Dear ROSC Member, January 2015
Happy New Year, ROSC!!!
What a fantastic time of year! I hope your holidays were happy,
filled with love, laughter, and great memories. Now it's "out with
the old, and in with the new". It's time to make a fresh start,
with hindsight from the passing year; a new beginning waits to
be made. Here in Germany, the New Year comes in with a
bang...literally, as the Sylvester night sky lights-up with
booming fireworks and ringing bells. It's thrilling to be part of
the excitement, a time for resolutions, recommitment, and
reinvigoration!
As we all start our new year, my hope is that we make it great!
Opportunities abound for 2015, and they wait for the taking.
Being at Ramstein offers many opportunities for something
new. There are places to travel, groups to join, classes to take,
goals to reach, and many new things to try. Whether you take on
a new role, learn a new language, discover new places, or do
something you've never tried before, embrace it!
In ROSC, there are new opportunities, too. There are activities
to join, socials to enjoy, commitments to fill, and help to be
given. As always, the ROSC will rise to these opportunities to
make a difference in our military family. It is my great pleasure
to be a part of this amazing organization, one that willingly gives
so much to make our community greater. Please join us as we
start the new ROSC year, by jumping into the action, finding a
place to lend a hand, or trying something new. There are
opportunities for everyone to share your talents, abilities, and
creative ideas. We'd love to have you come along with us and
join the fun!
I hope that 2015 finds you healthy, happy and embracing new
opportunities.

Did You Know?
Ramstein Air Base is an example of international collaboration: designed by
French engineers, constructed by some Germans but with imported help from
workers of Italy, Portugal, Spain, Greece, and Turkey (there were very few
German men to work on construction projects after World War II) and
operated by Americans. The area was nothing more than a swamp that had to be built up by two
meters (six feet) in height level over the whole area. A train line was laid out
from Einsiedlerhof­Kaiserslautern in a yoke shape around to the current base
and back down to the Landstuhl spur in 1948 by agreement of the U.S. and
French Occupational Forces. Trainload after trainload of earth was moved
over the line and spread over the base current area to raise it to its current
level. The trains ran 24/7 for over a year. Once the ground was level, building construction could begin. A project
designed and undertaken by the French Army and the U.S. Army Corps of
Engineers from 1949 to 1952. Two bases were laid out. Landstuhl Air Base on
the south side and Ramstein Air Station (station, no airstrip) on the north.
From 1948 to the opening of the bases in 1953 it was the largest one spot
construction site in Europe employing over 270,000 Europeans at one time.

SERVES 8-10
INGREDIENTS
1 lb. dried black-eyed peas
1 smoked ham bone or two hocks
¼ cup canola oil
½ cup finely chopped cooked ham
¼ tsp. red chile flakes
2 cloves garlic, finely chopped
1 jalapeño, stemmed, seeded, and finely chopped
1 large carrot, finely chopped

1 large onion, finely chopped
1 rib celery, finely chopped
1 bay leaf
1 lb. collard greens, ribs removed, leaves roughly chopped
2 tbsp. apple cider vinegar
Kosher salt and freshly ground black pepper, to taste
5 cups cooked long-grain white rice
Chopped tomatoes and scallions, for garnish
INSTRUCTIONS
1. Bring peas, ham bone, and 8 cups water to a boil in a 6-qt. Dutch oven. Reduce heat to medium-low
and cook, skimming foam occasionally, until peas are tender, about 45 minutes. Drain peas, reserving
1 cup cooking liquid along with ham bone; set aside.
2. Heat oil in a 12-qt. pot over medium-high heat. Add chopped ham, chiles, garlic, jalapeños, carrot,
onion, celery, and bay leaf and cook, stirring occasionally, until soft, about 8 minutes. Add reserved
black-eyed peas, ham bone, and reserved cooking liquid, along with collards and 12 cups water. Bring
to a boil, reduce heat to medium-low, and simmer until collards are tender, about 1 hour. Stir in
vinegar and season with salt and pepper. Spoon rice into bowls and ladle soup over rice and add
garnishes.
