responsibilities.
 Demonstrated successful practices including strategic planning, program development
and implementation, community development, service delivery, communication and
evaluation.
 Experience working in a youth residential setting.
 Demonstrated skill using anti-oppressive practice.
 Demonstrated high level of understanding of youth development and the issues of
homelessness.
 Demonstrated knowledge of “best practices” within supportive housing programs for atrisk and homeless youth.
 Physical ability to lift light loads, walk up and down stairs, and maintain a fairly active
pace.
 Non-violent crisis intervention (CPI), suicide intervention (ASIST), standard first aid or a
commitment to secure those requirements within six months of being hired.
 Extensive knowledge of community resources, government funding and the social
service delivery system is an asset.
 Experience supervising student placements and managing volunteers is an asset.
